GRAND CAYMAN, Cayman Islands (CMC) Governor Duncan Taylor has disagreed with a request from the government for an across the board visa waiver for Jamaicans coming to the British Overseas Territory.

A statement issued by the Office of the Governor indicated that Cabinet had considered a proposal to ease the visa requirements for Jamaican nationals to make it easier for children and the elderly to enter the Cayman Islands.

It said that the proposal would have also allowed for fostering business visitor travel from Jamaica.

According to the statement, the government had recommended removing the existing requirement to obtain a visitor's visa for Jamaican nationals wishing to visit the Cayman Islands who are under the age of 15 years as well as over the age of 70 years or in possession of a valid Canadian, United Kingdom or United States visa.

The statement said that although the Governor was content on the first two points, he did not agree to the visa requirement being waived across the board for those Jamaican citizens holding valid Canadian, UK or US visas.

"Having taken advice on the matter and acting in line with my discretion as set out in section 33 (2) (b) of the Constitution, I reluctantly concluded that I could not agree to this proposal because I was concerned that the waiver would introduce risks to internal security, an area of special responsibility for me as Governor".

"I know that the vast majority of Jamaicans are law-abiding citizens. This includes residents who make a positive contribution to our society and economy in the Cayman Islands; and short-term visitors, including business visitors, whose visits are welcome and trouble free. There is, unfortunately, a small minority who has the potential to cause problems, Taylor said.

He said the problem is that "I am advised that there is a lively market in forged and counterfeit documentation in Jamaica, including in visas for the UK, the US and Canada.

"The Cayman Islands Immigration Department does not have the capability to determine whether such a visa is genuine or not and the respective countries have indicated that they are unable to provide the Cayman Islands with the access to the resources on which they rely to make these determinations.

"The authenticity of a Jamaican national's UK, US or Canadian visa could therefore not be guaranteed and this fact could be exploited."

Taylor said that the introduction of a visa regime for Jamaicans in 2005 led directly to a significant and measurable reduction in the involvement of Jamaicans in crime in the Cayman Islands.

"Lifting the visa requirement as proposed could potentially allow unscrupulous Jamaican visitors to gain entry to the Islands using forged or counterfeit visas which could have a significant negative impact on the security of the Cayman Islands," he added.

REGGAE artiste Buju Banton will serve his ten year prison sentence at the Limestone County Correctional Institution in Groesbeck, Texas. Banton was moved from a holding facility in the state of Oklahama by air to the facility on Friday.

He spent more than a month at the Federal Transfer Center (FTC) in Oklahoma City, Oklahoma after being moved from the Pinellas County Jail in Tampa, Florida.

Banton, whose inmate number is 86700-004, is set to be released on February 1, 2019.

Register as Mark Anthony Myrie, Banton was found guilty of drug related charges and sentenced to 10 years in a Tampa, Florida court in February. A first trial ended in a mistrial after a panel of jurors could not unanimously decide on his guilt or innocence.

He has maintained his innocence and claims he was entrapped by the United States Government.

According to the Bureau of Prisons, Buju Bantons official release date from a US federal prison is set for February of 2019.

Buju Banton who is expected to be transferred to a Mississippi Prison is still listed as in transit.

Buju was sentenced to ten years in prison for drug related charges stemming from a December 2009 incident in which he allegedly conspired to organize a drug deal in a police controlled warehouse.

The Guyana National Broadcasting Association has announced its decisionmercoledì.Martin Goolsarran, a spokesman for the state of the radio plug, Kartelconfirmed that music brings "nothing positive" for the entertainment industry. In addition to the prohibition order against Kartel, Goolsarran suggested that the association is reviewing the texts of other artists, even if n0n entered in detail.

The announcement comes just over a month after Kartel has canceled a concertplanned for Zone Summer Jam event in Guyana's capital Georgetown Break. "Teach"left the Caribbean Airlines flight shortly before takeoff. Kartel explained that he had received death threats and kidnapping their own from Guyana.

Another performance of Kartel in the South American country had been canceled because of similar alleged threats.

