Industrial deaths recorded a horrible year, with 24 persons killed to date, and with more than 50% of them from the mining industry alone.
Dramatic shootout: German Township Patrolman Jeremy Blum is wounded in a police shootout with a gunman at Enon Beach trailer park near Enon, Ohio. Blum was shot in the arm and shoulder
A female police officer has been shot dead and another wounded after a dramatic trailer park gun battle in Ohio.
Mother-of-two Suzanne Waughtel Hopper, 40, had driven to the trailer park after
reports came in of shots being fired in the Enon Beach area late
Saturday morning.
It was as she examined the area and took photos that the door of a nearby silver
trailer opened and a man fired a single shot from a shotgun.
Deputy Hopper was killed instantly by the blast.
The officer who had accompanied there desperately tried to reach her body
as a gun battle then ensued at the trailer park just southwest of
Springfield and about 50 miles west of Columbus.
Sergeant Dustin White had been interviewing a family whose trailer had been shot at when he heard his partner scream.
Enon Beach resident Angelina Inman said: 'He was itching to get her. He kept
radioing in, can he please get her, and he was told no because it
wasn't secure. You could see him crying - he wanted to get her, he
wanted to get her bad.'
The as-yet unidentified man fired again on police who responded to the
'officer down' call, sparking a furious gun battle as officers returned
fire with handguns and automatic weapons.
It was during this firefight that Patrolman Jeremy Blum, 32, was also wounded.
In graphic video footage of the shootout, Patrolman Blum can be seen
screaming in pain, throwing his weapon in front of him and crawling
away from his advanced position at the scene.
Officer Hopper's body, lying in front of the trailer on her back, has been blurred in the footage.
Withering fire: Patrolman Blum can be seen crouching in this photo, as police officers train fire on the silver
trailer ahead of them. The dead body of Deputy Suzanne Hopper lies just ahead of them
Blum was flown to Miami Valley Hospital, where he was listed in fair condition.
The shooter, who has not been named until relatives have been notified, was
also killed in the gunfight as officers from several different
agencies converged on the scene.
Clark County Sheriff Gene A Kelley, who held an emotional press conference at the scene, said he was sure
the gunman had been brought down by the hail of police bullets.
With his voice breaking and fighting back tears, Sheriff Kelley said: 'When
we entered the trailer the suspect was deceased, apparently from the
exchange of gunfire.
'Our deputy never had the opportunity to return fire or take cover. She was
an outstanding deputy, is married and a parent of two children.
'This is my worst day in 24 years as a sheriff of Clark County.'
Two Enon Beach residents first made the call to police, saying they were
inside their mobile home when they were shaken by a boom and spraying
glass.
A shot had been fired at their trailer, shattering a window.
Deputy Hopper,
described as a diligent and careful investigator, attended the scene
and was taking photos of the scene when a man in a nearby silver trailer
emerged, pointed his shotgun at the deputy and fired.
Returning fire: Patrolman Blum, crouched with a handgun, and a heavily armed deputy fire a hail of bullets at the suspect's trailer
Officer down: Patrolman Blum reacts after being hit in the arm and shoulder by a shogun blast. The deputy behind him also starts to take cover
Rushed to hospital: The patrolman is pushed towards a waiting ambulance, where he was then flown to Miami Valley Hospital, where he is recovering
Chelsea Bagley, a 15-year-old girl who lives in the trailer park, said she knew the shooting suspect, and
revealed that he had a fierce temper. She said: 'He was a quiet person,
but if you made him mad - he wasn't very pleasant.
Another resident, John Burkhardt, said police had tried for several minutes to concvince the suspect to surrender.
He said:
Five-time Grammy winner Shania Twain got hitched Saturday in a match that has all the makings of a country song.
Twain's new husband, Swiss businessman Frederic Thiebaud, is the ex-spouse of her former best friend, Marie-Anne Thiebaud. About two years ago, Twain's first husband, music producer Robert (Mutt) Lange, left her for ... you guessed it:
Marie-Anne.
Both Lange, 62, and Marie-Anne Thiebaud denied they had any romantic involvement until after the couples had already split, but Twain, 45, was reportedly devastated when
she learned of their affair. She and Frederic Thiebaud later found comfort in
each other's arms.
Giving new meaning to her hit, "Oh, I'm Gonna Getcha Good!" the beautiful country crooner and Thiebaud tied the knot at a romantic oceanside ceremony in Puerto Rico. They were engaged two months ago,
after dating for more than a year.
"They were married at sunset in Rincon, Puerto Rico, in front of 40 of their closest family and friends," Twain's spokesperson told People.com.
In a photo posted by TMZ.com, the bride is shown in a strapless white gown with a black sash around her waist and a white veil that flows down her back to the ground. The groom looks dapper in a white suit
and vest with a black shirt and shoes.
