A Georgia man spent more than a year behind bars for failing to pay child support for a child that wasn't his, but he was released after DNA tests showed he wasn't the father. Frank Hatley, 50, had been jailed since June 2008 for not making payments, but two separate DNA tests in the last nine years showed he was not the father of the boy, who is now 21. Southern Center for Human Rights attorney Sarah Geraghty won Hatley's release at a hearing Wednesday in Superior Court. A court order has also relieved him of his financial obligation to the Georgia Department of Human Resources. "State child support officials have shown extraordinarily poor judgment in Mr. Hatley's case," Geraghty said. Although Hatley was freed from making future payments after a 2001 hearing, Superior Court Judge Dan Perkins had ordered him to continue making $16,000 in back payments. He paid $6,000 of that before being laid off from his job. Perkins ordered Hatley's immediate release Wednesday after determining that he was indigent. Although he was released, Hatley's paternity case is still unresolved. No future hearings are scheduled. "Out of it all, I just feel like justice should be served for me in this case," Hatley told The Atlanta Journal-Constitution shortly after his release. "I shouldn't have to keep being punished for a child that is not mine." Hatley had a relationship with Essie Lee Morrison, who had a baby in 1987 and told Hatley the child was his, according to court records. The couple never married and split up shortly afterward. In 1989, Morrison applied for public assistance through the state Department of Human Resources. Hatley agreed to reimburse the state because he believed the boy was his. Documents show Hatley paid at least $9,500. But in 2000, DNA samples showed the two were not related, according to court records. A test earlier this month confirmed that.

Legal Pot Would Bring in $1.4B for Calif.
Tax Officials Release Analysis of Revenue Benefits for Cash-Strapped State; Legalization Bill Pending

(AP) A bill to tax and regulate marijuana in California like alcohol would generate nearly $1.4 billion in revenue for the cash-strapped state, according to an official analysis released Wednesday by tax officials.

The State Board of Equalization report estimates marijuana retail sales would bring $990 million from a $50-per-ounce fee and $392 million in sales taxes.

The bill introduced by San Francisco Democratic Assemblyman Tom Ammiano in February would allow adults 21 and older to legally possess, grow and sell marijuana.

Ammiano has promoted the bill as a way to help bridge the state's $26.3 billion budget shortfall.

"It defies reason to propose closing parks and eliminating vital services for the poor while this potential revenue is available," Ammiano said in a statement.

The way the bill is written, the state could not begin collecting taxes until the federal government legalizes marijuana. A spokesman says Ammiano plans to amend the bill to remove that provision.

The legislation requires all revenue generated by the $50-per-ounce fee to be used for drug education and rehabilitation programs. The state's 9 percent sales tax would be applied to retail sales, while the fee would likely be charged at the wholesale level and built into the retail price.

The Equalization Board used law enforcement and academic studies to calculate that about 16 million ounces - or 500 tons - of marijuana are consumed in California each year.

Marijuana use would likely increase by about 30 percent once the law took effect because legalization would lead to falling prices, the board said.

Estimates of marijuana use, cultivation and sales are notoriously difficult to come by because of the drug's status as a black-market substance. Calculations by marijuana advocates and law enforcement officials often differ widely.

"That's one reason why we look at multiple reports from multiple sources - so that no one agenda is considered to be the deciding or determining data," said board spokeswoman Anita Gore.

Advocates and opponents do agree that California is by far the country's top pot-producing state. Last year law enforcement agencies in California seized nearly 5.3 million plants.

If passed, Ammiano's bill could increase the tension between the state and the U.S. government over marijuana, which is banned outright under federal law. The two sides have clashed often since state voters passed a ballot measure in 1996 legalizing marijuana for medical use.

At the same time, some medical marijuana dispensary operators in the state have said they are less fearful of federal raids since U.S. Attorney General Eric Holder said the Justice Department would defer to state marijuana regulations.

Advocates pounced on the analysis as ammunition for their claim that the ban on marijuana is obsolete.

