Jay-Z: 'Chris Brown is a dead man'

As previously reported, police are investigating claims that Chris injured Rihanna, his long-term girlfriend, in a fight last weekend (Saturday 7 February) before the Grammy Awards ceremony. Despite being booked as performers, both stars failed to attend.

A friend of Jay-Z, who discovered and mentored the Barbadian singer, told magazine Us Weekly that the rapper had 'hit the roof', adding: "Chris is a walking dead man.

"He messed with the wrong crew."

Kanye West also leapt to the 'Umbrella' singer's aid earlier this week, claiming: "That's my baby sister, and I will do any and everything to help her in any situation."

BEIJING, China (CNN) -- A married Chinese businessman who could no longer afford five mistresses held a competition to decide which one to keep.

But the contest took a fatal turn when one of the women, eliminated for her looks, drove the man and the four other competitors off a cliff, Chinese media reported.

The spurned mistress died and the other passengers were injured, the reports said.

Police initially thought the car had plummeted off a mountain road in eastern China on December 6 by accident. Then they learned of the contest through a letter the dead woman had left behind, the Shanghai Daily newspaper said.

The 29-year-old woman, identified only as Yu, was a waitress when she met the businessman at a restaurant in the coastal city of Qingdao in 2000.

At the time, the businessman, identified only by his last name -- Fan -- was married and had four other mistresses, according to the Peninsula Metropolis Daily newspaper in Qingdao.

The women knew of one another, but none elected to break up with the man and give up their rent-free apartment and a 5,000 yuan ($730) monthly allowance, the reports said.

When the economy soured, the businessman apparently decided to let go of all but one mistress.

Residents of a Clarendon community are breathing a sigh of relief after a farmer from the parish who is said to have been physically abusing his wife and children for years was arrested on the weekend. The man, 51, is in custody of the Croft's Hill police for breaches of the Child Care and Protection Act. According to reports, the man was arrested over the weekend following an incident during which he is alleged to have chased his wife from their home while giving harsh beatings to his three daughters whom are seven, 10 and 13 years old. "Di man run dung him wife and put on some lick pon har and tell har fi left di place, afta dat him go back go beat up him pickney dem, mi feel sorry fi dem yu si," a resident, Kelly-Ann McIntosh, recounted to THE STAR. Lick dem wid anyting According to her, the man continued to beat the children with anything he could get a hold of despite the pleas of several residents who begged him to stop. "Di man lick dem wid anyting him can find and lick dem anyweh to ...Is a wicked ting trust me wi cyaa watch him do dem so no more," another resident Devon Willis added. According to the police, residents of the community say incidents of physical abuse involving the man and his family occurred regularly, often leaving them with evidence of the mistreatment. "More time yu si dem a pure bruise and swell up yu si..Black- and-blue eye and dem ting deh," Willis further claimed. The police were alerted over the weekend following the incident as the residents say they fear for the lives of the man's family. "The Croft's Hill police were summoned by the residents following Saturday's incident ... Residents who witnessed the incident, as well as other incidents, say they could not bear it any longer," Detective Sergeant Michael Greene of the Area Three police told THE STAR. Cruelty to juvenile The father was charged with cruelty to a juvenile and child abuse and is to appear in court later this week. The police also say the children have since been placed into a place of safety. "Wi jus glad seh di children dem gone a one safe place cause trust me dem neva safe ya so ... Dem woulda get hurt real bad sooner or later," said McIntosh.

A five-year justice-system transformation framework agenda has been prepared and a submission to Cabinet for its approval is being finalised.

Minister of Justice and Attorney General Senator Dorothy Lightbourne in her contribution to the State of the Nation Debate in the Senate on Friday, said that the framework, which included priorities from the wide range of reform recommendations made over the last few years, created a vision for justice reform and set out strategic objectives towards achieving that vision.

In addition to providing a five-year focus for the Government of Jamaica, she indicated that the framework would create a set of detailed plans around which international donor partners could base their support. "This will be particularly important as the reform agenda is estimated to cost $6 billion over the five-year period," the justice minister said.

Fulfilling several prerequisites

The development of the reform agenda is expected to fulfil several of the prerequisites for the release of a 33 million programme of budget support for the Government of Jamaica. These funds are expected to shore up reforms in the areas of governance, justice and security.

Among the key objectives of the framework, Senator Lightbourne told the Senate, is to ensure the fair and timely resolution of cases. "The immediate aim is to provide the courts with the medium and long-term support needed to eliminate the problem of backlogs. By reviewing the structure and organisation of the courts and modernising court processes, the likelihood of repeating past mistakes will be reduced. There are wide-ranging initiatives planned for the Office of the Director of Public Prosecutions, which will also have an impact on the pace at which criminal cases are prosecuted," she stated.

Improved access

It also aims to improve access to justice, through inter alia, the review and expansion of the existing legal aid system. commissioning of a mobile legal aid clinic that can service communities across the island, and expanding the ministry's website to provide wider legal information to the public.

Another objective of the framework is to strengthen the judiciary and workforce, through extensive training and capacity building initiatives, which are being planned for every institution within the justice system, Senator Lightbourne said.

Other objectives include the strengthening of linkages between justice sector institutions, establishing sound court infrastructure, implementing a social component to the delivery of justice, and strengthening public trust and confidence in the justice system.

Debuting at No. 1 on the 'Top R&B Albums Chart' this week is India Arie with her fourth solo album titled Testimony: Vol. 2, Love & Politics.

The set, which features appearances from MC Lyte and Musiq Soulchild, scanned 75,500 discs in its opening week.

Debuting at No. 2 is Bobby Valentino with his third album titled The Rebirth. The set shifts 64,100 units in its first week out.

Beyonce slides two spots to No. 3. I Am...Sasha Fierce shelved off 53,900 discs this week, pushing its total to 1,842,100.

Posted at No. 4 is Jamie Foxx. Intuition continues its steady grind as it shells out 40,000 discs this week. After 9 weeks the album has sold a total of 618,100 copies.

Ganja linked to testicular cancer

Ganja, a recreational drug which has side effects, such as short-term memory loss and motivation restraint, has now been classified as a possible cancer-causing agent in a report released last Monday by the Fred Hutchinson Cancer Research Center in the United States.

While there are no recorded major harmful effects among women, a recent study conducted in Seattle, Washington, found that male marijuana users are at risk of developing a more aggressive form of testicular cancer called nonseminoma testicular cancer.

The study, which examined 369 men with testicular cancer and 979 men without the disease, revealed that current marijuana users were 70 per cent more likely to develop testicular cancer compared to non-users.

Highest risk

Men who reported smoking marijuana for at least 10 years used it more than once a week, or started using it before the age of 18, appeared to be at the highest risk. Researchers said they were unaware of what it was about marijuana that might increase the cancer risk. Further, they also found that chronic marijuana use can decrease sperm quality.

