Public Health inspectors in Portland, who carried out inspection on a number of cooking booths at the International Kiteboard World Pro tour festival, discovered more than 150lb of spoilt meat in a six-foot freezer.
The meat was to be prepared and jerked at a stall inside that venue and then sold to patrons.

The meat, which comprised seasoned chicken and pork wrapped in black plastic bags, was described by healthofficials as not being fit for human consumption. It was quickly seized, amid a foul odour, which was becoming unbearable. "All of this has to be dumped as it cannot be used for any form of consumption," said Patrick Dehaney, a public health supervisor. "It is already spoilt, and it also possess a lot of bacteria, which is harmful, and if consumed can lead to poisoning."
The foul meat was discovered near an already-prepared jerk fire shortly after 10 a.m Friday, after the Portland Parish Council issued an order for the event to be closed, because event organisers failed to adhere to regulations set by the council.

Speaking to THE STAR following the discovery, Mayor of Port Antonio, Floyd Patterson, said he believes that persons were willing to cook the meat and sell to unsuspecting consumers.
"The fireplace is already prepared, which is an indication that they had an intention," said Mayor Patterson. "With the added flavour of jerk spices, and the warmth of the jerk meat, it might have been difficult for tourists to detect the rotten taste of the jerk meat. It is because of vigilance and professionalism on the part of health personnel, why dozens of visitors and other patrons will not get sick from this rotten meat."
The Kiteboard World Pro tour, which is being held for the first time in Portland, began last Thursday with an official opening ceremony at the Errol Flynn marina, and is scheduled to climax on April 3.
NASHVILLE, Tenn. - A Nashville man says he and his 10-year-old daughter were victims of road rage Thursday afternoon, all because of a political bumper sticker on his car.
Mark Duren told News 2 the incident happened around 4:30p.m., while he was driving on Blair Boulevard, not far from Belmont University.
He said Harry Weisiger gave him the bird and rammed into his vehicle, after noticing an Obama-Biden sticker on his car bumper.
Duren had just picked up his 10-year-old daughter from school and had her in the car with him.
"He pointed at the back of my car," Duren said, "the bumper, flipped me off, one finger salute."
But it didn't end there.
Duren told News 2 that Weisiger honked his horn at him for awhile, as Duren stopped at a stop sign.
Once he started driving again, down Blair Boulevard, towards his home, he said, "I looked in the rear view mirror again, and this same SUV was speeding, flying up behind me, bumped me."
Duren said he applied his brake and the SUV smashed into the back of his car.
He then put his car in park to take care of the accident, but Weisiger started pushing the car using his SUV.
Duren said, "He pushed my car up towards the sidewalk, almost onto the sidewalk."
Police say Harry Weisiger is charged with felony reckless endangerment in the incident.
Minister of Sport Olivia Grange says her government is seriously considering building a new facility that would eventually replace the ageing National Stadium in Kingston.
"We are looking at a new stadium; we are looking at a new facility in the Caymanas area," she said.
Grange said that the government had been in discussions with the Inter-Secondary Schools Sports Association (ISSA), University of Technology (UTech) and the Urban Development Corporation (UDC) and that a new development plan would be" rolled out very soon".
The project, if it becomes a reality, would cost some US$300 million, but Grange said she is optimistic that a partner could be found.
"It is a lot of money, but we are optimistic, confident that we will find new investors," she said.
Grange said in the meantime that the Jamaica International Invitational Meeting set for May 1 would be going ahead inside the National Stadium and that she would be soon getting the cost of "required repairs" of the facility..
In the meantime, Independence Park Limted (IPL), that manages the National Staium, said safety is its priority and that the "cosmetic repairs" to the 44-year-old facility would begin next week.
The National Stadium has been the subject of debate over its safety for over a week following Kingston Mayor Desmond McKenzie's branding the facility a "death trap" after his inspection team found "evidence of cracks in the slabs and beams".
City Engineer Norman Shand had said he was concerned about the cantilever which hangs over the grandstand section.