"We can't borrow or slash our way out of this deficit," said Stephen Gutwillig, California state director of the Drug Policy Alliance. "The legislature must consider innovative sources of new revenue, and marijuana should be at the top of that list."

Ammiano's bill is still in committee. Hearings on the legislation are expected this fall.

A 75-year-old man who slapped and punched a 70-year-old senior citizen after she spurned his sexual advances found himself $25,000 poorer and received a 12-month suspended sentence for his effort when he appeared in court yesterday.

Selvin Woodhouse of Grounds Hall district was was fined after pleading guilty to assault occasioning bodily harm.

He was told by Resident Magistrate Marcia Dunbar-Greene, "Don't go and ask the lady for anymore sex. You must behave yourself. Keep your little tail quiet. No sex, you hear me," said RM Dunbar-Greene.

She issued this warning before ordering Woodhouse to pay $25,000 and giving him a sentence of 12 months' hard labour, suspended for a year, for the assault.

RM Dunbar-Greene told him that if he committed a crime during the 12-month period and is found guilty he will be made to serve the sentence. The complainant thanked the RM and told her that she was threatened by the senior citizen after the matter was reported.

After a stern warning, the complainant was told that she must not worry.

She is said to have spurned his advances by telling him they were both senior citizens and, moreover, she respected their friendship.

He is said to have grabbed her in her collar and slapped her with the back of his hands, hitting out her false teeth, during which time the ex-wife ran from the yard. Someone came to her rescue and took her to the street. However, Woodhouse was not finished, as he again attacked her on the road and slapped her repeatedly. The matter was subsequently reported to the police and the senior citizen, who is also a returning resident, was charged by the police.

Tevez's main man Kia Joorabchian is interested in the City option because of the big money on offer at Eastlands, as well as the chance to prove Sir Alex Ferguson and United wrong.

 The future of Brazilian midfielder Kaka was shrouded in mystery on Tuesday night after Spanish radio station Cadena Ser reported he had joined Real Madrid for £56m - only for the player's spokesman and AC Milan to both deny any deal had been agreed.

 

 

Real are set to go on a spending spree following the return of Florentino Perez as the club's president. Despite Kaka not wishing to leave AC Milan it is believed the offer was too good to turn down and, unlike with Manchester City in January, it seems unlikely the player will reject the move.

The fee would represent a new world record, surpassing the £46m Real paid to Juventus for Zinedine Zidane in 2001. It would also mean Real hold the three highest fees paid, with the £37m for Luis Figo from Barcelona in 2000 completing the set.

The radio station reported a fee of 65million (£56million) which had been confirmed by Kaka's father and agent, Bosco Leite.

But in a statement released on the club's official website, Milan insisted Galliani had only travelled to Madrid to attend a dinner for Perez.

The statement read: "The general manager of the Rosseneri, Adriano Galliani, is in the city of Madrid exclusively for the investiture dinner of Florentino Perez, the new president of Real Madrid.''

And Kaka's spokeman, Diogo Kotscho, said on Tuesday evening: "Kaka will listen to Real and decide whether or not to make the transfer.

"What I can say for certain is that the Spaniards and Milan have not reached any agreement."

Milan owner Silvio Berlusconi said it would be difficult to keep hold of their star man: "I don't know if we will be able to keep Kaka at Milan because they offer him so much money."

AC Milan are set for a major rebuilding exercise following the departure of long-term boss Carlo Ancelotti and the appointment of Leonardo. Milan know they need funds for their new coach to play with and cashing in on the 27-year-old attacking midfielder is seen as one way of providing that.

It also seems to bring to an end speculation that Kaka will be reunited with Ancelotti at Chelsea.

 Arsenal captain Cesc Fabregas believes manager Arsene Wenger should consider a summer move for Liverpool's Xabi Alonso, adding that another midfielder is all the club need.

Rafa Benitez dismissed such reports over the weekend after fresh stories regarding Alonso and a possible switch to Real Madrid.

"We need someone in the middle to make competition and make a difference, plus give us a new dimension. I think that is all we need. The rest is perfect.