Twain announced their engagement on her website in December.
"I'm in love!" she wrote. "Frederic Nicolas Thiebaud has been a true gift to me as a compassionate, understanding friend and over time, an amazing love has
blossomed from this precious friendship."
"In the last two and a half years of adjusting to life after separation and divorce," she explained, "I needed to lean on others more often than I was
accustomed to. These people have been gifts, and I am fortunate to have so many
of these beautiful people - friends, family and beloved fans, [whose] support I
cherish more deeply with each day that passes."
Twain - who has a 9-year-old son, Eja, with Lange - was married to her first husband for 14 years. She has been on hiatus from her block-buster country music career since
the release of her 2002 album, 'Up!'
WASHINGTON A major earthquake of 7.1 magnitude hit central Chile Sunday, the U.S. Geological Survey said. The quake was initially reported as a 7.2 but was then revised downward.
The epicenter was 60 miles northwest of Temuco at a depth of 20.5 miles, it said.
"No destructive widespread tsunami threat exists based on historical and tsunami data," said the Hawaii-based Tsunami Center.
Chile, the world's top copper producer, has seen its economy surge on the heavy spending to rebuild cities ravaged by a quake in February last year and record prices for its main export.

Was he wrong for spying? Tell us what you think.
For several months, the couple had exchanged gushing e-mails, professing their love for each other. In the notes, some of which were obtained by The Post, Murphy told Spencer she planned to come clean to Strahan about their relationship.

Tucker Carlson filled in for Sean Hannity Tuesday night on Fox News and made a shocking claim: Philadelphia Eagles quarterback Michael Vick should be executed.
Carlson led a panel discussion pegged to President Obama's recent phone call with the Eagles owner, in which he applauded the Eagles for giving Vick a second chance following his time in jail over his dogfighting scandal.
But Carlson is not as forgiving as Obama or the Eagles.
"I'm a Christian, I've made mistakes myself, I believe fervently in second chances," Carlson said. "But Michael Vick killed dogs, and he did in a heartless and cruel way. And I think, personally, he should've been executed for that. He wasn't, but the idea that the President of the United States would be getting behind someone who murdered dogs? Kind of beyond the pale."
The statement from SERHA follows the discovery of a babys body on the grounds of the Victoria Jubilee Hospital this morning.Earlier reports had suggested the baby was thrown from a building.
Chairman of the SERHA board Lyttleton Shirley says the baby is believed to be no more than three days old.
SERHA board chairman Littleton Shirley says the babys body was found on the grounds of the hospital approximately 5:00 this morning during a routine patrol of the compound by the police.
Mr. Shirley says a thorough check of the hospitals records revealed that the baby was not a patient and that no baby is missing.
The SERHA board chairman says the authority is traumatized and shocked by this gruesome act.
He is assuring the public that babies under the care of the Victoria Jubilee Hospital are highly protected and cared for.
Mr. Shirley adds that he also wants to make it profoundly clear that the baby was not thrown from any hospital building.
This as a full audit of the hospital and its patients revealed that the maternal patients have accounted for all their babies.
He says an audit was also conducted in the morgue and all the bodies are accounted for.
Mr. Shirley also notes that an examination of the body by medical personnel revealed that there was no *la*hd or body fluids present at the site where the mutilated body was found.
He says this suggests that the body could have been transported to the compound.
Mr. Shirley further states that the hospital staff has begun an audit of all mothers discharged from the hospital within the last 48 hours to assist the police with their investigations into the matter.
A local evangelist is demanding a musical clash with Dancehall superstar Vybz Kartel.
Evangelist Taylor, who didn't want the name of the church he attends published, says he wants Isaiah Laing, the promoter of the annual Sting show, to arrange a clash between himself and Kartel.
"I want Laing to organise that clash, because Mr Vybz Kartel has been leading the generation astray for too long and we have to stop him. He is deceiving them," said the evangelist.
He accused the deejay of several immoral actions: "He's high in the demonic world, says he reads The Da Vinci Code book ...," the evangelist claims.
"We need to trample Vybz Kartel, we're fed up of him now. Other pastors and I sit down and we listen to his songs, he is the one, there is a great force behind him," he further stated.
gun lyrics
He said in the deejay's music you can feel the power behind it. "His words are powerful. I want to clash him and after I beat him we will baptise him in the name of The Father, The Son and the Holy Spirit. We'll put him in the church and let him teach Sunday school," he said.
The evangelist said that Kartel is a well-educated young man, who is fooling around and not using his education in the right way. Pointing out how sensible the deejay was, the evangelist referred to his song Thank You Jah in which he quotes a section of the Bible.
He complained, however, that instead of doing more positive things, the deejay is passing on gun lyrics to the children.
