The Joint Select Committee of Parliament studying proposals for an Independent Commission to investigate police abuses on Thursday agreed that complaints of rape or grievous sexual assault should be immediately forwarded to the Director of Public Prosecutions.
The suggestion was made by Opposition Senator K D Knight during the clause by clause examination of the bill.
"The two most serious offences are those relating to rape and sexual assault. I am wondering if they shouldn't immediately forward a report certainly in relation to rape. It's a serious offence," Knight said.
Under Section 18 of the Act which deals with complaints, a grievance may be reported to the Commission by a person who alleges that the conduct of a member of the security forces or any specified official resulted in the death of, or injury to any person or was intended or likely to result in such death or injury; involved sexual assault, assault or battery or resulted in damage to property or the taking of money or other property.
Further under Section 18, sub-section (3) (d), the director of complaints, upon receipt of a complaint relating to a fatality, is required to forward a copy of the complaint to the DPP.
Knight, however, recommended that the legislature take this a step further and allow not only complaints involving fatalities to be forwarded to the DPP but rape as well.
Committee chair, Attorney General and Justice Minister Senator Dorothy Lightbourne agreed with Knight and pointed out that it was such offences that "triggered off the need for this legislation".
Director of Legal Reform in the justice ministry, Dr Eileen Boxhill, who is part of the technical team guiding the committee in its deliberations, added that there might be a need to be guided by the decision to keep the traditional definition of rape and have other sexual acts recognised under further offences elsewhere in the proposed new Sexual Offences Act.
"In light of the proposed Sexual Offences Act we might need to expand that because there will be rape and there will be grievous sexual assault," she said.
The Sexual Offences Act will bring all laws relating to sexual crimes under one umbrella. It will repeal the Incest (Punishment) Act and several provisions of the Offences Against the Person Act relating to rape and other sexual offences.
It was also decided Thursday that the officer against whom a complaint has been made and the security force to which he is employed must make a report to the commission of any incident as specified in the Act no later than 48 hours after occurrence.
Knight, who also brought up the point, said the "as soon as possible" option given by the bill was open to interpretation and left too much room for contradictions.
The bill will repeal the Police Public Complaints Act and make provisions for the establishment of a Commission of Parliament, known as the Independent Commission of Investigations. The commission will undertake investigations concerning actions by members of the security forces and other agents of the state that result in death or injury to persons or the abuse of the rights of persons.A 20-year-old man who broke into a bakery in Santa Cruz, St Elizabeth, on Sunday night, got the biggest shock of his life after he was set upon and beaten by irate residents.
Pete Davy, labourer, of Brighten district in the parish, had to be rescued by the Santa Cruz police, who were early on the scene.

According to the police, about 10:15 a.m., the owner of Pastry Palace bakery, situated in the community of Doctor Rock, received a phone call from a concerned citizen that someone had broken into his business place. On his arrival there, the owner sought assistance from residents who had gathered near the building.
When he opened the door and went inside, he saw the man who had been allegedly beaten by the residents.
He was rushed to the Black River Hospital where he was treated and release in the cutsody of the Santa Cruz police. He was later arrested and charged with shop-breaking and larceny.
Detective Constable Dwayne Card told The Star that the man gained entry into the bakery by removing the windowpanes of two windows at the rear of the building.Some things arent always black and white. Then again, sometimes they are like the twin sons born July 11 to a German couple.
The first baby that was born, Ryan, has light skin and blue eyes. His brother, Leo, is dark-skinned with brown eyes.
"None of us could believe it," the maternity ward's head doctor, Birgit Weber, told one news source. "Both kids have definitely the same father."
Stephan Gerth is German and white. His wife, Florence Addo-Gerth, is from Ghana and has dark skin.
It was a real surprise, Gerth told the German newspaper Die Welt, adding that the most important thing to him isnt color, but that everyone is healthy.

Rare though they are, the German twins do have some company. In the past few years, at least three mixed race couples have welcomed twins who were also black and white.