Real Madrid have reached an agreement with Lyon to sign Karim Benzema, according to the player's agent.

Widespread reports in Spain and France have suggested Real are closing in on the signature of the French international.

Benzema's future has been the subject of intense speculation for the last few weeks, with Manchester United also credited with an interest in the striker.

However, it appears Real have won the race for Benzema's signature after agreeing a deal in the region of 35 million with Lyon.

Rihanna just can't catch a break now can she? According to sources, Rihanna may be arrested for tattooing civilians. Anyone who is anyone knows that Rihanna has a slight obsession with body art, so much so that she has decided to become a student to the pen, the tattooing pen that is.

Apparently during her tattoo lessons, she decided to give 3 of her fans her own signature tattoo that consisted of an umbrella with the letter "R" under it. Though this is an act that deserves an applause the NYPD is looking to slap some cuffs on her wrist.

The New York Police Department and the NYC Health Department are looking into Rihanna tattooing without a license. The agency told gossip site,TMZ, that "only licensed tattoo artists can administer tattoos in the city according to the City's Health Code. We are sending someone down to follow up on this."

If Rihanna is seen at fault for tattooing clients without a license, she can face being slapped with three misdemeanors for the offense that may include $300 for the first offense, $500 for the second, and $1000 for the third. In addition to that, the shop owner that allowed Rihanna to tattoo without a license in his/her shop could face losing their license as well.

According to the NYC Health Department, unlicensed personnel could cause their clients to develop infections and other health problems if their tattoo's are done improperly.

News has slowly trickled out regarding a new Michael Jackson game for the Xbox 360 and Sony PlayStation 3. The game will apparently contain hits from the artists past and some have indicated that it could be an adventure title.

According to article on Electronic Theatre, MJJ Productions have been working on the game for quite some time. In fact, it appears the game has been in production for monthswell before the death of the legendary music icon.

The game supposedly contains the likeness and voice of Michael Jackson, as well as hit singles from the artists past. What is not known is what kind of game it will be or how players will engage it. However, some sources have speculated that the game could be an adventure title that spans the life of Jackson, starting with the Jackson 5 band and leading up to the present day [freak show] version of the disturbed but talented artist.

According to MJJ the game was already slated for a holiday season, 2009 release. Given the huge popularity of Michael Jackson during this time of his death, it wouldnt be surprising if the game was hurried to the market by the late third-quarter of this year just so license holders can make some extra cash. Its a shame, really.

The International Committee of the Red Cross has described the 1.5 million Palestinians living in Gaza as people "trapped in despair".

In a report, it said that a main cause was the continuing Israeli blockade.

The report comes six months after the end of Israel's military offensive in Gaza in which at least 1,100 Palestinians died.

Israel said the offensive was aimed at curbing rocket attacks into southern Israel by Palestinian militants.

The Red Cross says that the people of Gaza are unable to rebuild their lives and sliding ever deeper into despair.

There is not the cement or steel to reconstruct neighbourhoods hit by Israeli strikes.

Seriously ill patients are not receiving the treatment they need. The water supply is patchy, sanitation on the point of collapse.

Poverty is at what the Red Cross calls an "alarming" level. Large numbers of children are malnourished.

All this, says the Red Cross, is directly linked to Israel's tight closure of the crossing points into Gaza after the Islamist Hamas movement took power there two years ago.

The Israeli prime minister's spokesman told the BBC that Hamas is primarily responsible for the hardship of Gaza's civilian population.

And he said the idea that, should building materials be allowed in, Hamas would not siphon them off for what he called its military machine was simply not credible.