Researchers at the Fred Hutchinson Cancer Research Center in Seattle were the first to investigate the link between testicular cancer and marijuana. The study, however, has been deemed inconclusive by Fred Hutchinson researcher, Stephen Schwartz, who stated that the study, by itself, is not definitive.

Refuse hospital treatment

"There's a lot more research that would have to be done in order to be more confident that marijuana use really is important in a man's risk of developing testicular cancer," Schwartz said in a telephone interview to the news agency Reuters Group.

According to the Ministry of Health, from 2003-2006, the reported cases of testicular cancer among Jamaican men have been relatively low, with as few as three cases in 2004. The numbers were based on information retrieved from government hospitals and the University Hospital of the West Indies. However, the Ministry of Health provided the reported cases of testicular cancer and the numbers do not reflect unreported instances and persons who refuse hospital treatment.

The recent report may come as a downer to Jamaican and Seattle marijuana users alike. Ganja, though illegal in Jamaica, is easily accessible and affordable. It is a key sacrament in Rastafarianism.

Fire destroys garbage trucks

Fire believed to the work of arsonists destroyed three garbage trucks and a container with a quantity of motor oil and auto parts at a solid waste disposal company at Chisholm Avenue, Kingston 10, yesterday morning.

According to the CCN, about 3:30 a.m., residents saw fire coming from a section of the building and summoned the police and fire brigade. Two units from the Half-Way Tree Fire Department responded and extinguished the blaze.

Loss is estimated at $10 million. The trucks were insured.

The Hunts Bay police are investigating.

A woman got beaten within an inch of her life by her friends pet chimp:

The Connecticut woman viciously attacked by a 200-pound chimp who inexplicably went bananas remains in critical condition this afternoon and faces life-changing, if not life-threatening injuries to her face and hands, officials said.

The chimpanzee, named Travis, was shot dead by police in Stamford after the violent rampage Monday left a friend of its owner badly mauled.

Sandra Herold, who owned the 15-year-old chimp, wrestled with the animal after it attacked her friend, Charla Nash, 55.

Nash had gone to Herolds home to help her coax the chimp back into the house after he got out, authorities said.

After the animal - who had appeared in TV commercials for Old Navy and Coca-Cola when he was younger - lunged at Nash when she got out of her car, Herold ran inside to call 911 and returned armed with a knife and shovel.

Nash remains in critical condition after suffering what Stamford Mayor Dannel Malloy called this morning life-changing, if not life-threatening injuries to her face and hands.

Her sister-in-law, Kate Nash, said that Nash underwent surgery Monday night and came out of it OK.

It was a very brutal attack, said Stamford police Cpt. Richard Conklin, adding that the womans hands were mangled.

Conklin said the chimp was in a frenzy earlier in the day and that Herold had given him the anti-anxiety drug Xanax in some tea.

He also said the animal may have attacked Nash because she was wearing her hair differently and had failed to recognize her.

There was no provocation that we know of, said Conklin. One thing that were looking into is that we understand the chimpanzee has Lyme disease and has been ill from that, so maybe from the medications he was out of sorts. We really dont know.

After the 3:30 p.m. attack, Travis ran away and started roaming Herolds property until police arrived - setting up security so medics could reach the critically injured woman.

But the chimpanzee returned and went after several of the officers, who retreated into their cars.

Travis knocked the mirror off a cruiser before opening its door and starting to get in, trapping the cop.

That officer shot the chimpanzee several times.

The animal had cornered him, Conklin said. He had no other recourse.

The wounded chimpanzee fled the scene, but Conklin said police were able to follow the trail of his *lo** down a driveway, into the open door of the home, through the house and to his living quarters, where he died of his wounds.

Herold and two officers also suffered minor injuries.

Cops had dealt with the chimp in the past - including an incident in 2003 when he escaped from his owners car in downtown Stamford for two hours.

At the time, officers used cookies, macadamia nuts and ice cream in an attempt to lure him, but subdued him only after he became too tired to resist.

At the time of the 2003 incident, police said the Herold assured them that the chimpanzee - who was toilet trained, dressed himself, took his own bath, ate at the table and drank wine from a glass - was not a threat to others.

Colleen McCann, a primatologist at the Bronx Zoo, said chimps are unpredictable and dangerous even after living among humans for years.

They are unpredictable, and in instances like this you cannot control that behavior or prevent it from happening if it is in a private home, she said.

When will people stop keep animals with the capability to maul someone to death as pets?? Tragic.

Man holds a prison fresh

A man, who pleaded guilty to stealing toothpaste and a bar of soap, was sentenced to 30 days imprisonment at hard labour when he appeared in the Corporate Area Resident Magistrate's Court, yesterday.

Charged with simple larceny is Leroy Smith. The police, however, believe the accused man's real name is Garth Ranger.

The court was told that on the day in question, Smith went to a supermarket and removed two family sized Colgate toothpaste and a bar of Cascade soap. He was held by the security guards who called the police.

When the matter was mentioned, Smith told the court that this was about the third time he was stealing. He said, "this time, the officer lock mi up."

He then attempted to be his own lawyer, asking the judge, "Could I get a fine?".

When that was denied, he tried again. "Could I ask for a suspended sentence?"

Senior Resident Magistrate Glen Brown then asked him how much time he wanted to spend in custody. After some deliberation, he said 20 days. This was, however, increased to 30 days.

Plane that crashed near Buffalo was on autopilot....

BUFFALO, N.Y. A federal aviation official says the plane that crashed into a house near Buffalo, killing 50 people, was on autopilot when it went down, a possible violation of airline policy in icy weather.

Steve Chealander of the National Transportation Safety Board says Colgan Air recommends pilots fly manually in icy conditions. Pilots are required to do so in severe ice.

Pilots of the doomed plane discussed "significant" ice buildup on their wings and windshield just before crashing Thursday night.

Six more added to most-wanted list

Two men accused of the June 2008 murder of Jamaica Urban Transit Company (JUTC) Chairman Douglas Chambers are among six new faces added to the police 10-most-wanted list released yesterday by Assistant Commissioner of Police Les Green.

Green said the most-wanted list reflects the criminals the police believe present the greatest risk to the safety of Jamaicans.

"We look to see who is the most potentially dangerous across Jamaica, not necessarily at the offence they are wanted for, but in relation to their criminal activity and the information/intelligence we have been provided with," he told The Gleaner shortly after a press conference held yesterday at the Police Officers' Club in St Andrew.

"As a result all of those 10 who feature on the list, no matter what they are wanted for, we believe they are the most dangerous persons in Jamaica."

On the run

Green noted that two of the new faces, Andre Bryan, otherwise called 'Black Man' or 'Garth', and Warren 'Brucky' Simpson, both of St Catherine addresses, have been on the run since the murder of Chambers at the JUTC Spanish Town depot.