"He sings that the barba boy run but the preacher will never run. We don't want the Portmore Empire, because once I get him, I get the whole Gaza. I will call him up and tell him that he's destroying the youths, the spirit of the Lord will speak through me. I want him to become a speaker for the Lord as he has the ability to turn Jamaicaaround. He's the only one we see with that power," he added.
repent
"We want him to surrender his life to the Lord. When I win we're going to bring him to Caymanas Bay and baptise him and put him in the church to preach the gospel. If he repents and turns his life to the Lord he will get back his visa," said the evangelist.
Taylor said Kartel is the only artiste he is interested in changing. "He is the only one I want. Mavado, Bounty Killer and all those others artistes are nothing compared to him. If we get him we get a whole multitude of young people back into the church. The church will be filled with young people because he's the leader of the next generation," he added.
According to the evangelist, "I will clash Kartel for free, no money, just want him to turn over him life and stop leading the youth in the wrong direction."
Efforts by THE WEEKEND STAR to get a comment from Kartel in reference to the evangelist's wishes, were unsuccessful up to press time.

`Beenie Man manager Blue told the Star News what the track is all about.
The song is not a diss song as many are making it out to be, but it is actually a correction to an earlier song which Vybz Kartel did on the same rhythm. Its not really a disrespect and him no diss Kartel, ano disrespect, Blue explained. (The Star)
Blue also said, Beenie is simply trying to defend the honour of dancehall music and protect it and its pioneers as he merely disagreed with some of the things Kartel said in his song in regards to the styles he claims he created.
In the track Beenie Man a fight over style weh mi grandma mek/Oh awoww!, yuh no hear nothing yet/before Clarks a beat, man a wear Gator crep,.
In another verse change mi skin colour that me naw do you see the freak thing, that me nah do .
obviously refering to Dancehall Hero Vybz Kartel, who claims he is the dancehall Pele, the Jordon, the last Don.
Two days after celebrating his 93rd birthday, the first President of Trinidad and Tobago Sir Ellis Clarke has died.
Sir Ellis passed away peacefully last night at 7.15 at his home at 6 Pine Grove, Fairways, Maraval. He never recovered from the massive stroke which he suffered last month.
On November 24, Sir Ellis was rushed to Westshore Medical Centre in Cocorite for medical treatment for the ailment.
In a statement from the residence last evening, the family said it wished to thank all those who offered prayers and best wishes during his brief illness.
Sir Ellis son Peter read the statement to the Newsday team waiting outside the former Presidents residence. After the brief statement, Peter returned inside to join the rest of the family.
I want to thank you for respecting our wishes, I know that you have to do your job. I am going inside with my family, Peter said as he requested respect for the familys privacy in their time of grief.
When Newsday arrived, the team noted activity in one of the upstairs rooms. It seemed like persons were preparing Sir Ellis body to be taken away. There was a white van parked outside with its rear door open.
At about 9.34 pm, two undertakers came out with the body, wrapped in maroon material.
Sir Ellis, who was one of the main architects of this countrys 1962 Independence Constitution, served as President from 1976 to 1987.
An attorney, he was a sought-after authority on constitutional matters, dispute resolution and diplomatic conflicts and was currently at the forefront of the countrys efforts at constitutional reform.
Sir Ellis, a Roman Catholic, also attended Mass regularly as well as meetings of various committees of which he was a member.
His contemporary, Sir Ulric Cross said he visited him on Wednesday at about 10 am.
He was not alert. His eyes were closed and he was lying on his left side, Sir Ulric said. It was very sad to see him like that since we have known each other since the age of 11.
Sir Ulric said only Sir Ellis son-in-law was present when he visited.
In a previous interview, Sir Ulric regarded his former classmate at St Marys College as brilliant. Both also distinguished themselves in the legal profession.
I used to say 1917 was a vintage year for Trinidad and Tobago, he said then.
Yesterday, Sir Ulric said he learnt from a nurse that there was not much doctors could have done for the former President again.
It is a great loss for Trinidad and Tobago, he said. Funeral arrangements are yet to be announced.
The on-line encyclopedia Wikipedia has already updated its information to indicate that Sir Ellis has died. Sir Ellis was the father of Peter and Margaret Ann. He was also the grandfather of five.
Margaret Ann arrived from Scotland in Trinidad on November 25, the day after Sir Ellis stroke. It was customary for Margaret Ann to return home every year to celebrate Sir Ellis birthday on December 28, which is observed in the Roman Catholic tradition as Holy Innocents Day. Sir Elliss full name was Ellis Emmanuel Innocent Clarke.
-------------------------------------------------------------------------------------
Sir Ellis Emmanuel Innocent Clarke, an only child, was born on December 28 1917 into a middle class family from Belmont. He received his high school education at St Marys College, where he won an island scholarship in mathematics.*The White House banned reporters and photographers from taking shirtless pictures of President Obama while he snorkeled yesterday, an excursion that was part of his Hawaii vacation.