THREE weeks after searching desperately for her baby daughter, Kailee Walker, who was snatched from her home at Denham Town in Kingston, Simone Samuda is now breathing a sigh of relief after the police recovered the baby in New Haven yesterday.
"I get back my baby. I am very happy and overjoyed," Samuda told the Observer as she cl**tched little Kailee, now nine weeks old, in her arms. "I won't get to carry her home tonight because she have to do DNA test tomorrow (today)."
Sergeant Dermouth Barba of the Seaview Gardens Police Station told the Observer that Kailee was recovered at a church in the Kingston community last night after the woman accused of snatching the baby fled her home in Seaview Gardens, with Kailee, when she was confronted by Samuda earlier in the day. However, no arrest was made.
"She knows the pastor because her baby's father lives in New Haven so she went there and left the baby. The news reached the pastor that the baby was stolen so he called the father and the father called the police and we went and got the baby," Barba said. "The baby is going to be transferred to the Denham Town Police and then Bustamante Children's Hospital where she will be examined," added the policeman.
Earlier yesterday Samuda came close to getting back her daughter after she and a friend confronted the alleged baby snatcher at her home minutes after 2:00 pm.
"Me get a call seh the baby deh down here and me come and me see the girl mother and me tell her fi call her. When she come out she did have me baby in her hand and me seh a you ask mi fi the (drink of) water, give me mi baby," an obviously distraught Samuda told the Observer yesterday.
In December, Samuda said the woman had entered her house for a drink of water and offered to hold Kailee while she made the baby's formula. Samuda said she was distracted for a few minutes and when she turned around the woman was gone with Kailee.
Yesterday's confrontation was too much for Samuda and she fainted during the heated argument, while the accused baby abductor ran off with the child.
"Mi friend did hold on to the baby, but she hold to the baby tight, tight so when she run off she couldn't grab the baby from the woman," she said. "Me not even see which part she run go."
Samuda said the woman's mother who was at the house at the time, promised to go and buy credit for her cellphone to call her daughter, but never returned to the premises, located just metres away from the Seaview Gardens Police Station.
A large group of residents who had gathered at the scene said they were shocked that the woman accused as a "baby thief" had been right 'under their nose'.
"Me shame because all along me did think a fi her baby that," one woman said.
The resident also claimed that the woman had lost her baby recently, but pretended that the baby was still at the hospital receiving medical care.
"Mi hear she nuh tell the baby father seh the baby dead. She used to get up a morning time and wash the baby clothes and mek like seh she a go a di hospital," another resident claimed. Another alleged that the woman had christened the baby last Sunday.

It is not often that a producer has his dreams fulfilled in a matter of four days. For Ainsley 'Notnice' Morris, he not only produced his all-time-favourite artiste, Vybz Kartel, for the first time, but surpassed all expectations when he recorded the artiste's latest album in only four days.
While Notnice is now climbing to his zenith as a producer, he is no newcomer to the business. He told the STAR in a recent interview: "I've been interested in music for a long time, from going to school when people used to deejay and I would beat on the tables and dem tell me seh mi bad."
After investigating more about music and the music business, Notnice soon encouraged his mother to buy him a computer so that he could build his own rhythms.
After teaching himself to build rhythms, the young producer started to work at Ruckus Records, where he recorded artistes on his 'Charity' rhythm.

However, it was after leaving Ruckus and linking with fellow Waterford members Blak Ryno, Shaun Storm and Dosa Medicine that Notnice started to make a name for himself in Portmore.