They are joined by two men believed to be at the centre of the violence which forced persons to move out of Gravel Heights, St Catherine, last year.

James Hinds and Donald 'Negus' Brown are accused of leading the two gangs which engaged in a *lo**y dispute that left more than 10 persons dead in Gravel Heights, Tredegar Park and adjoining communities.

Brown is wanted for the murder of two brothers in Waterloo Villas, Spanish Town, in 2006 while Hinds is wanted for one murder, although investigators believe he was involved in several more killings.

The other new faces on the most-wanted list are Colin Henry, otherwise called 'John Crow' of Kew in Hanover, and Troy Fong of Papine, St Andrew.

Henry is accused of a May 20, 2008, murder in Clifton, Hanover. He is also wanted for absconding bail. Fong is wanted for the murder of Michael Green and a man identified only as Allan in Hope Flats, St Andrew, in 2007.

The four men on the most-wanted list since last year include Cedrick Murray, otherwise called 'Paul Brown' and 'Doggie', who is wanted for a triple murder on Felicity Road in Montego Bay in February 2006.

Murray was reportedly head of the criminal network dubbed the Stone Crusher gang which the police say was involved in murders, robberies and extortion.

He is known to frequent Norwood, Salt Spring and Rose Hall in St James, Savanna-la-Mar, Westmoreland and sections of west Kingston.

A reward of $500,000 is being offered to anyone with information which can lead to the arrest of any of the men.

"I thank very much the public for their outstanding success last year to help us bring the wanted persons into custody," Green said.

"Again, I appeal to the wanted persons to make contact with a police officer they know and trust or another third party to arrange their surrender so that they can be interviewed safely and no harm can come to them or anyone else."

Also on the 10-most-wanted list

Suspected cop killer 21-year-old Carey 'Tyson' Rose remains on the most-wanted list despite efforts to capture him since the June 2007 killing of police Sergeant Egerton Brown on Sundown Crescent in St Andrew.

Omar Lewis, otherwise called 'Deportee' of Canterbury, St Catherine, who is wanted for murder.

Alton Gordon of Broadleaf, Clarendon, who is wanted for shooting with intent and escaping police custody.

Cable TV stakeholders, bristling from the recently imposed ban on airing sexually explicit and violent songs, have chastised Jamaica's electronic-media regulator for leashing the local adult entertainment industry.

They argued that there is a market in Jamaica for X-rated material and said the clampdown by the Broadcasting Commission could compromise the popularity of local, edgy stations and hurt the bottom line of cable operators.

Dancehall channels, which air mainly street dances and club parties, will be worst hit, as the commission's ban targets the popular daggerin' rage - an aggressive display of pelvic power - which is a staple of many sessions.

Impact on business

"It will seriously impact business in a negative way, but the viewers need to take into consideration the perspectives of this business," said Veronica Ellis, assistant manager of Telstar Cable Ltd, one of the major providers in the Corporate Area.

"The authorities need to start looking at who is producing them, before banning or clamping down on lewd material on dancehall channels," she added.

Johann Dawes, manager at Hype TV, said although some songs might be too risqué for free-to-air media, widening the net to include cable television was unfair.

Dawes said the new regulations would handicap Hype TV, which has an expansive archive of music videos, some of which would be outlawed. This, he said, would result in lots of material becoming dead weight.

Industry players have also suggested that the implementation of the daggerin' ban, effective immediately on its announcement on February 6, did not give them enough time to adjust strategy and re-edit content.

The cable TV community has music producers like Jay Will in its corner. He argued that implementing a wholesale ban on cable operators infringed on the rights of viewers who relished indigenous adult entertainment and created a double standard vis-ŕ-vis foreign productions on other channels.

Interested listeners

"There are people out there who are interested in the lewd dancehall songs and videos and don't mind at all seeing or listening to them."

"What the commission should do, instead, is to rate the programmes like how they rate the international programmes, and make legislation that they be aired at a certain time at night from 11:30 p.m. to 4 a.m., when children are asleep," Jay Will told The Gleaner.

The move against daggerin' songs coincided with a raging debate over the broadcast of sexually explicit material in public media.

The firestorm of criticism was sparked after Sunday Gleaner columnist Esther Tyson called for media managers to be held accountable for the airing of "filth". Tyson particularly hit out at Rampin' Shop, a song performed by dancehall artistes Vybz Kartel and Spice, which is deemed by many social commentators to reek of raunch.

Both deejays have, however, denounced the public outrage as hypocritical.

Moses fell to his death?

Gospel artiste Kassim 'Moses' Grant, who was found dead in the Mammee River district of Gordon Town, St Andrew, on January 26, might have fallen to his death.

Speaking with The Star yesterday, the St Andrew North Police said that reports from the post-mortem done on Tuesday said the gospel crooner died as result of multiple injuries that would have been consistent with a fall.

Deputy Superintendent of Police Altermorth Campbell, crime chief at the division, said the examination revealed that Moses had broken and fractured bones in the torso area in addition to a fractured right hand and foot.

Police reports on the events before Moses' death were that the singer was involved in a dispute in the Mammee River community, during which he discharged a firearm hitting one of two people with whom he was arguing. Triple murderer could face the gallows

Roman 'Puggo' Thomas, of Central Village, St Catherine, was found guilty of triple murder and could face the death penalty.

A Home Circuit Court jury retired for more than three hours yesterday and found him guilty.

Supreme Court Judge Paulette Williams has put off sentencing until March 6.

The Crown, represented by Crown Counsel Karen Seymour-Johnson, led evidence that on February 22, 2004, Thomas went to Watson Grove, Portmore, St Catherine and shot dead two men and a woman.

The sole witness who was in the Witness Protection Programme only knew the deceased by their aliases. Photographs were shown to him in court and he identified the deceased as the persons who he saw Thomas firing shots at on February 22, 2004.

One of the deceased was a Rastafarian whose correct name was Paul Henry but he was known as 'Matlock'. The others were Anthony 'Teo' Hunter and his girlfriend Cleta Atkinson.

Thomas denied being involved in any shooting.

OCHO RIOS, St Ann: A pair of Usain Bolt's Puma track shoes, autographed by the world's fastest man, is up for auction at the 45th annual convention of the Jamaica Dental Association (JDA), which ends Sunday at the Sunset Jamaica Grande hotel in Ocho Rios.

Proceeds from the silent auction, which also includes several other items, will go towards a clinic established by the JDA on the grounds of the National Children's Home in Hope Pastures, St Andrew.

"The JDA decided it needs to give something back, so five years ago we started the clinic, treating children from seven different homes located in Kingston and St Andrew. These include children who are physically and mentally challenged," said Dr Lorraine Cawley-Gordon, chairperson for the convention.

The clinic is run mainly from donations from attendees at the annual conventions and other sources and also from the proceeds of fund-raising events.

