A corrupt motor vehicle licensing regime involving fraudulent insurance certificates, some for companies that do not exist, as well as the removal of certificates for registered vehicles were among a myriad of flaws at the Inland Revenue Department (IRD) exposed at yesterday's meeting of the Public Accounts Committee of Parliament.
The meeting was told that cashiers 'created' insurance companies after modifying information in the computer system, and while that loophole has since been closed, the technical unit of the IRD was able to do the same.
"The report states that 211 vehicles had insurance company names that did not appear to be legitimate insurance companies," Auditor General Pamela Monroe Ellis told the PAC.
Monroe Ellis said the audit investigation showed that 78 vehicles registered between January 1, 2006 to April 1, 2008 bore no evidence of being insured.
"Investigation revealed that there were 183 duplicated policy numbers with the same insurance company for different owners and different vehicles," Monroe Ellis said.
"and while that loophole has since been closed, the technical unit of the IRD was able to do the same".... wtf???? another loophole or the first was just never fixed???