According to The New York Times pool report, reporters traveling with the President were issued, strict instructions that there would be no long lenses or other sneaky attempts to take pictures of a shirtless leader of the free world, while he and his family went snorkeling in the Hanauma Bay Nature Reserve, reports the Huffington Post.
The White House has good reason to try to cap the cameras; in 2008, fresh off his election victory, photos were snapped of Obama as he swam in Hawaii [see photo above]; they were plastered all across tabloid magazines, and even made the cover of The Washingtonian. That magazine declared him hot.
In fact, photoshopping Obama became a cottage industry; even that Washingtonian photo was altered. I know we changed the color of his suit to red, and dropped out the background, the magazines lifestyle editor Leslie Milk said.
Earlier this year, photographers were able to get photos of the President swimming with his daughter in the gulf, but only from the neck up. Im not going to let you guys take a picture of me with my shirt off, he told them at the time.
"Perhaps the greatest initial indicator that the event would fall short of previous years was the crowd support. By Sting standards, the huge Jamworld venue in Portmore St Catherine was empty, even after the midnight hour, when the event faithfuls would usually been seen streaming in to catch their favourite reggae and dancehall acts."Vybz Kartel predicted that this sting would be the floppiest ever.. and went on to have his show at the Building Nightclub only to have the stings cut for that one.
(CNN) -- Arthur Sedille was up-front with police: He would often put a gun to his wife's head during fantasy sex play at their Oklahoma City, Oklahoma, home.
But Sedille said he didn't know the gun was loaded when he pressed it to his wife's head and pulled the handgun's slide back during sex on the night of December 21.
Now Sedille, 23, is facing the possibility of a murder charge in Canadian County, Oklahoma, in the death of his wife, 50-year-old Rebecca Sedille
-- who died when the handgun went off in their bedroom.
According to a probable cause affidavit filed by Oklahoma City police, Sedille said the shooting was accidental. He called 911 afterward, according to
police.
Investigators decided to arrest and jail Sedille on suspicion of first-degree murder out of an abundance of caution, said Oklahoma City police Master Sgt. Gary Knight. However, as of Tuesday
afternoon, formal charges had not been filed in the investigation, which
is ongoing, Knight said.
He declined to comment on investigators' findings so far.
Although a Canadian County judge found that probable cause exists to hold Sedille on the murder charge, assistant district attorney Paul Hesse
said Tuesday he has yet to receive a report from police on the case. As a
result, formal charges have not yet been filed, Hesse said.
Sedille remained jailed Tuesday in Oklahoma County, Oklahoma. Police in Oklahoma City -- which spans five counties and 700 square miles -- book
all of their prisoners into that county's jail, Knight said.
Death stalked the Caribbean Community (Caricom) in 2010 overshadowing many significant events such as the election of the first woman head of government in Trinidad and Tobago, Bermuda and St Maarten, as well as the continued impact of the global economic and financial crisis on the region.
None of the 15-member Caricom grouping was spared, as the hand of death swept across the region transforming the capital of the French-speaking nation of Haiti into a massive graveyard and bringing about a change in the leadership of government in Barbados.
Prominent academics, internationally acclaimed entertainers, well respected regional jurists and ordinary citizens contributed to the death toll over the past 12 months, in addition to the significant numbers murdered in Jamaica, Trinidad and Tobago, Belize and Guyana.
Even the extradition of an alleged Jamaican drug lord to the United States led to more than 70 deaths, while plane crashes in Suriname, The Bahamas and St Vincent and the Grenadines left many families without their loved ones.
But it was in Haiti that the stench of death lingered the most. On January 12, a magnitude 7.0 earthquake shook the impoverished country, killing an estimated 300,000 people and leaving more than a million others homeless. It literally destroyed all the buildings in the capital Port-au-Prince.
"This is actually the largest earthquake we have seen in the last 200 years in this region. There has not been an earthquake of magnitude six range since the 1970s," said US geophysicist Julie Dutton.
The US Geological Survey said the quake was centred about 14 miles west of the capital, Port-au-Prince, and was quickly followed by two strong aftershocks of initial magnitude of 5.9 and 5.5 forcing panic-stricken residents to file out into the streets desperately trying to dig people from rubble or searching for missing relatives.
The earthquake also decimated the government by killing scores of public servants who would have been required to play a major role in rebuilding the country that the international donors said would need billions of dollars in aid over the coming years.
But even as Haiti grappled with the aftermath of the earthquake, the country was plunged into another crisis with a cholera outbreak that has so far killed more than 2,700 people.
Cholera had not been documented in Haiti for decades and apart from blaming Nepalese soldiers serving with the United Nations Peace Keeping Mission in Haiti, angry and fearful Haitians were lynching voodoo leaders, who they also blamed for spreading the water borne disease despite a new study providing the strongest evidence yet that the disease came from South Asia.