Bounty Gets $750,000 Bail

Dancehall entertainer Rodney Pryce, more popularly known as 'Bounty Killer' was offered bail when he appeared in the Corporate Area Criminal Court on Friday morning. The deejay was charged Thursday with assaulting and pulling a gun on a member of the Jamaica Constabulary Force. The artiste has also been charged with illegal possession of a firearm and assault and unlawful wounding. He was offered $750,000 bail after his attorney Tom Tavares-Finson told the Judge that his client is well known and is not a flight risk. He is to return to court on August 14. The Director of Public Prosecutions had ruled that charges be laid against Bounty Killer and another policeman who was dismissed from the force last year. It is reported that on September 27, 2007, the complainant, a police constable, became embroiled in an altercation with a group of men along St. Lucia Avenue in New Kingston after they blocked the road with their vehicles.                                           The policeman signalled for the men to move however one of them, nicknamed "Ice" allegedly threw alcohol in his face. The cop then jumped from his vehicle to confront 'Ice' when the group of men attacked him. It is alleged that during the confrontation Bounty Killer pulled a firearm. A policeman, who was in the group, allegedly participated in the attack during which the constable was slapped in the face and chest. The police say they have an arrest warrant for Calis Bowen, the cop who was in the entourage.

Their study, "Swearing as a Response to Pain," is published in August's NeuroReport, a journal "for rapid communication of neuroscience research." The report by researchers at England's Keele University found volunteers withstood pain longer when they resorted to distasteful invective.

So, let loose when the pain comes.

It's something English chef Gordon Ramsay has put to use with wild abandon on his TV shows, but his pain is more often of the temporal kind, when kitchen wannabes burn the brûlée or char the Arctic char.

Real pain calls for tougher talk.

Dr. Richard Stephens, who led the research, said he got the idea for the study after watching his wife give birth to their daughter, spilling a slew of swear words as she pushed and pushed and pushed.

While stubbing your toe can invoke an unfettered stream of profane platitudes, it may also be an inherited guttural response from our hairy-backed ancestors when faced with fearsome predators. Stephens said that may explain why swearing is still in vogue around the world.

"We think it could be part of the flight or fight response," he explained. "In the volunteers who swore, we also found they had an elevated heart rate, so it could be increasing their aggression levels. Increased aggression has been shown to reduce people's sensitivity to pain, so it could be swearing is helping this process."

Researchers tested how 64 students tolerated pain by having them plunge a hand into ice water while repeating swear words. They were then asked to do it again while saying non-offensive words to describe a table.

They found that foul-mouthed volunteers could keep their hands submerged for about 40 seconds longer and felt the pain less.

It's unclear how that colours the f-b**** dropped by Transport Minister John Baird last month when Toronto asked for federal funding for new streetcars.

Baird dismissed Toronto's request with an overheard "f--- off" that ultimately proved to be Ottawa's final decision in the matter.

To say 50 Cent pioneered the evolution of mixtapes is an understatement. By directly going against--and ultimately suceeding--the conventional methods of modern mixtapes, 50 created the blueprint for todays artist. The concept of remaking or adding a verse to a song already in radio rotation was unheard of prior to 50's existence. Without 50 would there be a Drake? Would there be a Maino? Would there be a sucessfull Lil Wayne? Artist who have all followed 50's format. This argument will remain in question until there is an artist with the ability to sell 22 million records with his first two releases. 50 rejuvenated the confidence of corporate labels with his non-stop persistence and un paralell success. In todays market there is not one relavant artist who has not been inluenced by 50's blue print, of course because of the competitive nature of Hip-Hop no artist will admit it, but the proof is within there releases.

The only thing Drake and 50 have in common, in terms of buzz, is that 50 created the format for Drake to obtain relevancy through releasing mixtapes. Drake is on the radio, which means undoubtedly his record is worked by a label or financed. 50 had no label. In reality, 50's content was too aggressive to even consider radio play, which truly made the G-Unit movement organic. 50 brought the consumer to him. Drake is able to bring his music to the consumer. The idea of Drake's buzz being compared to 50's buzz can only be justified if Drake is able produce 50's results; a debut that sold 12 million albums. This is not to discount Drake as an artist, as its obvious his music is connecting with the general public, but to make comparisons this early is destrimental to his growth and not wholeheartedly embracing 50's obvious, and apparent influence over the culture.