Den I made the 'Remand Rhythm' and Blak Ryno come hear it and voice on it, he carried it mek Teacha hear it and him listen it, that's how the connection with Vybz Kartel came about. Since then Notnice has been working from Exodus studio in Havendale. The producer soon strengthened his musical career with the 'Cool Shade' rhythm, which features Kartel's Seh Weh Yuh Feel Fi Seh as well as the 'Fight Fi War' rhythm which features a song of the same name from Blak Ryno and Jah Vinci. He also did Last Man Standing, the now popular post-Sting song from Vybz Kartel.
Other huge hits followed for Not nice with Rampin' Shop and Get Wild, also for Kartel.
Dedicated to music as a full- time career, Notnice admires the work of fellow producers Stephen McGregor, Don Corleon, Birch and Lenky. He hopes to one day expand his artiste catalogue to work with other talented entertainers, but will always be dedicated to working with the artistes from the Portmore Empire.
His latest project is the soon-to- be-released 'Story Teller' rhythm and he will also soon be working with the self-proclaimed 'King of the Dancehall', Beenie Man. Not Nice has completed Kartel's latest album as well as the Empire Universe, a compilation album from the Portmore Empire.
Newly-installed President Barack Obama wasted no time in getting down to business after his administration requested a halt to controversial military trials at Guantanamo Bay.
Hours after his historic inauguration as the first black president of the United States, Obama appeared to quickly honour his vow to act over the terror-suspect holding camp in Cuba.
He has previously said he will close Guantanamo, home to widely criticised war-crimes trials created by former President George Bush and Congress in 2006.
The suspension request came from the US Department of Defence, which said it was seeking a 120-day halt to the war crimes trials at the camp pending a review by President Obama.
His new team put the brakes on all pending regulations that the Bush regime tried to push through in its last days. That order went out shortly after Mr Obama's inauguration on Tuesday, in a memorandum signed by new White House chief of staff Rahm Emanuel.
Aides had previously suggested that the new Commander-in-Chief would immediately launch into the job, with a raft of policy announcements expected by the end of the week.
An announcement on the actual closure of Guantanamo Bay has been put forward as an early contender for policy actions.
The US military currently has charges pending against 21 men at Guantanamo and officials have said they intended to charge dozens more.
Pre-trial hearings in two cases - the trial of five men charged in the 9/11 attacks and Omar Khadr, a Canadian accused of killing a US soldier in Afghanistan - were due to take place this week.
An Australian barmaid has been fined over £400 for exposing her large boobs and crushing BEER CANS between them.
Another off-duty female barmaid was also fined around £220 for hanging spoons on the barmaids nipples, and their manager made to pay for not stopping them.
Barmaid Luana De Faveri, 31, was fined after pleading guilty to twice showing her bare breasts to patrons at the Premier Hotel in Pinjarra, south of Perth in Western Australia.
"She was alleged to have also crushed beer cans between her breasts during one of the offences," which is in breach of the hotel licensing laws, police in the Peel district of Western Australia said in a statement.

DENDERMONDE, Belgium (AP) A young man with a gruesomely painted black-and-white face went on a rampage at a Belgian day care center Friday, stabbing two babies and a female worker to death and seriously wounding 12 others.
Sobbing parents rushed to the scene and to nearby hospitals. Shocked rescue workers spoke of finding crying, bleeding toddlers scattered inside the center. Medical workers at six hospitals sprang into action, performing emergency operations to save the 10 children and two adults badly wounded in the attack.
"This was a particularly violent attack. All the kids had multiple stab wounds on their legs, arms, and all over their bodies," Dr. Ignace Demeyer, head of emergency services at Our Lady Hospital in nearby Aalst, told reporters.
The shocking assault caused panic and outrage in the town 20 miles (30 kilometers) northwest of Brussels, where the day care center sits on a residential street.
"An act of great brutality has happened here against our weakest citizens," said mayor Buyse Piet. "The whole city is united in support for the parents who are in deep grief."
Prosecutor Christian Du Four said the 20-year-old attacker rode his bike up to the Fabeltjesland day care center about 10 a.m., found it unlocked and went in.
"After he entered he started slashing at everyone he ran into ... the day care workers, the children," Du Four told a news conference.
He said the man wielded one, nearly 8-inch (20-centimeter) knife and had painted his face white with black patches around the eyes.
One worker tried but failed to disarm the intruder and another was stabbed to death, Du Four said. In the mayhem that ensued, the attacker simply walked out and got back on his bicycle before being arrested in a nearby supermarket shortly afterward.
Theo Janssens, a Dendermonde city councilor, arrived with first aid workers. "The situation was horrible. There were *lo**stained babies and staff workers everywhere," he said on the VRT television network.

Two persons involved in the local abortion debate differ on what impact his policies will have in Jamaica.
"Legislators are sensitive to the views of Jamaicans who don't support abortion. They won't take a lock, stock and barrel approach to their constituents," said Doreen Brady-West, a member of a coalition of Christian doctors opposed to abortion.
Spokespersons for the pro-choice movement expect Obama, a Democrat, to honour presidential campaign promises and increase Federal funding for planned parenthood. Removing a 'global gag rule' banning federal support to similar agencies overseas is also high on the agenda.