As if the death toll from the earthquake and cholera outbreak was not enough, the country also suffered loss of lives due to the rains and winds associated with the tropical storms of the June to November 2010 Atlantic hurricane season.
Outgoing Caricom Secretary General, Sir Edwin Carrington whose 44-year-old son Andre Gerard Edwin Carrington died this year "after a prolonged illness" said the devastation caused by the earthquake and the cholera outbreak in Haiti demonstrated "the true value of membership of the community that when one partner is damaged, all turn to its aid".
And so it was in the case of Barbados, as Caricom citizens joined in mourning the death of Prime Minister David Thompson, who succumbed to pancreatic cancer in October.
Thompson, 48, who became the island's sixth prime minister after he led his Democratic Labour Party (DLP) to victory in 2008, was the third Barbados head of government to die in office following prime ministers Tom Adams in 1985 and Errol Barrow two years later.
The Caribbean learnt of the full extent of Thompson's illness on September 16, when his personal physician Dr Richard Ishmael said that tests done in the United States had confirmed that he was suffering from carcinoma of the pancreas, manifested in the form of a tumour of his pancreatic gland.
Thompson's deputy, Fruendel Stuart, who had the task of notifying members of the Cabinet of the prime minister's death, was later sworn in as the country's new leader.
Politically, the Caribbean welcomed more women at the head of governments through elections, while the incumbents in St Kitts and Nevis and St Vincent and the Grenadines were returned to office with reduced majorities.
Up until yesterday, Haitians were still unsure as to who would replace President Rene Preval next February following the November 28 presidential elections, which were marred by allegations of voter irregularities and fraud.
Former first lady Mirlande Manigat and government technocrat Jude Celestin emerged as the two front runners for a second round of voting in January, but the results led to massive protests.
Britain announced to the citizens of the Turks and Caicos Islands (TCI) that they would have to wait beyond July next year to elect a new government.
But London's relationship with its Caribbean overseas territories also took a battering in 2010, with the newly-elected Anguilla Chief Minister Hubert Hughes telling voters that he was emphatically asked by the island's British Governor, Alistair Harrison, to resign.
Hughes said that the Governor also called for the immediate dismissal of the Minister of Communication and Works Evan Gumbs and the Minister of Labour and Home Affairs Walcott Richardson. But the chief minister assured residents that the government they elected in February continues to function.'
In May, Patrick Manning called fresh general elections in Trinidad and Tobago nearly three years before the constitutional deadline and it resulted in the oil-rich twin-island republic electing its first ever woman head of government in 58-year-old Kamla Persad Bissessar, for whom 2010 had been very kind.
In February she became the first woman to be elected Opposition Leader in Trinidad and Tobago, one month after she decisively got rid of the leader of the main opposition United National Congress (UNC), Basdeo Panday, in a bruising campaign in which she was portrayed as everything from a drunk to a weak leader.
Persad-Bissessar joins the late Dame Eugenia Charles of Dominica, Janet Jagan of Guyana and Portia Simpson Miller of Jamaica who have headed governments in their respective Caribbean countries.
For now, she will have company in the persons of Premier Paula Cox in Bermuda, who replaced a retired Dr Ewart Browne and veteran politician Sarah Wescott-Williams in St Maarten, both of whom took over as heads of their respective governments in October.
In Suriname, Desi Bouterse returned from the political wilderness, a conviction in absentia on drug-trafficking charges and being accused of the 1982 murder of 15 people, to become the President of the Dutch-speaking Caricom country.
Prime Minister Baldwin Spencer was indebted to the Eastern Caribbean Court of Appeal for the survival of his administration in Antigua and Barbuda, after a lower court had earlier ruled that his election and that of two senior government ministers were invalid due to polling day irregularities in March 2009.
But the Appeal Court found that Justice Louise Blenman had erred when she invalidated the victories of the three ministers.
Dominica's Prime Minister Roosevelt Skerrit and his Education Minister Petter St Jean will no doubt be hoping for a similar ruling in their dual citizenship case that is now before the courts, while in Jamaica, the issue of dual citizenship has been playing itself out in the courts, so far without affecting the balance of power in the 60-member Parliament.
Former Barbados prime minister Owen Arthur, according to Mia Mottley, needed the help of a "kangaroo court" established by the Barbados Labour Party to oust her from the position of Opposition Leader she held since 2008.
In Jamaica, Prime Minister Bruce Golding survived various calls for his resignation in Jamaica over his handling of the extradition request for Christopher 'Dudus' Coke.
Violence flared in West Kingston when security forces launched an offensive to capture Coke in May, resulting in the deaths of more than 70 persons and the imposition of a limited state of emergency. Coke later surrendered to law enforcement officials and waived his rights to an extradition trial in Jamaica.