The silent auction is one such fund-raisers this year, with all proceeds earmarked for the clinic.

"One interesting item that we're auctioning is a pair of boots from Usain Bolt that was autographed by him; he donated that," Cawley-Gordon said.

Bidding started at a moderate J$40,000 and there was at least one bidder up to late Thursday, meaning that the effort would raise at least that amount.

Organisers are hoping, however, that the shoes will fetch a hefty bid in order to boost the income for the running of the clinic this year.

Earlier this year, at a fund- raising concert for the Bustamante Hospital for Children, organised by reggae superstar Shaggy, a pair of Bolt's autographed shoes reportedly fetched over J$300,000.

Chris Browns rumored list of damage control aid has grown to include Paris Hiltons former publicist Mike Sitrick.

Sitrick, known for aiding the sociailte after her highly publicized 24 hour jail stint a few years back, is now rumored to be helping Chris Brown in his quest to gain control of his legal woes and faltering image.

According to Fox411 columist Roger Friedman, Sitrick allegedly wrote the lame statement Brown issued Sunday where the singer takes on the press and bloggers who were making things up.

Friedman also says Sitrick is probably the only one who would take a gig with Chris Brown:

I know one press agency that turned him down cold. There were probably others. Flacks dont generally have consciences, but if they represent well known women whove taken stands against domestic abuse, theres no way they can represent Chris Brown.

The police have cited social intervention as one of the major contributors to the island's slowing crime rate.

Murders, shootings, rape and carnal abuse have all dropped significantly, when compared with the last two years.

Homicides in January fell to their lowest levels in 24 months, plunging by 16 per cent when compared with the same period last year and by nearly 23 per cent when compared with January 2007.

Gang violence continued to account for most of the nation's murders, the police statistics indicate, primarily in the areas of south St Andrew, central St Andrew and St Catherine.

Reports of shooting declined marginally - by one per cent - but rape and carnal abuse fell by nine and 47 per cent, respectively.

Deputy Commissioner of Police Mark Shields, Jamaica's crime chief, says while there has been an improvement in police strategy to c****at criminals, the fall in the number of murders is largely due to the success of the intervention of social groups such as the Peace Management Initiative (PMI) and the Violence Prevention Alliance (VPA).

"We (police) cannot take all the credit. I think that organisations such as the PMI are working very passionately and patiently to bring some of these groups together to solve some of these murders," he says.

Peace agreement

He cited the reduction of murders in August Town, St Andrew, as an example of the effectiveness of civic-group intervention. Last year, the PMI brokered a peace agreement between warring factions in the community.

Chairman of the VPA, Dr Elizabeth Ward, says while social intervention programmes are reaching their target audience, many remain starved of resources. With a cash injection of even $10 million more annually to social intervention, she said, many non-governmental groups could double their efficiency and reach.

"The interventions are helping, but I wouldn't hold my breath. If they are not supported and sustained over time ... the intrinsic problems - the layoffs and shortage of day jobs and all these kinds of things - are probably going to put a lot of pressure back on those communities," Ward lamented.

She also noted that when crime rates fell, social groups were faced with more pressure.

"To keep it (crime) down is going to require 10 times the work that it took to get it down and are we willing to put that in?" she questioned.

A married Manchester United fan drove 400 miles to begin an affair with a girl he had met on Facebook, only to discover it had been a hoax set up by two rival Liverpool supporters

Stuart Slann, 39, made the nine-hour trip from his home in Sheffield to a remote farm in Scotland last month on the promise of meeting the woman he had been swapping suggestive messages with for several weeks.


However, after arriving at the deserted house and waiting for a further three hours in his car for "Emma" to finish work and show up, the two pranksters called him to confess.


To add to his humiliation, they recorded the conversation and put it onto Facebook, the social networking website, and video-sharing website YouTube, along with an embarra**ing photograph.


It was then that Mr Slann's wife Louise, 32, discovered the "affair". Their marriage is now over.


Mr Slann said: "It was a cruel thing to do. I've been taken for a ride. They wound me up good and proper."


The Manchester United fan met the unnamed men, believed to be cage-fighters, during a holiday in Cancun, Mexico, last November.


The three soon started to argue about their rival teams, and a series of heated exchanges ensued over the three-week holiday.


On one occasion the Liverpool Football Club fans threw Mr Slann into the pool, and he accidentally broke his ankle.

Robberies, break-ins jump

ROBBERIES, larceny and break-ins all had high increases in January, when compared to the same period last year, according to the monthly crime statistics released yesterday by the Jamaican police.

However, there were decreases in murder, rape and carnal abuse.

According to the police statistics, 284 burglaries were reported last month, a 139 per cent increase when compared to 119 burglaries recorded in January 2008. The statistics also showed that there were 227 cases of robberies, compared to 157 the previous year, while larceny jumped 457 per cent from seven to 39.

Guns were used in 134 of the robberies and knives in 53.
Murders dropped from 137 in January 2008 to 115 this year; rapes from 53 to 48 and carnal abuse from 34 to 18. The number of people shot and injured rose by one, from 115.

Yesterday, Mark Shields, the deputy commissioner in charge of crime, said recent job cuts and a drop in remittances in wake of the world-wide economic downturn could be contributing factors to the spike in robberies, larceny and burglaries.

".I can't scientifically prove that, as no research has been done, but it is just a gut feeling," Shields told Observer.

Shields said, too, that more stringent crime recording methods and a victims' receipt programme implemented in May last year had resulted in more efficient recording of crime figures.

The programme required cops who record reports of crimes at police stations to issue a receipt to the complainant and log the complaint. The police have also encouraged members of the public to report crimes at any police station instead of the age-old practice of reporting a crime in the police division where the crime occurred.

"As I predicted, the numbers of property crimes would go up because of the systems now in place. These have also contributed to the rise in numbers," Shields said.

Meanwhile, eight women and five children were among the 115 persons killed last month. A police officer was among the murdered.

JAMAICA'S Major Investigation Task Force's (MIT) focused approach to solving gun-related murders is to expand beyond the Corporate Area, starting in Clarendon, St James and St Catherine, Commanding Officer Selvin Hay has disclosed.

"Our number one problem right now is homicide, and if we can get the capability to approach the investigations in a focused way across the island, that would be a great reward to the Jamaica Constabulary Force (JCF) and Jamaica," he said.

He said the expansion of the unit would also allow others in the JCF to become exposed to the MIT's type of investigating and, hopefully, adopt some of its principles.

He also expressed optimism that some MIT personnel will be able to go to various police divisions, while personnel from the divisions come into the MIT, and help spread the principle of a focused approach to investigations.

"I know that out there, it is difficult to focus, the way that we do. We are dedicated to investigating murders and the shootings that accompany them, while the detective at the division level has to be looking at all the major crimes - murders, rape, shootings, burglary. So they can't dedicate the time and energy and focus on a particular investigation, as we do," he states.