Joan Wedderburn of Development Alternative for Women in the New Era (DAWN) says clearing the global gag rule would be beneficial to cash-strapped Jamaican family-planning programmes. She said the effective 'Two is better than too many' campaign of the 1980s was driven by overseas funding, but fell away once that source dried up.
Wedderburn said DAWN supports a recom-mendation of the Abortion Policy Review Advisory Group that a woman can make a decision to terminate pregnancy after 12 weeks, once it is done by an authorised medical practitioner in a registered facility.
The Roe v Wade case legalised abortion in the US in 1973. It is one of the most divisive issues in that country with Republican (pro-life) and Democratic (pro-choice) administrations revising Federal funding for planned parenthood programmes when either party takes office.
Abortions are illegal in Jamaica, although it is reported that as many as 30,000 are performed here annually. Under Section 72 of the Offences Against the Person Act, persons found guilty of having or facilitating an abortion face life imprisonment.

"I got her back last night after they finished examining her," an elated Samuda told the Observer, adding that the doctors gave Kailee a clean bill of health. "I couldn't sleep last night, I just lay down and looked on her. I'm really glad I got her back."
Yesterday, Sergeant Denworth Barba, who is in charge of the Seaview Gardens Police Station, said the cops are very close to arresting the alleged baby snatcher.
"The investigation is ongoing and we suspect, based on our investigation thus far, that within a couple of days we will be able to find her," Sergeant Barba said. "We have some information as to her whereabouts but we cannot make that information public just yet, we don't want her to get jumpy on us."
Sergeant Barba also paid tribute to two of his colleagues - Detective Constable Nicholas Prendergast and Detective Corporal Dalton Morgan, both also of the Seaview Gardens Police Station - who he said were also pivotal in the investigation which led to the recovery of the child.Medics rushed onto the set of "America's Best Dance Crew" yesterday when poppin' and lockin' suddenly turned into passin' the hell out.

The aptly named Transition takes a stab at bridging the gap between automobiles and airplanes. Some people call it a flying car. The company designing and selling the vehicle prefers the term "roadable aircraft."
Either way, it boils down to this: You sit down behind the steering wheel, drive to the runway, unfold two wings and take off. You can fly 500 miles on a tank of gas regular unleaded and when you land, you simply fold up the wings and drive where you want to go. At the end of the day, you fly back, drive home and park inside your garage.
Terrafugia, of Woburn, Mass., is not the first firm to attempt what may be the ultimate hybrid.
"It's probably a concept that people have been dreaming up since there have been airplanes and cars," said Dick Knapinski with the Experimental Aircraft Association, a 55-year-old aviation group based in Oshkosh, Wisc.
A company called Aerocar of Longview, Wash., debuted one of the first flying cars in 1949. The company built six prototypes, one of which is sitting in the EAA's museum, but never went into production.
Terrafugia, founded in 2006 by a group of MIT students, has taken deposits for more than 40 Transitions and plans to begin deliveries in 2010, said Richard Gersh, vice president of business development.
The vehicles sell for $194,000.
Advances in materials and propulsion technologies are among the reasons why Terrafugia is in position for commercial success. But equally important, says Knapinski, is an easing of government regulations on private aircraft and pilot licensing.
In 2004, the Federal Aviation Administration created a new category of aircraft and license for sport aviation, an attempt to re-awaken interest in flying after steady drops in the number of licensed pilots.
In the United States, about 600,000 people are licensed to fly aircraft, a drop of 25 percent since 1980, Knapinski said.
"The FAA and the aviation industry realized there has to be a way to get people interested in flying. Even the airline pilots of today had to start somewhere with basic flying. There had to be an entry point that was practical and affordable," he said.
Sport pilot licenses don't require as many hours of training as private and commercial pilot licenses, though sport fliers are not eligible to take off and land at runways with air traffic control towers. The medical requirements for sport pilots also are less stringent than for other types of pilot licenses, matching what is needed for a driver's license.
"What the FAA and the government say by having that rule is that these vehicles have the same level of complexity as motor vehicles," Knapinski told Discovery News. "You fly in non-complex airspace at relatively low speed."
Regulations covering the new category of sport aviation aircraft likewise are reduced.
"It gives us an opportunity," said Terrafugia's Gersh. "We could never compete with Cessna or Boeing."
One of the biggest obstacles facing a company like Terrafugia in launching a personal aircraft is not technical in nature or even cost, added Knapinski. It's perception.
"The comfort level for a significant percentage of the population is not there," Knapinski said. "They just don't believe they can operate this type of machine."
Perhaps having an airplane under the same roof as the family car will be just the ticket.