In August, less than a month after telling journalists that he "never came to stay forever", Sir Edwin, the longest serving Caricom Secretary General, announced that he was resigning as the region's premier public servant after 18 years.
His resignation coincides with a decision by regional leaders to revisit the governance structure within the 37-year-old grouping with the outgoing Caricom Chairman, Prime Minister Golding acknowledging that the issue "has plagued Caricom for many, many years.
"It has been the subject of numerous studies, consultations, discussions and proposals have been made," Golding said.
Economically, the region still grappled with the effects of the global economic crisis, with the International Monetary Fund (IMF) acknowledging that the effect had been uneven.
IMF Managing Director Dominique Strauss-Kahn said countries that followed sound policies "fared rather well" but "on the other hand, countries in Central America took longer to recover, and the tourism-dependent Caribbean countries are still suffering".
In fact, at yearend, the region tourism industry was still hoping that Britain would reform its controversial air passenger duty (APD) that stakeholders said could cripple the industry.
Chairman of the Caribbean Tourism Organisation (CTO), Richard Skerritt said that the new proposal had been submitted to Britain along with a detailed assessment of the impact of APD on Caribbean countries.
Antigua and Barbuda, which depends heavily on the tourism sector, announced during the year that it agreed to a US$124 million Stand-By Agreement with the IMF and that the deal came with one key conditionality that the government cannot increase its stock of arrears or contract short term debt.
In January, the IMF said it had reached a US$1.25 billion Stand By Agreement with Jamaica.
For their part, the leaders of six Eastern Caribbean states signed a treaty establishing a single economic space among them and immediately signalled that they were prepared to widen the initiative to include other regional countries.
The leaders of Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis, St Lucia, and St Vincent and the Grenadines signed the revised Treaty of Basseterre bringing into being the Organisation of Eastern Caribbean States (OECS) Economic Union.
Montserrat, the other full member of the Eastern Caribbean grouping, is awaiting the go ahead from Britain to participate in the initiative that the leaders said is an upgrade on the original accord that led to the establishment of the OECS 29 years ago.
St Lucia and St Vincent bore the brunt of the passage of Hurricane Tomas in late October with the death toll in St Lucia at seven.
Earlier in September, at least nine people were confirmed dead in Jamaica as the heavy rains associated with Tropical Storm Nicole affected the island.
Acclaimed Caribbean academic Professor Rex Nettleford, 77, died in a United States hospital and the region also bade farewell to social anthropologist Professor Alton Barry Chevannes, the noted economist Professor Denis Pantin, journalist and university lecturer John Maxwell, the journalist Norman Faria, who served as Guyana's Honorary Consul in Barbados for 16 years, the prominent St Lucian educator and cultural activist, Patricia Ellen Charles and former Privy Council judge , Sir Vincent Flossiac.
Johan Ferrier, Suriname's first president after the country gained independence in 1975 died a few months short of his 100th birthday, while former Dominica president Crispin Sorhaindo and Dr Bernard Yankey, a former OECS Commissioner to Canada also died during the year.
Suriname also mourned the death of the Governor of the Central Bank of Suriname, Andre Telting who had been running the institution since 2000 and Guyana said farewell to former deputy prime minister Winston Murray, who died without regaining consciousness 11 days after he collapsed and hit his head.
The live performances of Dame Marie Selipha Descartes, widely regarded as St Lucia's Queen of Culture, 59-year-old Jamaican reggae singer Gregory Isaacs, and Montserrat's Alphonsus Edmund Cassell (Arrow) came to an end in 2010. The Caribbean music industry also said goodbye to Oneil Edwards, a member of the Jamaican group, Voicemail, who was shot and killed by gunmen.
With dead models hanging from nooses around their necks and dismembered heads littering the floor, Kanye West has produced what must surely be his most controversial video yet.
The video for Monster, leaked online today, even shows Kanye in bed with a couple of apparently dead models, positioning their limp hands to touch one another.
Other scenes show a woman dragging a dead male model across the floor and a couple feasting on a *la*hdy corpse.
Controversial: The music video for Kanye West's new single Monster features dead models hanging from nooses
Kanye moves apparently dead models around in scenes from the video
As well as Kanye, the video also features cameo appearances from Nicki Minaj, Jay Z, Rick Ross and indie-folk star Bon Iver.
The full video was leaked on YouTube, where an earlier sample had already been published. With foul language and graphic scenes it is too offensive to post here.
The top-rated comment on the video sharing site stated: 'The song's awesome, there's not denying that. And yes it's called monster so I understand all the *la*hd and gore; I dig it.

As we reported , singers Chris Brown and Raz B got into a heated argument via Twitter. Both probably should have used better judgement by avoiding the public beef that was sparked by a tweet Raz made dissing Chris for how he treated Rihanna.
Today Chris is attempting to clear the air, hoping to avoid a backlash from the gay community by issuing a public apology for using homophobic slurs during the argument.