"There was also patchwork of cement work in certain areas, rusting and other signs where there seem to be leaks and water marks which suggest the cracks may be from the outside," Shand said last.
However, following an assessment by engineering consultancy firm Hue Lyew Chin, the 'Stadium' was deemed to be safe.
"What we have seen on our very short visit has not given us any cause for alarm... we do not see any sign of structural distress in the important elements of cantilever beams and tripod columns; all are intact and the building is as safe as it was built. It does require some cosmetic repairs, but it is in good shape," the report added.
Major McKenzie had suggested that no event of the magnitude of the recently-concluded ISSA/GraceKennedy Boys' and Girls' Athletics Championships would be allowed to be held at the multi-purpose venue until the IPL carried out repairs to correct the identified flaws.
But following Hue Lyew Chin report that the facility is safe, the stadium is expected to remain open for business.
Two women have reigned supreme on the Magnum stage
The third season of Magnum Kings and Queens of Dancehall continues tonight at Weekenz Bistro and Bar on Constant Spring Road at 9:30 p.m.
Magnum Kings and Queens of Dancehall has over the years provided equal opportunity to both male and female contestants. At the end of the competition both the Magnum King and Queen of Dancehall receive the same amount of prize money, as well as a professionally recorded single and video. Through this effort over the last two seasons two women have reigned supreme on the Magnum stage.
In 2008 Baby Tash came out on top and since then there has been no turning back for her. It was the start of an exciting journey of exploration and discovery in the music industry. She gave up her job at Sandals Montego Bay in order to focus on her blossoming career and has so far received wide acclaim for her music.
Her single Mix Up was produced by the experienced Scatta Burrell, while the video was directed by Jay Will. Baby Tash has also done stintsat Manchester Fiesta, GT Taylor Christmas Extravaganza, Stone Love Anniversary, Mavado's Album Launch and Fully Loaded.
In 2009 another female inherited the Magnum Queen of Dancehall crown from Baby Tash. Tiki wowed the crowd with her intoxicating lyrics and had them moving to her Tiki Wine and since then, the artiste has not looked back.
Tiki, who was motivated to enter the music business by her deceasedcousin, believed in her lyrical abilities, including her songwriting skills. She captured the sights of Magnum Kings and Queens of Dancehall when she auditioned in May Pen with the song Hard Core.
Since winning the competition the artiste has released several songs including the Tiki Wine. Tiki has also performed on several shows overseas and is now signed to Out-A-Road Records.
The concept of giving equal opportunity to women on the Magnum Kings and Queens of Dancehall stage has been very popular with dancehall fans as it gives voters a choice to choose both a King and a Queen.
Tonight will see performances from the top 11 contestants left in the competition plus Miss Kitty's Wild Card Pick. Of the three contestants Miss Kitty will call back to the show, she will have to pick only one to go through to next week's show. Also tonight, look out for a big surprise.

LONDON, England (CMC) -- Jamaican striker Ricardo Fuller scored a magical goal within two minutes of coming off the bench to fire Stoke City to a 1-0 victory over troubled West Ham in the English Premier League yesterday.
The 30-year-old replaced Matthew Etherington in the 67th minute and two minutes later, broke the deadlock at Upton Park to carry Stoke 10th in the standings on 39 points.
With the game wandering towards a nil-all result, Fuller intervened to swing the advantage the visitors' way.
Collecting a pass from Danny Collins on the left side of the box, he weaved his way past Manuel Da Costa, beat Scott Parker before turning inside Matthew Upson to smash his volley past goalkeeper Robert Green.
"It was a fantastic goal. Ric can do that. As a player, if he gets in that position he is so strong and his feet are so quick he can do that. It was a special goal," said Stoke boss Tony Pulis.

A war between members of a gang from Spanish Town, St Catherine, resulted in the shooting of seven people, one fatally, in Central Village on Saturday residents said.
Gunmen took the life of a 16-year-old boy and injured six others in a section of the community called 'Little Lane'. Dead is Kevon Lloyd, while those injured and hospitalised include a woman.
