Reason
The MSVCRT10.DLL file can be called by third-party plug-ins, even though this file is not installed by Photoshop CS3 or CS2.
Solution
Copy the MSVCRT10.DLL file from the installation disk to the Windows\System32 folder.
The file is available on the installation discs for Adobe Photoshop and Adobe Creative Suite. Locate the file, and then copy the MSVCRT10.DLL file to the Windows\System32 folder. Find the file in one of the following locations:
Photoshop CS3 and CS2:
Goodies\Optional Plug-Ins\Ffactory Creative Suite 3, Contents disk:

Another application may have a copy of the file available. Search for msvcrt10.dll on the system and copy it into the Windows\System32 folder. Search the Internet for the file. The file is available from multiple sites for free, as it is a commonly used DLL.
