CANCUN, Mexico Caribbean diplomats here say the region faces the end of history if rich countries do not raise their ambition to hold temperatures well below two degrees Celsius.
The envoys from the 43 Caribbean, African and Pacific nations, grouped as the United Nations Alliance of Small Island States (AOSIS), said, at the United Nations climate change talks here, they face the end of history unless action is taken to stop sea levels rise.
For us, anything not below 1.5C is a red line, said Dessima Williams, vice-chair of AOSIS, who is also Grenadas UN Ambassador.
It costs US$4,500 a metre just to protect airports, so we would need hundreds of billions of dollars, she added.
A new UN report says that every country in the Caribbean faces huge economic losses caused by rising sea levels over the coming decades.
It says the region will lose hospitals, airports, power plants, multi-million dollar tourism resorts, roads, bridges and farmland.
According to the report by researchers at the Oxford University Centre for the Environment, the damages in the English-speaking Caricom countries could amount to as much as US$6 billio annually.
With infrastructure costs, damage could run into tens of billions in many countries, the report says.
GOVERNMENT'S recent announcement of a relocation of the Jamaica Defence Force (JDF) headquarters from Up Park Camp in St Andrew to Caymanas in St Catherine is almost a done deal, according to minister with responsibility for information, Daryl Vaz.
"In principle, in terms of the decision and the direction of the UDC (Urban Development Corporation), led by the PM, it is something that is agreed on," Vaz confirmed at Wednesday's post-Cabinet press briefing at Jamaica House.

"You cant say definitively until you have done all the background studies and plans that something may not come up, but as of right now I can say it is something that is being pursued by the UDC," he added.
But, while suggesting that the decision to remove the JDF is finalised, Vaz was unable to say how much the relocation was projected to cost Government, or when the move would be activated.
"It is going to require moving from the stage where it is now, which is in the planning process into execution," he told journalists.
"All of that will require serious analysis [and] assessment and it has not reached that stage as yet," he said.
According to Vaz, proposals for a removal of the JDF to Caymanas have been "on the books" for a long time, but have now been activated by Government.
"Basically what it is, is a concept, a concept that it is signed off on principle as a position," he said, adding that execution would be done after consultation with stakeholders.
"Something like that is not an overnight implementation," Vaz remarked.
"Therefore, there is going to be quite a bit of preliminary work that has to be done in terms of being able to put, not only the execution of the plan, but also meet with the necessary stakeholders, Government and private sector, to bring everybody on the same page," he declared.
Prime Minister Golding announced in Parliament last week that more than 4,000 acres of land in Caymanas had already been transferred to the JDF.
Golding argued that the move would "free up 270 acres of land sitting in the middle of the city that in my view is going to provide an opportunity to retrofit the city of Kingston to provide it with the lungs it doesn't now have and to create the kind of facility that will completely rejuvenate the city of Kingston."
Golding's plans to remove the soldiers from the Up Park Camp facility to lands at Caymanas on the outskirts of the city has sparked heated debate about the wisdom of such a move.
"I don't think that there is any issue like this, including the stadium when it was built that has not had its fair share of debate," Vaz commented Wednesday.
KAYON Campbell otherwise called 'Treasure', who government minister James Robertson used as a character witness at the recent Jamaica Labour Party conference, is being asked to turn himself in to the police.
Police said that Campbell, whose last known address was believed to be in Kingston 10, is known to frequent St Thomas. He is being asked to report to the Half-Way-Tree Police Station or the Morant Bay Police in St Thomas as soon as possible.

Robertson, who is also Member of Parliament for West St Thomas, had called Campbell onstage at the JLP conference following allegations that he (Robertson) had a contract out on Campbell's life and on others in the constituency.
Police said that Campbell was offered bail in a case of conspiracy to murder and other offences, but breached his bail conditions and is now being sought by them.
He is described as being of dark complexion, about 5 feet 8 inches tall and is of slim build.

GLOBAL athletics brand Puma listed Jamaican Sprinter Usain Bolt as its key brand-asset amidst a 16 per cent rise in sales to $784 million over the third-quarter.
The German-based brand described the new three-year contract with Bolt as the most important event in its quarter behind its financials. It even ranked it above a multi-million full take-over of a joint-venture in China and Hong Kong and also irregularities discovered at a second joint-venture in Greece, according to its latest financials.