Residents said some members of the gang had broken away and moved into the community recently because of internal squabbling. About 6:45 p.m. on Saturday, heavily armed gunmen invaded the area in search of the men. One of the men was seen and fired at and chased. It was during the firing that the seven people, including Lloyd, were shot.
"Our investigations revealed that a man whose house was destroyed by fire in Lakes Pen on Thursday moved into the community. He was trailed and attacked by gangsters. He managed to elude them," said Deputy Superintendent Clive Blair, who is in charge of Operation for St Catherine South police.
He confirmed the gang feud and said the police will maintain a presence in the community should the gunmen decide to return.
"We are aware that there is an internal gang feud with persons fighting to gain territorial advantage. The law will take its course and we remain committed to fight against all types of criminality bar none," Blair said.

It was certainly a night of controversy on Magnum Kings and Queens of Dancehall last Saturday at Weekenz, Constant Spring Road, with some of the contestants taking lyrical swipes at each other.
DJ Mary was the first contestant to start the word throwing, urging 17-year-old Gallawas to go take up her CXC books. Her performance was met with a somewhat lukewarm response. Judge Scatta said he liked the competitive spirit that she was bringing to the competition, while fellow judge Miss Kitty said: "When yuh a throw word, yuh haffi do it with confidence." She also said DJ Mary needed to manage her lyrics, the rhythm and her stage presence better.
Not long after Gallawas took the stage angrily huffing and puffing, but lacked the right punch. "I can see you responding to DJ Mary. Yuh bring the attitude and the character but Mary bring a little more lyrics than you. If yuh a guh tek it to somebody, I want you to tek it to dem with more lyrics," Scatta said. Professor Nuts, another judge, seemed to just like the controversy and the 'cass cass'. While in the Lucky Dollar Lounge with Floyd, Gallawas said she decided to counteract DJ Mary after hearing her during rehearsal. "Mi just change my song 'cause mi nah mek no gal tek my stripe," she said.
But the 'mix up' did not stop there. Chozenn started his performance with a recording of a woman saying, "a Tanya enuh, Tanto Blacks girlfriend." Continuing his set, he sang, 'Mi thief Tanto Blacks gal pon Twitter/Recession neva hit my budget/Gibralta gal seh mi spectacular." And the audience certainly responded.

"Yuh neva disappoint mi yet," Miss Kitty said, commending him on his lyrics, swagger and versatility. Guest judge Ce'Cile said he was handsome and possessed lyrics and swagger.
After being mentioned in Chozenn's song, Gibralta responded. He referred to Chozenn as 'Corozen' then delivered the line, "Likkle more a Chozenn gal under mi sheet."
The crowd was pleased with his performance and so were the judges. "I can't even hear myself. You are tougher than the rock of Gibraltar. Lyrically yuh good. Continue on that same trend that you are on and don't give up," Professor Nuts said. Before asking to see his eyes, Ce'Cile said: "I love his voice. I like the banter back and forth between contestants. Great performance."
Bumpa also got into the name calling. She made sly remarks about Arif Cooper, ZJ Liquid and Pretty Boy Floyd, before saying, "Busy seh him want it pon di edge but him woulda tell Gary." And the crowd erupted.
"I like how yuh coordinate your lyrics. You know where to put the punch. Mi nuh have nutten bad fi seh," Scatta said. Miss Kitty was also pleased. "It's a good way to end the night. What I like is the ease at which you deliver your lyrics," she said.
Earlier at the start of the show, Juggla was chosen as Miss Kitty's wild card, after Posh and Summs were eliminated from the competition.
Tu Qute was well received with Scatta referring to her as a real 'connist'. Press Fyah could hardly be heard over the audience's vocal approval as he sang. The audience loved him and Miss Kitty was willing to give him the 'green light'.
Scatta said he admires Mysterious but noticed that she missed the bar in starting her performance. While she did not label Mysterious' performance as bad, Miss Kitty urged her to work on her breathing and staying on the rhythm.