"Yesterday was an unfortunate lack in judgment sparked by public Twitter attacks from Raz B, who was bent on getting attention. Words cannot begin to express how sorry and frustrated I am over what transpired publicly on Twitter," Brown told TMZ. "I have learned over the past few years to not condone or represent acts of violence against anyone. Molestation and victims of such acts are not to be taken lightly; and for my comments I apologize -- from the bottom of my heart."
Meanwhile Raz's brother Ricky Romance released a video threatening Brown's life.
"This message is for Chris Brown... if I see you in L.A. im gonna put my motherf*cking pistol in your mouth, I promise you," Romance says in the video. "So make sure you keep them tweets to yourself my n*gga, and make sure you apologize."
This is getting mad strange, check the video out below.

Here's how three brazen bandits ransacked a Manhattan diamond store and walked away with nearly $900,000 worth of baubles in a heist reminiscent of the movie "Ocean's Eleven."
Police yesterday released a 24-second video of the thieves -- who wore masks, hats and dark clothing -- using their gloved hands to quickly empty display cases at Ultra Diamond on Sixth Avenue at 23rd Street, in the Flatiron
District, at 5 p.m. Christmas Day.
In a break-in style similar to one portrayed in the hit 2001 George Clooney movie about a Las Vegas casino robbery, the crafty crooks climbed to the roof of an adjacent building and crossed over to the roof of the store, which also houses a Burlington Coat Factory.
Two of them smashed a hole in the store's wall, possibly with a sledgehammer and crawled inside, according to law-enforcement sources.
To cover their tracks, they managed to disable some of the store's video cameras and its recording system.
But they didn't foil all of the surveillance equipment, because investigators found at least one camera still functioning, sources said.It provided the video that police released yesterday.
While inside, the bandits used a claw hammer to smash several glass display cases, and began piling up their loot.
As this was going on, one of the crooks used a cellphone to alert the third man, who snaked his way through the hole in the wall.
All three men, who seemed to be highly professional, then broke into an office in the store and looted more jewelry from a safe.
When they were done, the men left through the hole in the wall with their loot, which included gold and platinum wedding bands, diamond engagement rings, watches, earrings, bracelets and other jewelry.
The total haul was valued at $897,000, but cost $321,000 wholesale.
The thieves apparently left the way they came, via the adjacent building, while the streets below were largely deserted because of the holiday.
"We're extremely grateful that no one was in the store at the time," said Kris Land, a spokesman for Ultra. "It's a
heartbreaking situation."
The store also expressed gratitude to investigating police.
"We are extremely pleased with the amount of attention being put on this," Land said.
The suspects remain at large.
Police dismissed speculation that the heist was carried off by a disgruntled current or former worker for the diamond firm.NY POST
A new study shows that toxicperfluoroalkyls, which are used in surface protection treatments and coatings to keep grease from leaking through fast food wrappers, are being ingested by people through their food and showing up as contaminants in *la*hd.
Scientists said the exposure to humans through this means "should be considered as a significant indirect source of PFCA." That means you now have a new reason to avoid fast foods. You may not realize it, but you and your family are continually exposed to perfluoroalkyls, which include perfluorooctanoic acid (PFOA), and perfluorooctanesulfonate (PFOS). And these chemicals can be detected in nearly everyone in the U.S.!
Besides food packaging and fast food wrappers, everyday sources of this exposure include: drinking water, dust, air, carpet and fabric protectors, flame retardants, non-stick pots and pans, stain-proof clothing, and even cord *la*hd and breast milk.
But it's not just PFOA and PFOS that show up. The CDC's Fourth National Report on Human Exposure to Environmental Chemicals 2009 (considered the most comprehensive assessment of the exposure of the U.S. population to chemicals in our environment), detected a total of 12 different types of perfluorinated compounds (PFCs) in Americans tested.
I've written many articles about non-stick cookware, highlighting the fact that they are one of the most common sources of PFCs. But this study shows fast food wrappers are yet another pervasive source!
Three years ago, environmental chemists Scott Mabury and Jessica D'eon established that perfluorinated chemicals, specifically polyfluoroalkyl phosphate esters, known as PAPs, can and do transfer from the wrappers into food. PAPS are byproducts of PFCAs and PFOA.
According to Madbury, regulators who approved these chemicals for use with food and other products made three assumptions, which have now been proven wrong:
1. The chemicals won't migrate from paper into food.
2. The chemicals won't become available to your body.
3. Your body won't process these chemicals.
Contrary to the regulators' findings, we now know PFCs have many health dangers, including being part of a group of chemicals referred to as"gender-bending," because they can disrupt your endocrine system and sex hormones.
In animal studies, PFOA has also been associated with other health dangers such as:Kim Kardashian is continuing on with her music career, despite doubt from naysayers about the reality TV star's talent.