It has become common for interviewers to ask applicants, "Are you on a social networking site?" and "What is on your profile?" Be prepared to either decline the question or answer honestly because employers will most likely look at your social networking account themselves if they haven't already.

Cash Money Records lawsuit against mixtape DJ Drama is a thing of the past.

The record labels case was thrown out by federal court judge Miriam Cedarbaum, for failure to clearly state any causes of action upon which relief could be granted, lawyers for DJ Drama told AllHipHop.com.

The dismissal marks the end of the conflict between Cash Money and Texas based independent distributor BCD Music Group, which was also named in the labels complaint.

In February, Cash Money filed its lawsuit against Dramas Aphilliates Music Group, BCD, Makin Moves Entertainment and others amid claims that the music of Cash Money rapper Lil Wayne, was created and distributed illegally through mixtapes.

The suit, which was part of an ongoing case against BCD, centered around three volumes of Dramas Dedication mixtape series as well as Happy Fathers Day, featuring music by Lil Wayne and Baby and Frank Ninos When the North and South Collide.

News of the lawsuit triggered speculation concerning tension between DJ Dram, Lil Wayne and the mixtape community in general.

The turntablist dismissed the rumors in April as he noted how the accusations against him were misplaced."

This is not a case of Lil Wayne vs. DJ Drama. Me and Wayne are good, Drama stated.

I am confident that this matter will be resolved quickly without harming the relationship between myself, Wayne and Cash Money Records.

Cash Moneys lawsuit was an amended version of a previous complaint that was withdrawn after being served.

Despite the outcome of the case, BCD's lawyer, Wallace Collins, Esq., revealed that Cedarbaum gave Cash Money until September 9 to re-file a second amended complaint if they choose to further pursue the case.

If the complaint is not filed, the dismissal will be deemed final and with prejudice.

Los Angeles (E! Online) What do Michael Jackson and Albert Einstein have in common...besides pure genius? Both their brains are in a glass jarat least for the time being.

The Los Angeles County Coroner's Office says it's holding onto a section of the late King of Pop's brain as part of its investigation into how he died.

Because toxicology tests take several weeks and are not yet complete, a coroner spokesman says pathologists need to wait for the organ to harden before they can conduct neuropathology tests to help determine what caused Jackson's apparent cardiac arrest and subsequent death.

Investigators have focused on the possibility that Jackson accidentally overdosed on a potent anesthetic, and a thorough examination of brain tissue might shed some light on what drugs were in his system.

The coroner's office has told Jackson relatives they have the option of burying Michael without the missing portion of his brain, or they can wait until tests are done and the tissue returned to its original place before finally laying him to rest.

That could explain why relatives have yet to hold a burial service for the late pop star.

The whereabouts of his remains are not known, having disappeared from public view following yesterday's poignant public memorial; however, a family friend told E! News Michael would be back at Forest Lawn Memorial Park, where a private funeral service was held earlier Tuesday.

Jackson's death certificate, signed by his sister La Toya, was also issued Tuesday, listing the cause of death as "deferred." A burial permit filed with the Los Angeles County's Office of Vital Records has not been made public

Soulja Boy has been struggling with his fame, money, and what the two bring with it. Not only does money not buy you happiness -- as the 18-year-old rapper is finding out -- it also breed hate.

 

Last week, Soulja Boy went on a Twitter tirade, going off on critics, haters, and eventually said he was "thinkin' about taking all his money and leaving."

 

The rapper might've spoken too soon. After receiving flack for his rant, he decided to address the situation via a blog entry at GlobalGrind.com. In the post, he claimed his success has skewed his view on the music -- that originally motivated him to try his hand at rapping in the first place. He apologizes, but also explains that he's young and the pressure is weighing on him.