Beres Hammond presents different 'moments'

We are accustomed to (and love) Beres Hammond the balladeer (One Step Ahead), Beres Hammond the voice of encouragement and resilience (Putting Up Resistance) and Beres Hammond the nostalgic (Rock Away). On 'A Moment In Time', his latest 16-track set from VP Records including a bonus DVD with his Sumfest 2007 performance, an interview and music video for the CD's opening track, he is that and more.

Identifiable hit

Hammond also gets as philosophical and spiritual as we have ever seen him on a single set, the result being a predominantly reggae album, which, although it does not have an immediately identifiable hit dancing song, as a whole is an outstanding body of work.

The musicianship (almost all live instruments, with members of his standard live gig outfit, plus hornsman Dean Fraser, keyboard player Robbie Lyn and bassist Errol 'Flabba' Holt among the numerous other players) and sound quality are superb. And it all comes together around Hammond's voice and his superb writing.

It is that writing which carries across something as ordinary as a man dancing with a lady in a concise, descriptive way on I Feel Good with the line "and then your hair dances under my chin", as well as the relief that "I feel good because your perfume isn't loud". It is that voice which delivers a particularly emotional, rasping 'I' on the chorus of the spiritual I'll Live Again, a standout track on an excellent album.

It is clear from almost the get-go that Hammond is in tune with current events, as on the third track, Picking Up the Pieces, he sings "this war is not over yet another is starting/hardly any time to say goodbye to our dearly departed". Just past the mid-way point of the set, on Talking Africa, Hammond turns the accustomed concern for the continent into a personal statement with just three words: "shouldn't need donation".

Body and Soul

There is more anti-war philosophy on Body & Soul ("now let's talk of war and see how many suffer/then lets talk about peace and see how many prosper"). Then in the slow- closing title track (which is heavily jazz influenced), Beres Hammond advises "nothing is worth the value of you" for an excellent end.

Relationships are addressed from different angles. There is renewal (Cry No More), commitment (A Place For You), giving in to emotion (I Surrender), impending separation (Dark Clouds) and the beautiful Still Will Be Heaven, in which Hammond expresses his joy with absolutely nothing as long as he has his lady's love:

"If I live to be a hundred years or so

And oceans where green trees used to grow..."

Then there is that most precious and fragile of relationships, Friends, Hammond requesting "tell me the truth even when it hurts, no matter what it might be".

A Moment In Time is given the upmarket packaging it deserves; a glossy hardcover nearly book-style casing, an excellent design with a clock as the motif and four different presentations of an unsmiling (but certainly not unpleasant) Hammond. This one is a keeper.

One gets the feeling that this is a landmark album for Beres Hammond, where he is making a statement about his artistry. The fact that he is the writer and composer on five of the songs reinforces this notion.

And one also gets the distinct feeling that he is aware of the limitations he faces as far as writing his feelings is concerned, as on Picking Up the Pieces he sings:

"Cause if I speak my mind, chances are you won't have a Dad"

BRUSSELS, Belgium (AP) Usain Bolt ran the season's fastest time in the 100 metres at the Van Damme Memorial yesterday and was still upstaged by Jamaican training partner Yohan Blake, who ran the second fastest 200 in history.

The 21-year-old Blake took Bolt's advice on board and ran a contained curve before blasting for the line in 19.26 seconds, just .07 seconds off Bolt's world record.

"I think all the tutoring just stopped," Bolt said, knowing he had probably discovered his toughest challenger for sprinting domination at the London Olympics.

Blake surprised many by winning the 100 world title after Bolt false started in the final in Daegu three weeks ago. Now he has more than made his mark over 200, where Bolt, the Olympic and double world champion, was long considered to be in a class of his own.

"I knew I could do something crazy," Blake said. "19.2? I was a bit surprised."

From lane seven, Blake had the worst start of the nine runners, bided his time on the curve, and was unstoppable afterward, dipping at the line for a time that everyone thought was only within Bolt's limits.

With 19.26, he improved on his personal best by a massive .52 seconds.

Bolt, who had just run a 9.76 in the 100, could only watch in admiration and surprise.

"It was a good run. It was a big surprise for me," he said.

By that time, Bolt had done his part. From lane five, his start was better than his preceding races but he still needed to fight hard to get level with Nesta Carter. From then on, he surged ahead and did what he promised to do -- get the fastest time of the season.

Bolt's 9.76 improved on the previous mark of fellow Jamaican Asafa Powell by .02 seconds.