And, it's good when you can make your dream come true," Hershey said. The mother and housewife said she still isn't satisfied with her implants and wants them even bigger, but getting implants larger is not an option in Texas. Gina Conway, the ex-girlfriend of rap star Max B., told authorities on Tuesday (January 13) that the former Dipset member masterminded a deadly 2006 robbery that left one man dead. Conway was set to go on trial this week for her role in the shooting. Instead, she accepted a plea deal of manslaughter to avoid life imprisonment on a murder conviction. At her March 21 sentencing, she faces a maximum of 18 years in prison on the admitted armed robbery and manslaughter charges. The September 2006 armed robbery took place at the Fort Lee Holiday Inn along New Jersey's Route 4. In her deal, Conway stated she was recruited by her ex-boyfriend Max. B (Charly Wingate) to rob David Taylor and Allan "Jay" Plowden. The plot was allegedly hatched after Conway informed Max that the two men kept high amounts of cash on them. Later, the rapper allegedly recruited a third conspirator in Kelvin Leerdam. The night of the robbery, prosecutors charge that the group subdued Plowden at gunpoint with duct-tape. Although they were able to retrieve $30,000 from the hotel room, the trio allegedly waited until Taylor arrived in hopes of stealing more money. Once David Taylor arrived, he was killed execution-style with a shot to the head. Both Max B. and Kelvin are charged with murder and face 30 years to life imprisonment if convicted. Since being released on a reputed $2 million dollar bail in July 2007, Max B. has recorded several mixtapes and worked on his long-awaited official debut. Max B.'s murder trial will be tried in Superior Court in Hackensack, New Jersey. At press time, a date has not been announced. |
Radian Beckford more popularly known as Chi Ching Ching and a friend were arrested for having ganja in their possession and for breaking several of the countrys road traffic laws.
The fast rising dancer-turn-deejay Chi Ching Ching seems to be mighty too anxious to get his hands around a motor vehicle steering wheel, which led, for him to pick up additional charges for breaching the Road Traffic Act - such as driving a car without a drivers license and no insurance. He was also ticketed by the St. Ann police for driving over the speed limit.

President Barack Obama's first public act in office yesterday was to institute new limits on lobbyists in his White House and to freeze the salaries of high-paid aides, in a nod to United States economic turmoil.
Announcing the moves while attending a ceremony in the Eisenhower Executive Office Building to swear in his staff, Obama said the steps "represent a clean break from business as usual".
The pay freeze, first reported by The Associated Press, would hold salaries at their current levels for the roughly 100 White House employees who make more than $100,000 a year.
"Families are tightening their belts, and so should Washington," said the new president, taking office amid startlingly bad economic times that many fear will grow worse.
Those affected by the freeze include the high-profile jobs of White House chief of staff, national security adviser and press secretary.
Obama's new lobbying rules will not only ban aides from trying to influence the administration when they leave his staff. Those already hired will also be banned from working on matters they have previously lobbied on, or to approach agencies that they once targeted.
Ban for lobbyists
The rules also ban lobbyists from giving gifts of any size to any member of his administration. It was not immediately clear whether the ban would include the traditional 'previous relationships' clause, allowing gifts from friends or associates with which an employee comes in with strong ties.
The new rules also require that anyone who leaves his administra-tion is not allowed to try to influence former friends and colleagues for at least two years. Obama is requiring all staff to attend an ethics briefing like one he said he attended last week.

Days before three-month-old Jordan Palmer was going to take his first set of baby pictures at the photo studio he met his tragic death after falling from a bed at home on Monday night.
Jordan lived with his mother, Lilieth Palmer, and five siblings in Mount Salem, Montego Bay.