A lot of people talking about what I twittered the other night ... so I want to address it, now that I have had some time to do some thinking. At 18 years, having grown up in the Mississippi Delta, I never thought my life would take me to where I am now. All I wanted to do was make music. All I thought I loved was music. I would die for that motherf**kin music. But, once I got a record deal and all these people around me trying to tell me who to be, what to do and how to do it, I realized that I wasn't making music any more for the love. I got into this weird place where I began making music for the money. And I was making a lot of money ... more money than I could ever imagine. And with that money, of course, I could buy a lot of things ... but to be honest, you can only drive that brand new phantom around the corner oh so many times ... and when you are done driving, it really don't mean sh*t. I thought money was gonna bring me happiness. And that is the farthest thing from the truth. Money f*cks you up.

 

I know I might sound crazy, because a lot of you who are reading are probably like, I wish I had this ni**a's money. But, the truth is that money got me twisted. All I want to do is go back to making music for the love of it. The accolades and the awards are for everyone else. The music is for me. The music is my happiness. So, of course I am struggling in my mind right now ... cause I wanna get back to place where I woke up, thinking about what I was gonna write that day. Where I went to sleep ready to dream about what I was gonna write the next day.

Bounty Gets $750,000 Bail Dancehall entertainer Rodney Pryce, more popularly known as 'Bounty Killer' was offered bail when he appeared in the Corporate Area Criminal Court on Friday morning. The deejay was charged Thursday with assaulting and pulling a gun on a member of the Jamaica Constabulary Force. The artiste has also been charged with illegal possession of a firearm and assault and unlawful wounding. He was offered $750,000 bail after his attorney Tom Tavares-Finson told the Judge that his client is well known and is not a flight risk. He is to return to court on August 14. The Director of Public Prosecutions had ruled that charges be laid against Bounty Killer and another policeman who was dismissed from the force last year. It is reported that on September 27, 2007, the complainant, a police constable, became embroiled in an altercation with a group of men along St. Lucia Avenue in New Kingston after they blocked the road with their vehicles.                                           The policeman signalled for the men to move however one of them, nicknamed "Ice" allegedly threw alcohol in his face. The cop then jumped from his vehicle to confront 'Ice' when the group of men attacked him. It is alleged that during the confrontation Bounty Killer pulled a firearm. A policeman, who was in the group, allegedly participated in the attack during which the constable was slapped in the face and chest. The police say they have an arrest warrant for Calis Bowen, the cop who was in the entourage.

DANCEHALL deejay Rodney Pryce, popularly know as Bounty Killer, spent last night in jail and will know his fate today, when he appears in the Gun Court section of the Corporate Area Resident Magistrates Court.

Pryce was taken in custody when he turned himself in at the Half-Way-Tree Police Station Wednesday morning and was formally charged with unlawful wounding, assault at common law and illegal possession of a firearm. This stemmed from a September 27, 2007 incident on St Lucia Avenue, New Kingston, in which he and others reportedly assaulted a man.

Since the start of the year, the controversial deejay has been very active in the courts. He has a trial scheduled for July 29 on obstruction charges and disobeying a red light.

Pryce was also recently before the Corporate Area Resident Magistrates Court for assaulting woman at a nightclub in New Kingston. He is to face trial on September 10, on charges of assault occasioning bodily harm, in relation to that matter.

Compton rapper The Game says he got a call from Michael Jackson at the height of his beef with 50 Cent.

In an interview with MTV News the Doctors Advocate said that MJ reached out and wanted to play mediator in his beef with Fif. I was on tour in Canada, sitting in my room, cutting my hair, Game explained about when he go the call.I was messing my hair up. Then my road manager knocks on my door. Boom, boom, boom. He told me, I got MJ on the phone. I ran and snatched up the phone. [Watch below]

He got to this one thing that makes me laugh, man, Game said about the conversation. He said, I dont know how youre gonna feel about this, but I want to ask you something. I dont want you to judge me, but I dont really know everything thats going on between you and 50. But I want to be the middle man behind you putting this situation to bed.

Game, who recorded a Jackson tribute alongside Diddy, Usher, Chris Brown, Boyz II Men and Polow Da Don last week, also revealed that the King of Pop wanted to also hit the studio with him and Fiddy. G-Unit DJ Whoo Kid also told XXLMag.com that MJ wanted to record with 50.