The MIT is a division of the Serious and Organised Crime Branch of the JCF, which investigates gun-related crimes in Kingston and St Andrew. It also provides support when it is directed to intervene in, collaborating with divisions and operational arms such as the Mobile Reserve.

Explaining the difference between Operation Kingfish and the MIT, Superintendent Hay said that while Kingfish targets major gang leaders, the MIT goes after all gun-related murderers.

In his contribution to the State of the Nation Debate in the Senate, last month, National Security Minister, Senator Trevor MacMillan, said that the MIT was developing its own community contacts and that it acts independently, where necessary, to reassure and protect vulnerable victims and witnesses.

He said that one of the major indicators of success so far, has been the number of vulnerable witnesses who have come forward with statements where, previously, they may have feared reprisals, or felt that they could not trust the police.

Superintendent Hay said that although the MIT has been in existence since 2006, because of the resource constraints, it could not take on cases en bloc from the start.

ERNEST SMITH, the member of parliament (MP) for South West St Ann, is resolute in his stance against local gay-advocate group, Jamaica Forum for Lesbians, All-sexuals and Gays (J-FLAG).

Smith told The Gleaner yesterday that the group's continued existence, which he argued was illegal, could lead to other persons forming similar illegal organisations, such as paedophiles and ganja smokers' associations.

"They should be outlawed! How can you legitimise an organisation that is formed for the purpose of committing criminal offences?" Smith declared.

J-FLAG was founded in December 1998 to provide a voice and community for sex minorities. Last week, Smith, a government backbencher, called on the director of public prosecutions (DPP) to instruct the police to investigate J-FLAG, with a view to having its members criminally charged.

However, DPP Paula Llewellyn has said she was not going to comment on Smith's request.

Protection of interests

In responding to Smith last night, J-FLAG noted that Section 23 (1) of the Jamaican Constitution states: "No person shall be hindered in the enjoyment of his freedom of peaceful assembly and association, that is to say, his right peacefully to assemble freely and associate with other persons and in particular to form or belong to trade unions or other associations for the protection of his interests."

The group said: "J-FLAG has been able to operate successfully under this provision in the legislation for the past 10 years. J-FLAG agitates for legal and social change and we believe that there is always provision for any group to agitate for laws to be changed."

Since his statement in Parliament last Tuesday, Smith has been lambasted by sections of the society for making undemocratic utterances. However, the MP, who is also an attorney-at-law, was unrepentant.

"A lot of people, for their own selfish underhanded purposes, seek to misconstrue the principles of democracy," he said.

"Democracy, with all its freedoms, is not a licence for persons to encourage criminality or otherwise conspire to corrupt public morals."

In his presentation to Parliament last week, Smith argued that the proper sentence for buggery should be life imprisonment, as in the case of grievous sexual assault.

Smith has, however, apologised for controversial comments he made about the police force during the same presentation in Gordon House last week. At that time, he described the police force as "overrun" by homosexuals.

The Jamaica Labour Party, in a statement issued on the weekend, distanced itself from Smith's comments and urged the police not to be "distracted by (Smith's) unfortunate remarks".

POLICE Constable Rushon Hamilton was Saturday charged with murder in the case of kidnapped 14-year-old Jhaneel Goulbourne, based on a ruling by the office of the Director of Public Prosecutions, which had reviewed a case file containing allegations against the cop.

Hamilton has been locked behind bars since November last year, days after the teenager was kidnapped by armed men at her gate at Harbour View in East Kingston. The child had told officers at the Centre for the Investigation of Sexual Offences and Child Abuse (CISOCA) that Hamilton had carnally abused her in the barrack room of the Elletson Road Police Station, the headquarters of the Kingston East Police Division.

Hamilton was held and charged with carnal abuse, indecent assault and attempting to pervert the course of justice, after police received reports that he attempted to coerce the child to change her original statement.

Another policeman, Constable Michael McDonald, and a woman, Rachel Roberts, who police said is Hamilton's spouse, were arrested and charged last Wednesday in connection with Jhaneel's disappearance.

So far there has been no trace of the child's body despite several searches in Hamilton's home parish of St Mary and other sections of the island, including sections of the Palisadoes Strip and the Port Royal main road in Kingston.

Last week, Deputy Commissioner Mark Shields said investigators were hoping to make a significant breakthrough in the case and provide closure for Jhaneel's worried relatives.

"We are hoping to make significant progress," Shields said guardedly.

He steered clear of allegations by Jhaneel's relatives that concrete weights were tied to her body before it was dumped at sea.

"We cannot confirm that," Shields said.

Marion "Suge" Knight was treated at a local Scottsdale, Arizona hospital, allegedly for broken bones in his face, after he was assaulted by a man associated with R&B singer Akon. Police were called to a private party hosted by Akon on the second floor pool area of the W Hotel around 3:30AM this morning. Hotel security expressed concern to local police that an altercation was brewing between two parties in the VIP area. As officers arrived, they witnessed one person identified as Robert Carnes Jr. punch Knight in the head two times. Officers used tasers to break up the fracas and later arrested Carnes Jr., 38, of Pennsylvania and another suspect, Thomas Leon Anderson Jr, a 33-year-old resident of California. Knight was transported to SHC-Osborn hospital, where he was treated for several broken bones in his face and released. Anderson was charged with one count of misdemeanor disorderly conduct. According to Scottsdale police, Carnes Jr. is charged with one count of felony aggravated assault, due to the severity of the Knights injuries. Both suspects were booked into Scottsdale City jail and are being held in custody.

Chris Brown 'Sorry And Saddened ... Over What Transpired'

Chris Brown issued a statement on Sunday (February 15), a week after his alleged altercation with singer Rihanna.

"Words cannot begin to express how sorry and saddened I am over what transpired," the statement reads. "I am seeking the counseling of my pastor, my mother and other loved ones and I am committed, with God's help, to emerging a better person.

"Much of what has been speculated or reported on blogs and/or reported in the media is wrong," the statement continues. "While I would like to be able to talk about this more, until the legal issues are resolved, this is all I can say except that I have not written any messages or made any posts to Facebook, on blogs or any place else. Those posts or writings under my name are frauds."

The statement did not directly address the alleged altercation. Brown was arrested February 8 on suspicion of making criminal threats, released on $50,000 bail and given a March 5 court date.

Brown's biological father and sister, as well as Rihanna's father, have spoken out in the wake of the incident. Jay-Z spoke with reporters on Saturday about it as well.

Rihanna's father said the singer is resting with friends in Barbados. Brown's father said he is currently at "home," presumably in Virginia.

