The Blues agreed a fee with Wigan for the 21-year-old winger on Thursday.
And personal terms were thrashed out today to finally put an end to one of the biggest transfer sagas of the summer.
Moses appeared for the Latics against the European champions in their Premier League opener at the DW Stadium last Sunday.
The Nigeria international scored eight goals in 74 league appearances for Wigan after joining them in a £2.5m deal from Crystal Palace in January 2010.