The Child Care and Protection Act states that if you leave your child at home alone and he/she gets injured you could be imprisoned for up to three years for neglect, or face more serious charges such as manslaughter.
Ken Hansel appeared in the Corporate Area Resident Magistrate's Court on Friday where he pleaded not guilty to impersonating a police officer. However, he was found guilty of obtaining money by false pretence.
Having sex
Allegations are that the complainant and her common-law husband were in a car, downtown Kingston, kissing when the accused came up to them and told them that he was a police officer and that they were acting illegal by having sex in a public place. The accused allegedly told the couple that he was going to charge them for having sex in a public place and demanded $5,000 to keep quiet.
ATM machine
The complainants allegedly went to an ATM where they withdrew the money and gave it to the accused. They later made a report about the matter and, during investigations, it was discovered that the accused was not a member of the police force.
He was subsequently arrested and charged. However, Hansel claimed that he was passing a building in downtown when he saw the complainants having sex. He claimed he told them having sex in a public place was illegal and that the accused persons walked away.
He said he did not tell them he was a police man, nor did he ask for the money. Instead, he claimed they offered him money to keep quiet and was surprised when they went to the ATM and withdrew the money and gave it to him.
He said when the police came to arrest him he told them it was a mistake. The accused, who is from a Victoria Avenue address, was found guilty of obtaining money by false pretence and was fined $10,000 or 30 days. The charge of impersonating a police officer was withdrawn.
Spencer
THE TRIAL of the accused in the Cuban light-bulb scandal will begin in the Corporate Area Resident Magistrate's Court on June 22 and is expected to last at least two weeks.
Senior Resident Magistrate Glen Brown set the date yesterday, despite protest from defence attorneys that they had not been served all documents germane to the case and that they were, therefore, not in a position to go to trial.
Brown, however, told them that "between now and then, this is the opportunity to put everything in order".
When the trial begins, only embattled Member of Parliament for North East St Elizabeth, Kern Spencer, and his companion, Colleen Wright, will be in the dock answering criminal charges.
Rodney Chin, who was charged jointly with them, will be among 32 witnesses the Crown will call upon to help prove its case. Yesterday, Director of Public Prosecutions Paula Llewellyn dropped all charges against Chin when the matter came up for mention in the Corporate Area Resident Magistrate's Court.
Out on bail
Chin, Spencer and Wright were arrested February 26 last year, following an investigation into the implementation of the Cuban light-bulb project.
Chin and Spencer were charged with money laundering, corruption and conspiracy to defraud. Both men were out on $10 million bail before Chin decided to testify against his co-accused.
Wright is charged with aiding and abetting corruption. She is on $5 million bail.
In court yesterday Llewellyn fended off a push, from defence counsel for Spencer and Wright, for more disclosure in relation to the circumstances under which Chin's status changed from criminal accused to Crown witness.
The defence has requested that Llewellyn give them all statements or conversations that took place between Chin and the Office of the Director of Public Prosecutions; statements or conversation between Chin and parliamentarians, including government ministers; and, a list of all contracts that Chin received from Government since September last year.
Ready to commence
Llewellyn told the court she had provided the defence with all possible documents and statements, and indicated that the Crown was ready to commence trial.
Spencer, state minister in the Ministry of Energy during the Portia Simpson Miller administration of the last People's National Party government, had ministerial responsibility for the project, which involved the replacement of incandescent bulbs with four million energy-saving fixtures given to the island by the Cuban government.
Chin's companies - Universal Management and Development Limited and Caribbean Communications Media Network Limited - were beneficiaries of the contracts, which did not go to tender as required by law.
MANDEVILLE, Manchester -Six fishermen who left the south coast town of Black River in St Elizabeth last Thursday on a fishing trip have gone missing, according to reports reaching the Observer last night.
Reports say the six - including five Jamaicans and a Honduran - who left Black River in the fishing boat 'Cross Tide' failed to make contact with the boat owner on the weekend as had been arranged.
Checks by colleague fishermen in an area of the western Caribbean where the men were scheduled to arrive on Saturday morning have proven negative, reports say.Chin, who will now become a witness for the state, was bound over to appear in court on June 22 when the trial of Kern Spencer, the former junior energy minister in the People's National Party administration, and his co-accused Coleen Wright, in the Cuban light bulb case is expected to get under way.
Llewellyn said that the determination to drop the charges were "made in the interests of justice".
In a statement to the Half-Way-Tree Resident Magistrate's Court yesterday, Llewellyn stated categorically that neither her nor anyone from her office had any discussions with any government parliamentarian regarding the case against Chin.
The DPP's comment was triggered by a letter from attorney Patrick Atkinson, Spencer's senior counsel, that the disclosure be made if there were any such discussions.
Following the withdrawal of the charges, Spencer's attorneys asked that the court instructs that all Government contracts granted to Chin and any of his companies be turned over to them, along with any information as to why the charges against Chin were dropped.
But the DPP said that she had already written to Chin's lawyer, Richard Small, asking that a list of all contracts to Chin by the Government for the past 20 years be handed over to the defence.
When asked by reporters about the relevance of Chin's government contracts to the case, Debra Martin, junior counsel for Spencer, said after the adjournment of yesterday's court sitting that the trial judge would have to make a determination as to Chin's credibility based on the information.
Spencer, Chin and Wright - Spencer's former executive assistant and supervisor at the Petroleum Corporation of Jamaica - were arrested and charged in February last year following a probe into the handling of a gift of four million Cuban light bulbs, which reportedly cost taxpayers well over $100 million to be distributed.
The Universal Management Company, operated by Chin was contracted to distribute the bulbs.
Chin is now freed of two counts of conspiracy to defraud, between July 2006 and September 2007, one count of corruption under Section 14(2) of the Prevention of Corruption Act, one count of money laundering and engaging in a transaction with criminal property (J$3.1 million) on July 30, 2007.