"Usain Bolt remains a long-term brand asset for Puma," stated the first page of the financials which incidentally had a life-sized photo of Bolt on its cover.
Puma's intangible fixed-assets (with a non-defined useful life) had an opening balance of $70 million on January 2009 and closing balance of $26 million at December 2009.
The contract signed for an undisclosed sum in August represents, according to Puma, the largest sponsorship contract by a track and field athlete to date. It follows the estimated eight-figure Nike contract received by US sprinter Carl Lewis. Bolt, the two-time world record holder and triple World and Olympic champion entered the Puma contract in 2003 which runs until 2013.
Over the third-quarter, Puma's net profit jumped 14 per cent to $77 million; its gross profit margin remained at 50 per cent; operating result before special items improved 5.3 per cent to $113 million; whilst earning per share rose from ¤4.50 to ¤5.16.
It isn't the first time that Puma has lauded the value of Bolt to its investors. In its 2009 annual report Puma indicated that the performance of "Bolt at the World Athletics Championships in Berlin, where he broke the 100m and 200m world records, proved to be a particular highlight for the Puma brand".
Puma views its brand image as key to its marketing of apparel, clothing and footwear.
"The brand image is essential since it can influence consumer behaviour not only to the advantage, but also to the disadvantage, of the brand," it stated in its financials.

An obviously disappointed Rodney 'Bounty Killer' Pryce left the Corporate Area Resident Magistrate's Court yesterday, after an application for his passport to be returned was rescheduled. Pryce's attorney Christopher Townsend made the application for the passport which was taken from the artiste by the police as a condition for his $500,000 bail in an assault case. However, Resident Magistrate Lorna Shelly Williams rescheduled the matter to be mentioned tomorrow, giving herself enough time to peruse the application for variation of the artiste's bail condition. The assault case was postponed last month as the complainant, Racquel Smith, did not show up. The trial will begin on January 11. Pryce was arrested in September after Smith reported that the artiste used a hammer to beat her in her knees and head. She also told the police that he used an electric insect swatter that resembles a tennis racket to beat her. On an earlier court date in October, Smith, 19, had communicated through her attorney, Terrence Ballentine, that she wanted the matter to go to mediation, however, RM Lorna Shelly Williams had denied the request. |
A policeman was held yesterday during a drug bust coordinated between law-enforcement personnel in Jamaica and Canada.
The policeman was held with another man in Jamaica, while several other people were arrested in Canada, a release from the Jamaica Constabulary Force said last night. The name and rank of the policeman is being withheld.
The JCF said the arrests follow a nine month coordinated international operation between investigators from the Anti-Corruption Branch, the Royal Canadian Mounted Police, Toronto Airport Drug Enforcement Unit, the Peel Regional Police, the Toronto Police Service and Canada Border Services Agency.
Those detained overseas were held in the Greater Toronto area.
All are being held in connection with an international narcotics trafficking network-involving shipments from the Sangster International Airport, the release said.