Junior Lobban got a big response from the audience without doing much. Professor Nuts said he puts heart and soul into his performance, while Ce'Cile laughingly said: "For some reason I just like him. Mi just waan carry himhome and spend some money pon him."
he's a star
Tanto Blacks needed no introduction. As he entered the stage, he began dancing, gyrating in front of Ce'Cile as she rubbed his hip.The audience loved it. "He's a star. Him buss already," Ce'Cile said.
"When mi talk 'bout entertainer, when mi talk 'bout star. Yuh come with lyrics this week. I see versatility. Yuh a guh reach far," Miss Kitty said, as the crowd shouted his name. In the Lucky Dollar Lounge, Tanto Blacks urged people to stop offering to write lyrics for him because he "is not a crafist but an artiste".
One of the other top performers for the night was Reggae Queen, who was spitting lyrics as she entered the stage. Professor Nuts said he liked the way she deejayed while Ce'Cile said: "She bad; her lyrics bad. But she was running out of breath a bit."
The producer's pick, Black Talent, also performed but he did not connect with the audience. Dance Xpressions created a stir, while there was trendy fashion from Simoy Lawson.
During the breaks, selector Leggo Bling turned the venue into a real party. He got the audience moving to songs like Black Eyed Peas' I Got A Feeling and Busy Signal's Caan Buy Mi Out. The crowd went wild for Mavado's Gal A Mad Ova and Come Into My Room, which features Stacious. Stephen McGregor's Caan Fren Again was also a hit, so too was Vybz Kartel's Slow Motion.
After filming was complete, there were women onstage following Leggo Bling's every instruction as they participated in a wining competition. So intense was the excitement, that people who left returned to view it.
Digicel Rising Stars goes hunting for its new host to be the face of its seventh season tomorrow in Montego Bay.
With former host Yendi Phillipps announcing in February she would not be returning, the producers of Jamaica's most popular TV show don't have much time to find and groom its host, as airing is scheduled to begin on June 6.
Tomorrow's audition takes place at the Wexford Hotel between 2 and 7 p.m. and will be followed by another on Thursday at the Knutsford Court Hotel from noon to 7 p.m. Show producer Sharon Schroeter said similar to the contestants, the public would vote for the show's next host.
"Anyone in Jamaica, male or female, over the age of 18 who believes they have the talent the vibe and the excitement to be the next host for Digicel Rising Stars can audition," said Schroeter. "Jamaica has, over the last several years, embraced the competition and we thought it would be a great idea for Jamaica to choose who they feel is the best person to be the next host."
After the two auditions in Montego Bay and St Andrew, producers of the show will choose six finalists who will compete for the position. The six will then have the opportunity to show Jamaica their capabilities by hosting the contestant auditions at the five locations throughout Jamaica. At the end of each audition show, viewers will get their chance to vote for who they believe has what it takes to capture the main stage of Digicel Rising Stars. Jamaicans will then be introduced to their new series host at the first live show on Sunday, July 4.
The Chill Room will also boast a new host with the ebullient Miss Kitty taking charge. Former host Kerie-Ann 'Kiki' Lewis-Thombs said she left the show because of a better offer she received. Speculation has been rife that Lewis-Thombs was forced off the show because of a recent documentary she produced that chronicles her time in jail for drug trafficking. A STAR source said one of the shareholders of the show did have some concerns about Lewis-Thombs being associated with the show in light of the documentary.
Lewis-Thombs, in fact, said she was offered the job to host Rising Stars but that the other offer she was courting provided more stability.
"I have a lot of things I'd like to achieve and I was looking for more stability," she told THE STAR yesterday. "I not only present I produce as well and this other company respects my work behind the scenes."
Lewis-Thombs would not divulge any details on her new job but said "everybody will see soon".

Worshippers at the Kentucky Anglican Church in Cave Westmoreland are now breathing a collective sigh of relief after they were held hostage by a gunman who opened fire inside the church. The armed thug and a female counterpart ran into the church as they sought refuge from a machete wielding mob that had earlier chopped one of their cronies to death. The bizarre series of events began when the armed thugs entered a business place. It is understood that the three hoodlums robbed the entity and made off with a sound system. Residents were alerted and attempts by the thieves to drive out of the community were thwarted. The residents managed to corner one of the men and he was hacked to death but his two cronies sought refuge in the church where they fired several shots sending members scampering for cover. Sometime after, both the man and woman were handed over to the police but up to news time the police were still searching for the weapons. The stolen sound system was recovered from the back of the vehicle in which the alleged thieves were travelling. |
Arizona Cardinals linebacker Joey Porter was arrested outside a Taco Bell this morning after officials say Porter put his hands on a cop.