ONE-hundred-and-three-
year-old Sylvester Royes yesterday became the latest of the more than 700 centenarians across Jamaica to be honoured by the National Council for Senior Citizens.
Yesterday, a small team from the council headed by Leroy Aiken, acting parish organiser, presented Royes with a commemorative cup to mark the milestone at his home on Arnold Road in Kingston.
"We are at present getting together a list of all the centenarians in the country; so far we have honoured over 700 centenarians across the island since 2002. We have quite a few centenarians," Aiken told the Observer yesterday.
Sylvester, born May 5,1905, is bedridden these days but is a picture of contentment lying next to his 94-year-old spouse Una Royes who is also bedridden. They have no major illnesses, but for Una being partially deaf and blind, and they pass their days keeping each other's company.
In accepting the cup yesterday, Royes said, "Thank you, thank you very much" and promptly requested "some coffee in there" while lifting it to his lips playfully.
Asked to express how he felt, Royes said, "I feel lovely. Thank the Lord for keeping me such a long time, I praise the Lord for all his benefits".
The couple have been married for 62 years and have no biological children, but the devotion to each other is unmistakable.
"Mi love her till mi sorry fi har," Royes, the more expressive of the two, said with a twinkle in his eyes.
He is also anticipating more years with her in the house they purchased in 1979 for J$10,000.
"I'm going to live as long as Jesus permits me," he said, adding that they "feel no pain".
Ira D Thompson, Island Bishop of the Bethel United Church of Jesus Christ Apostolic to which the couple belongs, in celebrating the moment with them yesterday said the couple had served faithfully since becoming members in 1979.
"In the short time I have been here he sang for us and I got a good handshake. I can tell he is a jolly person, they are clean and healthy," Aiken told the Observer. He said Una will be honoured by the council at a later date.
The girlie wardrobe colors caught DMX by surprise. "This is ridiculous, this is disrespectful," DMX said with a sarcastic laugh during an interview with My Fox Phoenix. "Why the pink?"
Arpaio told Fox & Friends he has had the pink policy in place for 10 years with success. He said the inmates were stealing the white underwear so he dyed them pink.

According to Arpaio, DMX is serving time for charges of animal cruelty, drugs and fraud. Arpaio did not express any sympathy for the hardcore rapper, adding, that jail was not supposed to be fun.

WELLINGTON (Reuters) - New Zealand police have arrested a safe burglar by using the popular social networking website Facebook to identify and track him down.
Queenstown police in southern New Zealand posted security-camera footage and pictures showing the man's face as he tried to break into the safe of a local tavern on Monday.
"The offender was identified after a movie and images of him were displayed on Facebook. He was identified from members of the public viewing him on Facebook and also seeing him on TV after the Facebook images were displayed on the news," the police station said in a statement on its Facebook page.
Police said the unnamed, 21-year-old Queenstown native would appear in court on Wednesday.
Local media said the man got too hot while trying to break into the safe, took off his balaclava and revealed his face to a hidden security camera.
"He was a very silly young boy. The room is really small and it gets really hot in there at the best of times," the bar's assistant manager, Mel Kelly, was quoted as saying.
"Clearly, he didn't realize there was a video camera there until the last moment. He looks round and sees it and there's just a shocked look ... His face definitely drops."
Staff at the bar did not recognize the man, but Kelly suspected he was a former employee because of his knowledge of the property.
This is not the first time that Facebook, the world's largest online social network, has been used to track down criminals.

In 1988, President Ronald Reagan addressed the General Assembly of the United Nations. The speech has become known as his famous Disarmament speech.
In this address, he postulated upon his "fantasy" of an alien threat, from outside this world, invading Earth. Reagan thought that this would unite all humanity and tear down national borders. He also said that an alien force is already amongst us.