Jay-Z on Rihanna: "Imagine It Being Your Sister Or Mom

Shawn Jay-Z Carter broke his silence on the Rihanna/Chris Brown alleged domestic violence case on Saturday during the highly trafficked NBA All-Star Weekend.



"This is a real situation. You have to have compassion for others. Just imagine it being your sister or mom and then think about how we should talk about that," Jay-Z said while at Sprite Green presents the Third Annual Two Kings dinner with Jay-Z and Lebron James.

The mogul made no mention of guilt or innocence, but simply offered words of encouragement.

"I just think we should all support her. She's going through a tough time. You have to realize she's a young girl, as well. She's very young, he stated.

Jay-Z was not as open when asked if he had seen Rihanna since the alleged incident and replied, "I don't want to go into it."

The remarks of compassion are far different than the US magazine report that Jay-Z labeled Brown a walking dead man.

Rihanna's father, Ronald Fenty, told People magazine that his super start daughter is bruised, but "she will be all right." He said he spent time with her on Thursday in Barbados.

Chris Brown's father also spoke to People and said that his son is apologetic about the matter that has marred the singers entertainment persona. Clinton Brown of Toppahannock, Virginia said, "He's reflecting on this situation. He's very remorseful. He's very concerned about the situation he wants to make sure that (Rihanna is) okay."

Ronald Fenty also said that he was happy, the couple's relationship was over.

"The relationship is over and I am pleased. She doesn't want to speak to Chris. She is being very brave about things and said that she will be back on stage performing soon," Fenty said.

The 20-year-old Rihanna was allegedly attacked on Feb. 8 in Los Angeles by Chris Brown, 19. Brown was subsequently arrested and faces several years in jail. Authorities have yet to formally reveal that Rihanna is actually the victim of the attack.

Ronald Fenty says of Chris Brown, 'You think you know somebody, but you really don't.'

Just a day after an interview with Chris Brown's father appeared on People.com, the magazine has published an interview with Rihanna's father, Ronald Fenty.

Fenty reportedly told the magazine that when he first heard about her alleged altercation with Chris Brown, "I didn't believe it. I know my daughter," he said, adding about Brown, "You think you know somebody, but you really don't."

The alleged incident took place before the Grammy Awards last Sunday. Brown was arrested and released on bail; Rihanna is reportedly cooperating with police.

"At some point, she will speak out," he added. "I hope she will stand up for women all over the world."

Fenty said Rihanna is currently spending time with girlfriends in Barbados. Although he said he wouldn't tell his daughter what to do, he added, "If it were me, I'd move on."

Fenty said the last time he had seen Rihanna and Brown together was in July. "They seemed pretty happy," he said. "I don't know what went wrong."

On Friday, the magazine published an interview with Brown's biological father, Clinton Brown.

Chris Brown 'Wants To Make Sure Rihanna Is OK,' Dad Says
Clinton Brown tells People there are 'two sides to every story.'

Chris Brown's biological father, Clinton Brown, said that his son is at home and "filled with concern" about his alleged altercation with Rihanna.

"He's reflecting on this situation," Brown, 44, a corrections officer, told People magazine in an interview near his home in Tappahannock, Virginia. "He's very remorseful. He's very concerned about the situation and he wants to make sure that [Rihanna's] OK. This is unfortunate, this stumble, this situation," Brown added. "Hopefully, he will get past it. We all have our shortcomings. We all trip."

Brown had flown to Los Angeles to be with his son for the Grammy Awards who later cancelled his appearance on the show, but ultimately did not attend.

Brown told the magazine there are "two sides to every story. If you are on his side, you are on his side," he said. "Just because someone trips, if you are truly a fan, you are not going to demonize him instantaneously."

Noting that he spoke with his son on Thursday, Brown declined to reveal where Chris is, but said, "Let's just say he's home. Just know that he's home. He needed some time to get his thoughts together and regroup."

Brown said his son is "lovable young man" and worries how people are going to treat him in light of the allegations.

"This music industry is very unforgiving when it comes to having indiscretions," Brown said. "He will continue to be a good person. He loves people. And like most of us, most humans, things will occur. And hopefully a person won't be judged simply on that alone."

Clinton says that despite everything that has happened, "As a father, I couldn't be more proud. He's the light of my life," adding, "I think he's [going to] grow as an individual. He's going to take from this situation and learn from it."

Brown's sister has also spoken about the situation.

Brown's former stepfather, Donnelle Hawkins, disputed the singer's earlier claims that he had abused Chris' mother. Fans have commented in droves on the situation.

Rihanna is holding up well. Everyone is looking after her--she is just trying to catch herself and get her life back on track. None of this is as bad as everyone makes it sound. Her injuries weren't near as bad as people make them sound."

This is an open letter to the commander, Area Three Police - Clarendon.

Dear Sir:

Please bear with me as I relate an experience that I had on December 25, as I travelled through the Frankfield square. Let me first admit that having had this experience every 'Christmas morning' for the last few (at least three) years, this is the first time I have sought to bring the situation to the attention of the authorities.

About 6 a.m., my mother and I were less than one kilometre from the Frankfield square, as we made our way to a Christmas morning service a few miles away.

We knew it was not a good sign when we noticed that vehicles had been parked on both sides of the roadway, thereby reducing it to single- lane traffic flow.

You see, we had experienced the same thing in previous years and, therefore, knew the challenges that might have been ahead. Nevertheless, we pressed on.

Worst fears realised

Our worst fears were realised about half an hour later when we came to a standstill at the roundabout in the square, where a street dance was in progress. The roadway was blocked and we could neither 'seven nor eleven'.

As we waited at the mercy of persons attending the dance, the vehicle began to vibrate. I noticed that it was caused from a little boy and a little girl who seemed to be having way too much fun to realise or care about what was happening, so I interrupted them. The little boy responded, "Sorry, but a jus' di daggering."

Just then, I wondered what would have happened if someone had a medical emergency and needed to be rushed to the Percy Junor Hospital in Spaldings. The answer was obvious.

My thoughts were interrupted when my mother exclaimed that there seemed to be a fight, as a man had been seen violently hoisting a woman on to a vehicle, and she saw no police around. I looked across to where she pointed and was able to reassure her that it was not a fight - it was jus 'di daggering'.

Remained stuck

Shortly after, a voice boomed words to the effect, "Di officer seh if oonu mek di traffic flow, wi can gwaan fi half-hour more." My feeling of relief was short-lived, as we remained stuck. However, more 'encouragement' came in words to the effect, "Mi love how oonu a free up di traffic."

Desperate for a solution, I wondered how difficult it would have been for that 'strategy' to have been put to work for the duration of the dance. We remained stuck for another 10 or so minutes, after which we were able to get through the square about 7:10 a.m. It had taken us over one hour to cover less than one kilometre!

I have been told that the Frankfield police generally do a good job, so my guess is that they need help with this one. Commander, please help.