A number of patrons have been expressing a desire to see the eccentric L.A. Lewis in some performance in Montego Bay. This is now a reality as Rommon Entertainment Enterprise has expressed joy in announcing that they have signed the controversial comedic deejay for their December 19, 2010 staging of the annual Western Comedy Fest at Pier One.
L.A. Lewis will join the red hot stand-up comedy duo, Apache Chief & Sarge as the early signees for Western Comedy Fest.
I have some new words to buss in Montego Bay, said Lewis in an interview with Mirror Entertainment. One of them is Bruce Goldinus. Earlier this year he coined a new term usainable after Usain Bolt. He said this word was made for people who were moving too fast in other peoples business.
Of course, everybody knows his most popular term sobolious. Lewis who is always decked out fully in white, describes himself as the seven-star general and always shouts seven whenever he makes an appearance.
Previously, some promoters had expressed a desire of having him on a show in Montego Bay but were apprehensive. When questioned about this L.A. Lewis said it was all good as he was not prepared to disappoint his fans in the tourist capital.
L.A. Lewis has also done some recordings. He did one named Hes Going Down last year taking aim at Goofy and Rush Mi made for Beenie Man. Both entertainers were defendants against him in assault cases this year and last year respectively.
Montego Bay, get ready, as Ginger Knights original stage play Higglers is set to hit the stage inside the MoBay Civic Centre come December 26, with a grand gala opening night.
This signals the start of the theatre season in Jamaica, as all new plays are opened in Kingston around this time, and so patrons in Montego Bay and western Jamaica in particularly, will be afforded the same opportunity as those in Kingston to watch new plays during the Christmas season. Higglers will also play on December 27 and every weekend in January at the same venue.
Sydney Reid, the executive producer has teamed up with veteran director Keith Noel out of Kingston to put some of the best actors in Montego Bay on stage to perform in this torrid Ginger Knight Box office hit play, the original Higglers.
The stage production is like nothing you have ever seen in modern days, as the stage is expected to explode with the energy coming from the actors as they revel in the witty Ginger Knight script, coupled with the riotous response from the audience.
The play is now in full rehearsal, and the excitement is building in all quarters, as patrons wait for opening night. The executive producer is making all performances available to civic groups, clubs and organizations, as a benefit show to raise much needed funds to assist in their community outreach programmes. There will also be group rates available for companies and schools among others.
HIGGLERS
Ginger Knights Higglers is a hilarious look at a serious issue. Beneath the fun and excitement that surrounds the lives of higglers, Girlie, Pearl and Tony, there is much to think about.
Girlie, whose father had a relationship with her friend and classmate Desiree when they were attending school, is an angry woman who, while pregnant, attacks and beats a woman over her man.
Pearl has no problem in starting a relationship with Tony and another with Girlies boyfriend, even while she is living with the father of her two children.
Tony, on the other hand is a laid off civil servant who marries Desiree, but leaves her and starts higglering. She comes to the street side and routinely embar****es him. This leads to much excitement.
Apart from the humour and romance, there are the exciting chases by the police, who are assigned to get them off the streets and their well documented confrontations with the customs officer they call Saddam. It is an amusing but realistic look at life. There remain much more to the lives of these higglers.
A LOOK AT THE CHARACTERS
Girlie, Pearl and Tony are three higglers determinedly making a living from their juggling on the roadside. Girlie has had a rough childhood and is estranged from her father whom she blames for he mothers death. When she was in school her father also had a relationship with her schoolmate Desiree, who, at the time was her friend. Pearl another school friend is also a higgler.
Tony is the third higgler around whom the plot is weaved. Married to Desiree, who made it through high school with Girlies and Pearls help, he rebels and sets out on the streets and become a most successful higgler. He eventually leaves Desiree and she vows to win him back.
When he lost his job Desiree, who is a domineering control freak, takes care of him, but demands his complete obedience. This is the situation that drove him away from her.
The love/hate mix up between Tony, Desiree, Pearl, Girlie and Trevor, Pearls gunman boyfriend, brings much excitement and humour, but also reveals tenderness and caring in the two major characters.
We see all the travails of the higgler running from the police; battling with unsympathetic customs officers; facing thieves and robbers; and dealing with the insult of some road users; Pearls boyfriend is also involved in the drug trade, and that too has an impact on the play. There are also other travails like the burning down of the arcade.
To top it all off, Desiree wishes Tony to leave the street side and return home to her. She challenges and insults Girlie and Pearl and eventually Girlie attacks her, ushering in another piece of drama to their lives. In the end, as in all good comedy, every thing works out well. The wicked get their just reward and the lovers still come together.

Kenya's Prime Minister Raila Odinga has ordered the arrest of gay couples in the country.
Addressing a rally in the capital Nairobi on Sunday, the prime minister termed their behaviour "unnatural".
If found the homosexuals should be arrested and taken to relevant authorities, Mr Odinga said.
The premier thrilled the crowd in a largely conservative country when he asserted that the country's recent census showed there were more women than men and there was no need for same sex relationships.
He termed it "madness" for a man to fall in love with another man while there were "plenty of women" and added that there was no need for women to engage in lesbianism "yet they can bear children".

