Well, there are ways and means to approach such a person without have to blurt it out, but as what OP said, it might be the forbidden fruit...It can be hindered base on certain circumstance as you say..For example the person might be taken...Personally if I don't have the guts or have some doubts I'm not going to make an approach, but if the person comes on to me though..thats a different story....And if both of us are single and shes worthy, why would I be afraid to say something like, "I really admired your style, can I have your number so I can invite you out someday and know you better".....