According to the California Highway Patrol, Joey was driving in a Taco Bell parking lot in Bakersfield -- his home town -- when a friend of Joey's was was stopped by police.
According to officials, Porter pulled up near the action - too close apparently -- because a CHP officer rolled over to his car, where he detected the smell of alcohol coming from Porter's car.
Cops say the officer asked for Porter's driver's license, but he refused to hand it over. ... instead, officials say, the 33-year-old tried to roll up his window.
Cops say the officer tried to reach in the car to manually unlock the car -- and that's when Porter "slapped" the officer's hand away.
According to the CHP, the officer decided to grab Porter's arm -- and that's when things got crazy. Porter allegedly got out of his car "in a confrontational manner."
The officer claims he drew his pistol and ordered Porter to the ground, but he wouldn't comply -- though he did ultimately agree to place his hands behind his head.
Additional officers were called to the scene to aid in the arrest. Porter was eventually taken in to custody and booked at a nearby jail. He was eventually charged with 3 misdemeanors -- DUI, resisting arrest and assault on a peace officer.
Porter recently signed a big fat contract with the Cardinals -- reportedly worth $17.5 million for 3 years.
VATICAN CITY, Italy (AFP) -- The Vatican fought on yesterday to limit the damage from a report alleging Pope Benedict XVI failed to bar the transfer of a known paedophile priest.
The fresh allegation added fuel to the fire after child abuse scandals sweeping Catholic churches around the world have encouraged more and more victims to speak out.
The New York Times reported on yesterday that Pope Benedict failed to act in 1980 to stop Reverend Peter Hullerman, accused of sexually abusing children, from taking up new duties in a different parish in Germany.
"The then archbishop had no knowledge of the decision to reassign (Hullerman) to pastoral activities in a parish," the Vatican said in a statement, adding that it "rejects any other version of events as mere speculation."
Hullerman was suspended from his duties in the northern German town of Essen in late 1979 over allegations that he abused an 11-year-old boy.
The following January, the then Joseph Ratzinger led a meeting approving Hullerman's transfer to Munich despite a memo warning that the priest was a potential "danger," the Times said.
Six years later, in 1986, Hullerman was found guilty of molesting boys in another Bavarian parish.
"The article in The New York Times contains no new information beyond that which the archdiocese has already communicated concerning the then archbishop's knowledge of the situation of Father H.," the Vatican said.
The Munich archdiocese issued a statement on March 12 confirming that Benedict "took part" in a decision to offer accommodation to Hullerman while he underwent therapy, but former vicar-general Gerhard Gruber took "all responsibility" for the transfer decision that was taken later.
"The repeated employment of H. in priestly spiritual duties was a bad mistake. I assume all responsibility," Gruber said in the statement.
New allegations of child sex abuse against Hullerman emerged this week dating both from his time in Essen and from 1998 in a different southern town.
The case comes on the heels of another New York Times accusation on Thursday according to which Benedict failed to act over an American priest accused of molesting up to 200 deaf children between 1950 and 1974.
The New York Times published documents showing that top Vatican officials, including Ratzinger -- who was elected pope in 2005 -- never took action against the priest, despite warnings from US bishops.
Benedict has continually spoken out and apologised for the "heinous crime" of child sex abuse by priests, meeting victims in the United States and in Australia.
The Vatican says it received 3,000 reports between 2001 and 2010 of sexual abuse of children by Catholic clergy committed over the past 50 years.
Also yesterday, the Legionaries of Christ, an influential order, apologised for the "reprehensible actions" of their late founder Marcial Maciel after a Vatican probe concluded he had molested seminarians and fathered children.