A Florida man fell for a Jamaican scam that had him losing more than US$60,000, NBC-2 news reported today.
The man, 76, said he was told that he had won a sweepstakes and had to wire money to Jamaica.
Instead of getting money, he lost over $60,000 sending money to Jamaica.

Starting today customers of the Jamaica Public Service Company (JPS) will start paying General Consumption Tax (GCT) on reconnection Fees.
The reconnection fee of $1500, which is applied to accounts disconnected for non-payment, will now attract GCT of 10%. This means that customers who are disconnected will now need to pay $1650 for reconnection, in addition to the outstanding bill amount.
This new measure forms part of a list of items associated with the service provided by JPS, on which the Government has now imposed GCT.
Other items which will now attract GCT include charges for returned cheques, service installation for temporary supply, cable pole attachment fees, damaged meters and additional service wiring.
When she was younger and not under conservatorship, Britney Spears married then-boyfriend Jason Alexander and then divorced him days later. Hes now telling Star magazine Britneys current beau Jason Trawick is beating her up.

The women are wrapped head-to-toe in kanga, the colorful African fabric Muslim women here use to cover their hair and legs. But that hardly stops them from shaking their hips like Beyonce. Whats the trick? Nutmeg, explains Mohamed Mwinyi, neighbor of the bride, who works as a tourist guide in town. In the morning of a wedding or other important day women put nutmeg in their porridge. It makes them loose. While alcohol is prohibited in Islam, Mwinyi said, nutmeg is not. Quite the contrary. Nutmeg happens to grow abundantly on this heavily Arab-influenced island off the east coast of Africa. Even though nutmeg is native to Indonesia, today it is together with cloves, pepper and cinnamon one of Zanzibars chief exports. Economics aside, the aphrodisiac and narcotic properties of nutmeg are presented as universal fact in Zanzibar, where 95 percent of people are Muslim. Some refer to it as the magic spice, or cheap high, while others call it Viagra for women. Former Haitian Presidential hopeful Wyclef Jean has lashed out against the elections in Haiti today (November 28th) in what candidates labeled a sham election.
According to reports, 12 of the 19 candidates running for President of Haiti have called for the election to be suspended because scores of people were not allowed to vote, massive fraud and/or voter intimidation.
"This is not democracy this is Dictatorship under the Facade of Democracy!" Wyclef Jean tweeted. "But the Haitian people will not be intimidated we want to vote!"

Defending champions Jamaica, who had threatened strike action against their federation the previous night, took their battle to the field and eased into the semi-final of the Digicel Caribbean Cup, with a 2-0 win over Guadeloupe, in the second match of a double-header at the Riviere Pilote Stadium last night.
Shaun Francis (53rd minute) and Ryan Johnson (90+) scored the goals for the embattled Jamaicans, giving the Reggae Boyz their second victory in as many starts and a clear lead of Group I on six points.
Only the night before, the Jamaicans seemed uncertain to participate as they served the Jamaica Football Federation (JFF) an ultimatum to pay each team member US$1200 per diem for the championship and 80 per cent of the purse earned for placing among the money.