Symbol of the god Mathras of the Persians and the Aryans of India. To them, Mathras was an "angel of light" or the "heavenly light". It is used in modern Masonry under the symbol of the T square
I think being aware and understanding what these symbols represent makes us less vulnerable, and gives you a little insight into the world around you.
Many people have said to me (and it's true of myself) how they have always wondered about Latin, or the strange symbols you see on anything of importance, paricularly dragons and serpents on things such as government buildings, the royal family, county shields, statues etc.
It's important to remember that a symbol is just that, A SYMBOL, as it is with county shields etc. A lot of time is put into these, and the whole point is that it is a symbol that represents them.
This applies to many business and government logo's.
The Star and Cresent Moon
The moon represents the moon goddess Dianna and the the star satan/lucifer "son of the morning", the name of Lucifer in Isaiah 14:12.
Witchcraft uses it with the star on the left (left pic) and Satanism turns it in the opposite direction (right pic). Satanists see God mockingly placed as the moon (the goddess of love, Dianna), Satan assumes the role of the star, which is always in a position overlooking the moon
Anarchy, or Circle - A
This is the symbol of the move to freedom from accountability and authority, from any and all consequences. It represents desire for abolition of ALL law and rules. Many people wear the symbol as a rebellion to the government, teens who are goths as a rebellion to authority. This is another one that appears on a few rock albums.
Note the picture in the middle is the Anarchy or Circle-A symbol. Note the resemblance of the Circle-A to the Greek alphabet letters alpha and omega shown in the lower left corner of the picture. The alpha is the first letter and the omega is the last. The Greek alpha has the same in basic design as the capital "A" in the English alphabet. The Greek omega is very similar to the English capital "O" with "feet" and open at the bottom. Satanist reference this bible passage Revelation 1:8 "I am Alpha and Omega, the beginning and the ending, saith the Lord, which is, and which was, and which is to come, the Almighty" and use the bar accross the Alpha and Omega in the same way a bar is used on a NO smoking sign.

The Swastika

Swastika or Sun Wheel An ancient religious symbol used long before Hitler came to power. It was used in Buddhist inscriptions, Celtic monuments and Greek coins. In sun god worship, it is supposed to represent the sun's course in the heavens.
The "Swastika" or "Broken cross" originally represented the four winds, four seasons, and four compass points. It's arms were at 90 degree angles turned the opposite way, as depicted above right, and turned clockwise, showing harmony with nature. The "Swastika" shows the elements or forces turning against nature and out of harmony. Also this well recognized sign was a part of the Hitler regime, the Nazi's. The Ku Klux Klan wears this symbol for pure hatred against any other race, except the white race. "Skin heads" that bear this mark, symbolise the belief in the Nazi's, and the whole Hitler agenda and that the white race is the only true race.

The word swastika comes from the Sanskrit svastika - su meaning good, asti meaning to be, and ka a suffix.

The Horned Hand, or Cornuto
The Horned Hand or "Cornuto" represents the Devil, Satan, The Goat (the baphomet). It is a sign of recognition between those that are in the occult. It is also used by heavy metal and rock fans at concerts to affirm their allegiance to the music's message and the band members.
This gesture is the satanic salute, a sign of recognition between and allegiance of members of satanism or other occult groups. It is also called the Il Cornuto. In other "circles," whether displayed as a hand gesture or worn as an amulet, it is supposed to ward off evil (the evil eye) as are the hamsa hand (three finger - two thumbed hand), the eye-in-hand (eye in the palm), and the mano fico ('mano' meaning hand and 'fico' meaning woman's genitals).

Used to salute the rising moon. Also used by surfers and football teams. This is the sign that the furor should be using to indicate the "Hook Um" horns, Not the 2 above

A man accused of killing three members of Oscar-winning actress Jennifer Hudson's family in Chicago has pleaded not guilty to charges of first-degree murder and home invasion.
William Balfour entered his plea Tuesday at Cook County Criminal Court in Chicago. Before doing so, he nodded to members of his family in the courtroom.
Balfour is the estranged husband of Jennifer Hudson's sister, Julia Hudson. He's accused of killing the women's mother, brother and Julia Hudson's seven-year-old son in October.
Balfour is being held without bail. He is next due in court January 27.
Jennifer Hudson is expected to sing the national anthem at the NFL football Super Bowl on February 1.