CHICAGO "Chemistry look what you've done to me," Donna Summer crooned in Science of Love, and so, it seems, she was right. Just in time for Valentine's Day, a panel of scientists examined the mystery of what happens when hearts throb and lips lock. Kissing, it turns out, unleashes chemicals that ease stress hormones in both sexes and encourage bonding in men, though not so much in women.

Chemicals in the saliva may be a way to assess a mate, Wendy Hill, dean of the faculty and a professor of neuroscience at Lafayette College, told a meeting of the American Association for the Advancement of Science on Friday.

In an experiment, Hill explained, pairs of heterosexual college students who kissed for 15 minutes while listening to music experienced significant changes in their levels of the chemicals oxytocin, which affects pair bonding, and cortisol, which is associated with stress. Their *lo** and saliva levels of the chemicals were compared before and after the kiss.

Both men and women had a decline in cortisol after smooching, an indication their stress levels declined.

For men, oxytocin levels increased, indicating more interest in bonding, while oxytocin levels went down in women. "This was a surprise," Hill said.

In a test group that merely held hands, chemical changes were similar, but much less pronounced, she said.

The experiment was conducted in a student health center, Hill noted. She plans a repeat "in a more romantic setting."

Hill spoke at the session on the Science of Kissing, along with Helen Fisher of Rutgers University and Donald Lateiner of Ohio Wesleyan University.

Fisher noted that more than 90 percent of human societies practice kissing, which she believes has three components the sex drive, romantic love and attachment.

The sex drive pushes individuals to assess a variety of partners, then romantic love causes them to focus on an individual, she said. Attachment then allows them to tolerate this person long enough to raise a child.

Men tend to think of kissing as a prelude to copulation, Fisher said. She noted that men prefer "sloppy" kisses, in which chemicals including testosterone can be passed on to the women in saliva. Testosterone increases the sex drive in both males and females.

"When you kiss an enormous part of your brain becomes active," she added. Romantic love can last a long time, "if you kiss the right person."

Lateiner, a classical scholar, observed that kissing appears infrequently in Greek and Roman art, but was widely practiced, despite the spread of skin disease at that time by facial kissing. And there was a potential for social faux pas by kissing the wrong person at the wrong time.

Overall, the science of kissing philematology is under-researcherd, Hill concluded.

this month was supposed to be a month where we celebrate black history or discuss ways on how to better ourselves for the crumbling economic situation affecting us, but we get so caught up in other ppl's domestic disputes

even a "violence against women" group reported that they will be protesting over this incident in weeks to come, thye made a report stating that men should not resort to physically harming a woman "dispite what lead to the dispute" so in other words if the woman kill ur kids, u shudnt harm her....i guess....anyway....i think that we are over-exaggerating about something thats none of our business, its all celeb mix-up and until we can arise from all this foolishness, we will not change...

A new music survey conducted by UK indie label Marrakesh Records has suggested that young music fans in the UK may prefer listening to music to having sex.

Around 1,000 people aged 15-24 filled in the survey, with 60 per cent of those who took part saying that they would prefer to go without sex for a week than without listening to music.

Those questioned on the whole felt that they shouldn't have to pay for music, with 61 per cent saying it should be free, and 70 per cent saying they felt no guilt for downloading music free.

The average amount of music in respondents' collections that had not been paid for was 43 per cent.

Despite the survey showing that most respondents downloaded music, with 81 per cent having used an MP3 player in the week running up to filling in the survey, 70 per cent said they had bought a CD within the same week.

The full results of the survey will be available to view at Marrakeshrecords.com on Monday (February 16).

As Dr Jelani Niaah, lecturer in Rastafari Studies at the University of the West Indies (UWI), approached the end of the 12th annual Bob Marley Lecture on Tuesday images, images of the Obamas were shown onscreen.

Barack and Michelle Obama were seen in open, unaffected displays of affection, as Third World's Now That We've Found Love was played for the substantial audience at the UWI's Undercroft.

Niaah said "Obama perhaps could be seen as the contemporary Marley aesthetic." He added that the Rastafarian, once the outcast, was now seen as a teacher of love to a people who had no love.

Significant

It was the end of a journey in which Niaah had traced One Love from its beginnings, through Rastafari and Marley. Music played a significant, though not overly heavy role in the multimedia presentation. Redemption Song played after Niaah said Marley had become "a modern-day African patriot saint." Other reggae luminaries were not left out, Third World advising Try Jah Love and finding a Sense of Purpose and Dennis Brown's image also appearing on the screen.

Closer to the beginning, Marley's One Love was played; the first sound clip of the evening.

Niaah said early expressions of 'one love' were found in Garvey, Rastafari, Jamaica's national motto and Haile Selassie, with one love leadership coming through Alexander Bedward, A. Rogers and Leonard Howell.

Unlike many who would dismiss 'Out of Many One People' as being simply untrue, Niaah said he embraced the spirit of the motto and suggested it was prophecy.

African Diaspora

There was extensive detail on Mortimer Planno's role in the Rastafari movement and his influence on Marley, as well as others who gathered in Planno's Trench Town 'Open Yard'. Planno's approach of 'each one teach one' ("We get the people wise," Planno had said) was taken from the streets to the studio, creating a new music genre and new band of teachers on the African Diaspora.

Before quoting Haile Selassie on spirituality, Niaah spoke of Rastafari within one love as the voice of the people, uniting the world and divine destiny.

Throughout the lecture, the connections between Jamaica and Africa were clearly established through speeches by Selassie ("There is a bond of gratitude, a bond of brotherhood"), Rastafari missions to Africa and the letters Africans, in particular Nigerians, sent to Marley.

The message

In the end, after the lecture was finished and throughout the interactive session which followed, the message which remained on the screen was "Rastafari as a sentiment of pure love."

The 12th annual Bob Marley Lecture was hosted by Dr Donna Hope Marquis, who, along with Niaah, noted Professor Carolyn Cooper's role in establishing the lecture series.

LAS VEGAS Nevada gambling regulators have warned casinos about a card-counting program for Apple's iPhone and iPod Touch that can illegally help players beat the house in blackjack.

Card counting by players is not illegal in Nevada but using a device to count cards is considered a felony.

The Nevada Gaming Control Board warned casinos of the program last week.

Nevada learned of the program from California gambling regulators who said officials at an Indian casino found customers using it.

But board member Randy Sayre says the agency hasn't received any reports of the program being used in Nevada.

Card counting can help blackjack players determine when they are likely to win a hand and should adjust their bets.

Fifty-eight-year-old Texas billionaire R. Allen Stanford is looking a lot more like the next Bernie Madoff.

The Securities and Exchange Commission, the Financial Industry Regulatory Authority and the Federal Bureau of Investigations are looking into the eccentric money man for alleged fraud involving his Stanford International Bank, which claims to have $8.5 billion in assets and some 30,000 investors.