"I came here to do it," Bolt said. "I am happy. I got a win and that was needed."

Olympic champion Kenenisa Bekele set the fastest time of the year in the 10,000 metres, less than three weeks after stepping out of the World Championships final.

He avenged the first defeat of his career in the 10,000 by coming back with a time of 26 minutes, 43.16 seconds, beating the year's best mark set by Mo Farah by 3.41 seconds.

After he withdrew from the championships in Daegu, Bekele returned to Ethiopia to train, and, cheered by 40,000 fans at the King Baudouin Stadium, took the lead from Kenyan Lucas Rotich with a lap to go to restore his winning ways.

In the women's 100, world champion Carmelita Jeter of the United States underlined her domination. Even though Veronica Campbell Brown had a fast start, Jeter came back and beat her on the line to finish in 10.78, .07 seconds ahead of her Jamaican rival.

In the high jump, Anna Chicherova of Russia beat Croatian rival Blanka Vlasic again. The world champion was in a league of her own at 2.05 metres and even had a narrow miss over the world record height of 2.10.

Sally Pearson of Australia saw a perfect season come to a halt in the last Diamond League when she crashed halfway through the 100 hurdles, letting Danielle Carruthers of the United States speed ahead in 12.65.

LOS ANGELES (AP) Andy Whitfield, who played the title role in the hit cable series "Spartacus: *la*hd and Sand," has died at age 39, according to representatives and family.

Whitfield died Sunday in Sydney, Australia, 18 months after he was diagnosed with non-Hodgkin lymphoma, manager Sam Maydew told the Associated Press.

"On a beautiful sunny Sydney spring morning, surrounded by his family, in the arms of his loving wife, our beautiful young warrior Andy Whitfield lost his 18 month battle with lymphoma cancer," Whitfield's wife Vashti said in a statement. "He passed peacefully surrounded by love. Thank you to all his fans whose love and support have help carry him to this point. He will be remembered as the inspiring, courageous and gentle man, father and husband he was."

Andy Whitfield who was born in Wales and moved to Australia in 1999 was a virtual unknown when he was cast as the legendary Thracian slave in "Spartacus," a role made famous by Kirk Douglas in the 1960 Stanley Kubrick film.

The series proved a breakout hit for the Starz network and made waves with its graphic violence and sexuality.

Whitfield appeared in all 13 episodes of the first season that aired in 2010, and was preparing to shoot the second when he was diagnosed with cancer.

While waiting for Whitfield's treatment and expected recovery, the network produced a six-part prequel, "Spartacus: Gods of the Arena," that aired earlier this year with only a brief voiceover from the actor.

But in January after Whitfield's condition grew worse, the network announced that another Australian actor, Liam McIntyre, would take over the role.

"We are deeply saddened by the loss of our dear friend and colleague, Andy Whitfield," Starz President and CEO Chris Albrecht said in a statement Sunday night. "We were fortunate to have worked with Andy in 'Spartacus' and came to know that the man who played a champion on-screen was also a champion in his own life."

Whitfield's previous credits included appearances on the Australian TV shows "Packed to the Rafters" and "McLeod's Daughters."

The Dancehall entertainer renowned internationally, Vybz Kartel, is ready to launch her new line of skin care products for September 15. 

But not everyone seems excited about the new creation of Worl'Boss, particularly in the Bahamas. 

The Bahamas Tribune interviewed several residents of the islands to get to know their opinion about the new brand of products which includes Vybz Kartel Vybz Body Brightener, the Vybz Skin Brightener, the OH & Vybz Astringent! Men's & women's perfume cologne. 

The common opinion is that with the launch of these products Kartel is contradictory and hypocritical, after he has ruined his skin with tattoos and bleached, so that now appears to be a "walking corpse". Nevertheless, respondents stated that nevertheless respect Kartel as an artist. 

In response to these negative comments, The Dancehall Hero stressed that respondents do not represent the views across the country, but only a tiny part. He said also that he does not care about the opinion of the people about the color of his skin, and that if people spend money to buy weapons and kill, there should be no problem in buying its new products. 

Kartel finally revealed that preparations for the launch of its new product is progressing well, and added that will open a store, The Shop Romping in New Kingston in the coming months.