As previously reported Kim is working on her new album The Dream and reportedly has a pretty good voice.
Since then, Kim's been spotted in L.A. with her rumored flame Kanye West for the shoot of her new single.
Tmz reports that Kanye West teamed up with Kim Kardashian and video director Hype Williams in L.A. yesterday on set.
Sources connected to the video tell us ... Hype -- the most famous music video director on the planet -- spent hours working with Kim and Kanye during a secret closed set shoot.
Although the video is in the works, TMZ says it's unclear when the world will finally get a chance to hear KK's voice.
What's your take on Carlson's comments? Do you think Fox should fire him? Or was what he said ok in your opinion?

Miami-Dade Police and the officials from the Federal Bureau of Investigation (FBI) have arrested a 37-year-old man carrying a type of explosive that set off alarms at Miami International Airport on Tuesday.
The man was destined for Jamaica.
The bags were being unloaded at Gate D-17 from American Airlines flight 2585 from Boston when the explosion occurred.
Officials say the man who was bound for Jamaica had hundreds of blasting caps in his luggage and when one cap ignited others followed.
Later in the afternoon, all of the bags were unloaded from the plane onto the runway and were being checked individually by the FBI and Transportation Security Administration officials.
American Airlines said an incident had happened with the flight, but that all 148 people on board were okay.
Initial reports indicated that the explosion had occurred due to an aerosol spray, but it was later determined that they were blasting caps.
The FBI has taken over the case and is investigating the incident and the baggage at MIA.
The man whose name was not immediately released was transported to a Federal Detention Centre.

NEW YORK CITY -- The Obama administration confirmed on Monday afternoon that the president, in a call with the owner of the Philadelphia Eagles, expressed gratitude for the team's decision to give a second chance to quarterback Michael Vick.
But the nexus of the call, spokesman Bill Burton told The Huffington Post, was on the team's plans to use alternative energy sources at their stadium. And while the president was thankful that Vick was given a career do-over, he still thought that the actions committed by the QB -- the orchestration of an illegal dog-fighting ring, the killing of animals and the deceiving of investigators looking into the matter -- were condemnable.
Here's Burton's statement:
The President did place a call to Mr. Lurie to discuss plans for the use of alternative energy at Lincoln Financial Field, during which they spoke about that and other issues. He of course condemns the crimes that Michael Vick was convicted of but, as he's said previously, he does think that individuals who have paid for their crimes should have an opportunity to contribute to society again.
News of Obama's call to Lurie was first reported by Sports Illustrated's Peter King. Vick's comeback has been celebrated by many sports fans, of whom Obama is one, but the notion that the president was seemingly willing to forgive the crimes rubbed a few folks the wrong way. Burton's statement helps to patch that aspect up.
American Airline jets are seen at the Miami International Airport: The man was trying to board an AA flight to Jamaica at the airport when the bag exploded
AN explosive device presumed to be destined for Jamaica, ignited yesterday while being off-loaded from an American Airlines plane, disrupting operations at the heavily trafficked Miami International Airport.
No one was reported injured in the incident, which occurred at 11:30 am but airport authorities shut down four gates, stalling operations for several hours at the usually congested Florida, United States airport.
The device called a primer which is used in firearms, belonged to a naturalised American man who was immediately taken into custody, authorities said.
Media relations manager at the Miami International Airport, Mark Henderson told the Observer that the incident was being investigated by the Federal Bureau of Investigations (FBI).
He confirmed that the airport was forced to shut down operations at four of its gates, impacting four flights. Two of the gates were later reopened.
"The gate where the plane (that) was involved in the incident came in and the one adjacent to that are still closed for now," Henderson said.
There were no major disruptions of the airport's overall operations.
Observer sources said the passenger whose country of origin was not ascertained, had hundreds of primers in his bag. He arrived at Miami from Boston, Massachusetts on an AA flight, with connection to another AA flight to Kingston.
The primer ignited as the bag was being offloaded from the Boston flight by a baggage handler who apparently suffered no injury.
And, last night American Airlines director of corporate communications for Miami, Caribbean, Latin America and US Hispanic, Martha Pantin also confirmed the incident, but declined to give details, saying only that the matter was being dealt with by the Miami Dade Police and the Transportation Security Administration.
The incident made headlines in the US yesterday, with CNN reporting that the 37-year-old passenger, whose name has not been released, had been charged with transportation of hazardous materials. If convicted, he could face a sentence of up to five years.
The 737 jet on which the passenger had travelled from Boston had 148 passengers and a crew of six.
CNN also quoted FBI special agent Michael Leverock as saying that the incident did not appear to be terrorism-related and that it was the movement of the bag across the tarmac that set off the explosion.
When the primers ignited several were said to have hit the bag handler's shoes, but there were no reports of injuries.
The bomb squad was also called in.