A man believed to be the son of Macial, Raul Gonzalez Lara, said on Mexican radio that the apology was insufficient and that "needs to be accompanied by compensation."
Residents of Portmore have been encouraged to come up with projects that will benefit their communities and work towards implementing them.
The call came from Minister of State in the Office of the Prime Minister, with responsibility for Local Government, Robert Montague, at a visioning symposium, held recently at the Portmore HEART Academy in Portmore, under the theme: 'My Community, Our Parish, One Jamaica - My Vision'.
"You, as community people, must take charge. Invite other members of your community to come together, bring in SDC, and then approach the Jamaica Social Investment Fund (JSIF), and begin to write a project to build that community centre in your community. It is when we come together as Jamaicans and sit down and share a common vision for our community, that our communities will begin to flourish and grow," Montague said.
The state minister told the gathering to put aside their differences and spend less time "on what divides us, and concentrate more on what unites us."
Citing the vision and hard work done by Portmore residents to establish the municipality, Montague said what had been accomplished was in the past. "It is what we are going to do now that we will be judged on. It is not where you are coming from, it is where you are going," he said.
Following the state minister's presentation, residents participated in workshop sessions and discussed topics such as Infrastructure and the Environment, Economic Development, Social Services and Governance.
Damian Rhoden aka Munga Honurable recently made headlines for his possession of ganga & an offensive weapon in November of 2009. He appeared in court on Mionday March 22, 2010 where he was fined $2,100 JMD or face 20 days in prison. The fine was paid and he has since been released.
After his arrest, Munga went straight into the studio with Jammy James aka Jam 2 & Camar Doyles aka Flavaunit of JAM 2 Productions to record a single about his arrest and subsequent charge. The single is entitled "One Little Spliff" where he explains the encounter with the police officers and his experience in court. Jam 2 & Camar's production is a sweet reggae one drop ballad that opens the listeners ear to lend solace to Munga's lyrics and melody.
The single has since been released on Friday March 26, 2010 and is expected to receive continuous play both on the radio as well as within the dancehall with it's melodic sound and vintage flavor. This release is the second release between JAM 2 Productions and Munga for 2010, as earlier in March, the two released "Music In My Head" which is currently enjoying favorable radio play on all major radio stations.
2010 has started out very well for the JAM 2 Productions duo who have since released singles such as "All Is Well" by Pressure Buss Pipe, "Move Dem Up" featuring Delly Ranx, Camar & Docta Bird to which a music video will be shot very soon, as well as "Muscle Control" by Camar featuring Lady Saw. The JAM 2 Productions duo will continue to release singles throughout the year and we expect more hits from the camp.

My new friend is handsome, African-American, intelligent and seemingly wealthy. He is an athlete, loves his momma, and is happily married to a White woman. I admit when I saw his wedding ring, I privately hoped. But something in me just knew he didn't marry a sister. Although my guess hit the mark, when my friend told me his wife was indeed Caucasian, I felt my spirit...wince. I didn't immediately understand it. My face read happy for you. My body showed no reaction to my inner pinch, but the sting was there, quiet like a mosquito under a summer dress.
Was I jealous? Did the reality of his relationship somehow diminish his soul's credibility? The answer is not simple. One could easily dispel the wince as racist or separatist, but that's not how I was brought up. I was reared in a Jehovah's Witness household. I was taught that every man should be judged by his deeds and not his color, and I firmly stand where my grandmother left me. African people worldwide are known to be welcoming and open-minded. We share our culture sometimes to our own peril and most of us love the very notion of love. My position is that for women of color, this very common "wince" has solely to do with the African story in America.
When our people were enslaved, "Massa" placed his Caucasian woman on a pedestal. She was spoiled, revered and angelic, while the Black slave woman was overworked, beaten, raped and farmed out like cattle to be mated. She was nothing and neither was our Black man. As slavery died for the greater good of America, and the movement for equality sputtered to life, the White woman was on the cover of every American magazine. She was the dazzling jewel on every movie screen, the glory of every commercial and television show. She was unequivocally the standard of beauty for this country, firmly unattainable to anyone not of her race. We daughters of the dust were seen as ugly, nappy mammies, good for day work and unwanted children, while our men were thought to be thieving, sex-hungry animals with limited brain capacity.