WISYNCO Group has signed a deal with the Coca-Cola Company to become the international beverage manufacturers exclusive franchise holder in Jamaica.
The agreement means that Wisynco will now be the exclusive bottler and distributor of Coca Colas wide range of products in Jamaica, cementing a relationship that began four years ago when the St Catherine-based firm started distributing Coke products on a non-exclusive basis on the island.
Weve been working with Wisynco since 2006 and, during the last four years, we got to know each other as people and as companies, and we certainly found out that it was the right partnership for both of us, said Roberto Mercade, Coca-Cola general manager, Venezuela and the Caribbean, at a press conference held at the Terra Nova Hotel in Kingston on Monday.
So, we are now officially welcoming Wisynco as part of a very select group of bottling partners... we are very happy, not only for the business opportunity that we both are going to generate but also what we can do for the communities in Jamaica, added Mercade.
The Coca-Cola brand, although much bigger than its main rival Pepsi in the US market, has always had to settle for the number two slot in Jamaica, where Pepsi, that was produced by Desnoes and Geddes, is the dominant brand. Coca-Cola, regarded as the worlds most recognisable soft drink brand, was distributed in Jamaica by Facey Commodity up until 2004, when that local company gave up the distributorship.
In 2006, when Wisynco began to distribute Coca-Cola, Wisynco managing director William Mahfood told the Business Observer that the firms mandate was to increase Cokes stake in the domestic cola market from around 20 per cent to 50 per cent in two years time. Mercade declined to reveal Coca-Colas share of the local market currently, but said that it had made great strategic inroads in Jamaica since Wisynco took control.
Jamaica has been one of the few challenges in the world for us as far as national market share is concerned, but the opportunity has always been there, noted Mercade.
So this time around, we took the time to really get to know our partner and the result has been substantial; our volumes have grown double digits over the last few years... If you go to the Montego Bay area for example and look at the hospitality channel, weve made some tremendous strides there and the quick-service restaurant channels as well, he said.
Mahfood echoed Mercades assessment and added that Wisynco was now investing in infrastructure to support deep penetration of Coca-Cola into the national market.
In the last three, four years, when you look at how many hotels have opened in Jamaica every single hotel is s erving Coca-Cola products exclusively... If you look at the restaurants, weve grown that customer base significantly... All the cinemas in Jamaica today have Coca-Cola customers... We have made significant inroads in schools, said Mahfood, adding: Its a foundation and we are putting in the infrastructure at Wisynco to do more.
Additionally, Coca-Cola announced that it will be the official sponsors of the Concacaf Under-17 football championship, which will be held in Jamaica next year.
Coca-Cola remains committed to Jamaica and its people and will continue to make a positive impact in families that enjoy our products everyday, said Mercade.
Mercade noted that its official sponsorship of the recently held World Cup in South Africa provided a huge boost to its brand recognition in Jamaica and has given the firm momentum as it plans its foray into the local market.
Thats probably the most relevant platform that the company has that were going to leverage in Jamaica going forward, noted Mercade.

THE parent company of LIME, Cable & Wireless, today announced that it has signed a non-binding memorandum of understanding to acquire a 51 per cent interest in the Bahamas Telecommunications Company.
Pending due diligence, finalisation of contractual terms and regulatory approval; the transaction should be completed in the first quarter of 2011 for a total cost of US$210 million.
We believe there is a solid strategic fit between LIME and BTC with many possibilities to build the customer experience and the Bahamas community. If successful, this transaction can deliver a new era of innovative services like mobile TV and high-speed broadband in The Bahamas. This MOU is a positive first step. The due diligence will now provide a fuller understanding of BTC operations and the concerns of its stakeholders which is the right way to start and a big part of getting to know the flavour of The Bahamas," said LIME Chief Executive David Shaw.
BTC is wholly-owned by the Government and is the exclusive mobile operator in the Bahamas and, says LIME, is the leading provider of fixed-line and broadband services on that island.
According to the MOU:
C&W will pay US$210 million to acquire the majority equity stake in BTC, which includes management control; BTC will enter into agreements with C&W for the ongoing provision of various support services, branding and use of intellectual property; The liberalisation of the mobile sector will commence no sooner than three years after the transaction; and C&W will develop a business plan for BTC in conjunction with the Bahamas government. This plan will accommodate the modernisation of telecommunications in the Bahamas and for the post-privatisation development of BTC.
Trinidad-based manufacturer, CGA Limited, is claiming that it has suffered boycotts of its products in the Jamaican market.
Phillippe Agostini, Executive Chairman of CGA Limited, was quoted in the Trinidad Express Newspaper as saying that his agent in Jamaica, GraceKennedy, told him supermarket customers were looking at product labels to see where they were made.
He said he was told that customers chose another brand if the products werelabelled 'made Trinidad and Tobago'.
In addition, Greig Laughlin, President of the Trinidad and Tobago Manufacturers' Association, said other manufacturers in the twin island republic were also concerned about boycotts in Jamaica.
The boycott is believed to be in response to controversial statements made by Trinidad and Tobago Prime Minister, Kamla Persad Bissessar, that she will help CARICOM countries affected by Hurricane Tomas only if Trinidad benefits.

It looks like those rumors might be true, as Iverson has launched a store on eBay selling all sorts of personal memorabilia.
Items ranging from autographed sneakers to a used Michael Jordan Chicago White Sox uniform from 1994 are up on the auction block.