Sir Stanford--he was the first American to receive knighthood from the government of Antigua and is infamous for his efforts to revive West Indian cricket--has managed to report shockingly consistent returns for years. Even in 2008, when Wall Street was hit across the board, he managed to make a 6% profit on his portfolio.

The return is even more impressive, notes Felix Salmon, given that Stanford International Bank is a bank that doesn't make loans:

"SIB, it turns out, is a very peculiar fish indeed: it offers extremely high interest rates on its deposits -- on the order of 7.5% for a one-year CD. It then takes that money and, rather than lending it out at a higher rate still, invests it in stocks and hedge funds and commodities and the like."

As the investigation into Chris Brown's alleged assault on Rihanna continues, the story continues to deepen. A slew of new reports offers more insight into what may have happened before, during, and after the incident that took place this past weekend. The 911 call from residents nearby the scene show "the sound of a woman screaming," according to LAPD Detective Deshon Andrews.
New reports offer some clarity on what may have actually caused the incident. A New York Daily News source tells them that while the couple was in their car, Brown received a "booty call" text message from another girl, which sparked an argument. "She got out of the car. He wanted her to get back in, so he grabbed her ... She pulled away. That's when she's told people he hit her," the Daily News' source said
The 19-year-old Brown allegedly left Rihanna, 20, beaten and *lo**ied with contusions on her face and a split lip. An E! News source says that the R&B starlet was "beaten really badly and hysterical" when police arrived on the scene, and that she "didn't want anyone to touch her, she was in so much pain."
Us Weekly is also reporting that Rihanna had bruises on her neck in December, according to a source. When the source asked Rihanna about the marks, "She told me, 'We broke up again.' I didn't pursue the issue further."
TMZ has photos of Brown's silver Lamborghini, which they report may have been dusted for fingerprints in the investigation.
In a New York Post (via Us) report, rapper Jay-Z -- who discovered and mentored Rihanna and even sang on her massive hit 'Umbrella' -- reportedly "hit the roof" over the news, leaving many to think Brown's safety may be at risk. The Post reports that an Us source calls Brown "a walking dead man."
Following the incident, Brown turned himself in to authorities and was charged with making a criminal threat, but those charges could be upgraded. He was released on $50,000 bail following his arrest.
Britney Spears' former pal Osama "Sam" Lutfi and one-time boyfriend Adnan Ghalib are now legally required to keep their distance from the megastar. Attorneys for Spears and her father, who is her legal conservator, received a restraining order against the two on Friday. The documents state that Lutfi, Ghalib and attorney Jon Eardley have been trying to gain control of Spears' affairs.
Lutfi was a manager and friend of Spears, whose mother once accused him of grinding pills into her food to control her. Ghalib, a paparazzo, had dated the singer. TMZ broke the story just after the order was granted Friday, alleging that Lufti had sent "anonymous, hara**ing and threatening" messages to Spears' father. TMZ also reports that Lufti had "tried peddling false and hurtful info about Jamie, Britney and others in her family."
Judge Aviva K. Bobb signed a temporary restraining order Friday forbidding Lutfi, Ghalib and Eardley from having contact with Spears, her parents and her young children. A hearing on whether to extend the order is scheduled for next month.
The documents, released late Friday, claim that Lutfi tried to contact Spears in late December by sending text messages to her hairdresser. The documents state Lutfi later started sending text messages to Spears and one of her father's attorneys, Blair Berk, trying to arrange a meeting.
Spears father, Jamie, wrote in a sworn declaration that he has found Lutfi's phone number in his daughter's phone records.
The documents state that Spears continues to inform Ghalib of her travel "and that he then arranges for paparazzi to meet and film her to his financial benefit," the documents state.
A phone message left for Lutfi was not returned Friday. A phone number for Ghalib could not immediately be found.
Geraldine Wyle, an attorney for Jamie Spears, wrote that Lutfi and Ghalib have "disappeared," and private investigators had been trying to find the pair unsuccessfully for six weeks.
This week, the documents state, an attorney sent a proposal to remove Spears' court appointed attorney. He later told Spears' attorneys that he had been contacted by Eardley and Lutfi, according to the filings. The documents were never filed with the court, and that attorney dropped Lutfi and Eardley as clients, the documents state.
Eardley once claimed to be Spears' attorney and tried to get her conservatorship case moved to federal court. A phone message left at Eardley's office was not returned Friday.
Spears and her father agreed not to renew a temporary restraining order that was issued against Lutfi last year when it expired in July.
At the time, Spears' court-appointed attorney Samuel D. Ingham III issued a statement renouncing their friendship. "Britney has made clear to everyone that she does not want to be further hara**ed or contacted in any way by Osama 'Sam' Lutfi, now or at anytime in the future," Ingham said in a statement.
Lutfi at the time declined to comment, saying only that he and Jamie Spears had reached an agreement.
That arrangement called for Lutfi to have no contact with Britney Spears or her parents, according to details released Friday.
Spears was placed under the conservatorship a year ago on Sunday. The arrangement has been expensive her estate has paid out hundreds of thousands of dollars in legal fees but since her father took control of her life, the pop singer has not had the bouts of erratic behavior, including two hospitalizations, that led to his intervention.
She released her newest album, "Circus" in December on her 27th birthday and is preparing for an upcoming concert tour.
Rihanna has been identified as the victim in Chris Brown's assault charge, TMZ first reported, and now there's more details coming out about what happened in the hours after the incident. A RadarOnline.com witness who was in the hospital with Rihanna says the 'Disturbia' singer "was clearly very upset by what had happened and I could hear her screaming."

The source also says that Rihanna's "staff was also very shaken by what had happened. Later on I saw one of the assistants crying into the shoulder of the security guard. TMZ first reported that Brown had surrendered to police. He posted $50,000 bail and was released, and according to one source, Rihanna "suffered contusions and bite marks."
The LAPD had stated in a release the 19-year-old R&B singer and a woman were in a vehicle in the Hanc**k Park neighborhood early Sunday when they began arguing. After they exited the car, the argument escalated. The LAPD has indicated they will not release the accuser's name.
"The identity of the victim will not be released," Officer April Harding said at the time. "Any victim who's involved in a domestic violence incident is entitled to confidentiality."
According to a PEOPLE source, Rihanna and Brown have had "lots of ups and downs" of late, saying that "one second they're all lovey dovey and then they're fighting like crazy. They're both pretty stubborn."
Brown has long been dating pop superstar Rihanna, who was slated to perform early in the Grammys show on Sunday night. But she dropped out, the Recording Academy said in a statement less than an hour before the show and she was not seen at the venue as the show was about to get under way.
"We have just been informed that Rihanna will not be attending tonight's 51st Annual Grammy Awards. We're sorry she is unable to join us," the academy said in a brief statement that did not offer any further explanation.