We reflect on this awful past and recall that if a Black man even looked at a White woman, he would have been lynched, beaten, jailed or shot to death. In the midst of this, Black women and Black men struggled together, mourned together, starved together, braved the hoses and vicious police dogs and died untimely on southern back roads together. These harsh truths lead to what we really feel when we see a seemingly together brother with a Caucasian woman and their children. That feeling is betrayed. While we exert efforts to raise our sons and daughters to appreciate themselves and respect others, most of us end up doing this important work alone, with no fathers or like representatives, limited financial support (often court-enforced) and, on top of everything else, an empty bed. It's frustrating and it hurts!
Our minds do understand that people of all races find genuine love in many places. We dig that the world is full of amazing options. But underneath, there is a bite, no matter the ointment, that has yet to stop burning. Some may find these thoughts to be hurtful. That is not my intent. I'm just sayin'.

From her 24th-floor apartment on 15th Street in Center City the night of March 20, Debi English, a retired nurse, witnessed the churn and chaos of the latest so-called flash mob and found herself yelling out into the darkness:
"What's going on, Philadelphia?"
Since then, the same question has preoccupied a weary city wrestling with the repeated spectacle of its young people running amok, lighted cell phones in hand, looking like contemporary rabble brandishing torches and terrorizing the countryside.
Overall, what has been happening here is not yet understood. City leaders and social workers are casting about for potential reasons for such unnerving behavior: Is it is the parents, the lack of school activities, poverty, the Internet?
Theories aside, what is known for certain is that teenagers met on South Street on March 20 - and in Center City on March 3, Feb. 16, and Dec. 18 - summoned via social networking.
"Come to South Street. South Street is poppin," beckoned the messages.
In each of the four incidents, violence broke out. In each, the teenagers involved were overwhelmingly African American males, although prosecutors say a significant number were girls.
"I think it's happening because these kids out there have nothing to do. It's happening out of boredom," said Marques Carson, 17, a student at Mastery Charter School in South Philadelphia. "They want to hang out and have fun, by any means necessary."
He attributed some of the violence and destructive behavior to the dynamics of large groups.
"When you're by yourself, you're one person," he said. "When you're with your friends you become another person. The peer pressure is on. . . . Too many kids are followers, not leaders."
"I think it just happens as a last-minute thing," he said of how these impromptu gatherings evolve. "Word spreads quick."
Yale sociologist Elijah Anderson, a part-time Philadelphia resident renowned for his analysis of African American culture here, is writing about the so-called flash mobs in a book to come out next year. The gatherings had a "quasi-carnival atmosphere," writes Anderson, calling them a "kind of social storm."
Many of the kids arrested in the Philadelphia incidents were from impoverished neighborhoods. A lot of them, Assistant District Attorney Angel Flores said in an interview, were having fun amid the mayhem. "They had smiles on their faces as they scared people at random," he said. "They thought that assaulting others was a form of enjoyment."
They were not on the hunt for particular victims, Flores said, although they trampled and punched people along the way - white, black, whomever - and damaged property. The biggest gathering was on South Street, where more than 2,000 people amassed, Flores said.
It would behoove us to figure it why this happened soon, said Darryl Coates, executive director of the Philadelphia Anti-Drug/Anti-Violence Network.
"We're going to be tested when summer comes," he said. "And we have to be sure we're ready as a city."
People have called these events flash mobs, but some say it's a misnomer, since flash mobs tend to be quirky, artistic gatherings organized on the Internet.
"I never heard of flash mobs that were violent," said Marilyn Moran, director of the Philadelphia chapter of the Social Media Club, an international group that promotes awareness of Twitter, Facebook, MySpace, and other social media. "These were pretty much riots."
Philadelphia appears to be leading this dubious trend. It's so new that the FBI, the American Psychological Association, and the Criminal Justice Program at the Harvard Kennedy School have no experts on "flash-mob violence."
