Deejay Wayne Marshall went all out recently for the shooting of the video for his song My Heart.

Produced by Yardvybz/Off limits Entertainment, the video was directed by young movie director Storm Saulter.

According to Marshall, Saulter was perfect for executing the concept of the video, which like the song, tells a story. He said, "The editing is cutting edge and fresh. The concept follows the lyrics of the song for the most part with a few secret details that will make it fun for all the viewers." The video was shot in Chancery Hall and at Studio 45. The video will premiere on ER tomorrow and will also be launched at the same time at 7 Merrick Avenue.

A St Catherine man got the shock of his life recently when he received a $47-million water bill from the National Water Commis-sion (NWC).

Portmore resident John Camp-belltold THE STAR he retrieved the bill from his home mailbox on June 26 and was astonished when it said the amount owing was $47,636,945.96, due on June 30.

The bill was drafted for the billing period May 14 to June 7 and represented the water usage at Camp-bell's home for a 23-day period. Campbell said he knew immediately that it was incorrect as that amount valued more than his house and premises, where he has been living for the past eight years.

He also pointed out that there are no water leaks at his home which he shares with his adult son and the most water they use is for laundry, which is done once per week.

Campbell visited the NWC's Portmore office the following Monday and was advised that the company would assign someone to visit his home to inspect his water meter. However, that person is yet to arrive.

Efforts to speak with corporate communications manager at the NWC, Charles Buchanan, proved futile as calls to his cellular phone went unanswered yesterday. When the NWC's Public Relations Department in New Kingston, St Andrew, was contacted, a Ms Williams said she wasn't aware of the incident, but would carry out checks and get back to THE STAR before 5 p.m. yesterday.

Up to late last night, and despite several calls, nothing was heard from her.

Campbell expressed his discontent at the bill, saying, "Only we the poorer people, dem things here affect." Campbell also offered a word of advice to the NWC: "The staff needs to be more assertive, more detailed and check the information on the bill before it is dispatched ... in addition, they should compensate me because that bill would kill me."

Campbell said he always pays his water bill on time. The highest water bill he ever got before this current one was $4,800.

After internal investigations were conducted by the NWC, Campbell was asked to pay only $653.53. He said he is yet to receive a formal apology from the water company

The first song on the album, How U Bad So, showcases the versatility that is to come, with a touch of techno, African drums and harmonies, as Busy Signal asks the women who can wine the best.

The popular Picante is one of the Spanish-influenced songs that is a crowd-pleaser at any party. The other Spanish song is Busy Latino which starts off with a Spanish intro.

Reggae also features on the album with the popular remakes, Sweet Love (Night Shift) and One More Night,which shows his tender side. In Opera, Busy Signal does just that, singing about his 'screw face' with opera-like background music.

In the acoustic piece Peace Reign, he shows his conscious side asking for peace to reign for all mankind. Summn' A Guh Gwaan is the only collaboration on the album and features Bounty Killer. It is another conscious song in which the two talk about the ills in the country. Hi Grade, Nah Buy Wi Out and Nuh Fraid shows the artiste's gangster side, while Hair Dresser Shop brings it back around for the ladies, with a topic they can relate to.

D.O.B is the fourth album from Busy Signal, the deejay tries to show his versatility in his lyrics, with his melodies, as well as musical genres. Not a bad listen, overall. Much of the tracks, how-ever, have been heard by the public already, so there are few exclusive singles.

THE Police High Command says that the threat level against members of the constabulary remains high, amid intelligence reports that displaced criminals from West Kingston are regrouping in Denham Town.

"This regrouping is being done primarily in Denham Town and comes against the background of continued and effective police operations being carried out in Western Kingston especially in the Coronation Market area. Several threats have since been made on the lives of police personnel," said a statement from the Police High Command.

Police personnel are warned to take the threat assessment seriously and to raise their level of awareness, both on and off duty.

"Deployments must not fall below defensive levels and personnel should be prepared to act swiftly and decisively in defence of themselves and colleagues," said the High Command.

The statement also reiterated the full support of the High Command to Constabulary members should they be forced to take any lawful action to defend both themselves and citizens.

"At the same time the High Command is reminding criminal elements and those who sympathise with them that the police remain undeterred in the fight to defeat organised crime."

Dear Cleveland, All Of Northeast Ohio and Cleveland Cavaliers Supporters Wherever You May Be Tonight;

As you now know, our former hero, who grew up in the very region that he deserted this evening, is no longer a Cleveland Cavalier.


This was announced with a several day, narcissistic, self-promotional build-up culminating with a national TV special of his "decision" unlike anything ever "witnessed" in the history of sports and probably the history of entertainment.


Clearly, this is bitterly disappointing to all of us.


The good news is that the ownership team and the rest of the hard-working, loyal, and driven staff over here at your hometown Cavaliers have not betrayed you nor NEVER will betray you.


There is so much more to tell you about the events of the recent past and our more than exciting future. Over the next several days and weeks, we will be communicating much of that to you.


You simply don't deserve this kind of cowardly betrayal.


You have given so much and deserve so much more.


In the meantime, I want to make one statement to you tonight:


"I PERSONALLY GUARANTEE THAT THE CLEVELAND CAVALIERS WILL WIN AN NBA CHAMPIONSHIP BEFORE THE SELF-TITLED FORMER KING WINS ONE"

You can take it to the bank.


If you thought we were motivated before tonight to bring the hardware to Cleveland, I can tell you that this shameful display of selfishness and betrayal by one of our very own has shifted our "motivation" to previously unknown and previously never experienced levels.


Some people think they should go to heaven but NOT have to die to get there.


Sorry, but that's simply not how it works.


This shocking act of disloyalty from our home grown "chosen one" sends the exact opposite lesson of what we would want our children to learn. And "who" we would want them to grow-up to become.


But the good news is that this heartless and callous action can only serve as the antidote to the so-called "curse" on Cleveland, Ohio.


The self-declared former "King" will be taking the "curse" with him down south. And until he does "right" by Cleveland and Ohio, James (and the town where he plays) will unfortunately own this dreaded spell and bad karma.


Just watch.

Tomorrow is a new and much brighter day....

There seems to be no stopping the conscious singjay I-Octane these days as he is all over the place - be it with his music videos or singles.

On Saturday, the conscious crusader's video for the hot single My Life enjoyed its world premiere on CVM TV. Since then there has been a steady buzz surrounding it.

Lose A Friend is now sitting in the number one position on the Toronto Radio Dubplate Top 10 Chart.

I-Octane could not be any happier about all this as he says, "for me it's the reward for putting good music out there. It shows that when you do songs that touch the heart of people it will always find a niche."

Last Friday morning at Digicel's Jus Bus summer promotions launch at Mandela Park in Half Way Tree, the singjay was a hit with his many fans there when he took the stage.

I-Octane is also billed to be one of the featured performers on the Digicel road shows which will be taking him across the island. Today, fans will see him making the first of those stops in Clarendon and Manchester.

The Digicel stage wasn't the only one that I-Octane stamped his class on over the weekend. He was also one of the performers on Ochi Invasion along with Beenie Man, Mavado and D'Angel.

The pace doesn't seem to be letting up for this artiste who is currently reigning supreme on the airwaves with singles such as My Life, Puff It, lose A Friend, Missing You, Thank You Father, Think A Little Time, and Mama You Alone.

LeBron James chose superstar help over the comforts of home and is heading for Miami because he wants to win a championship with Dwyane Wade and Chris Bosh.

NBA, get ready: A superstar trio has just been born.

Ending weeks of will-he-or-won't-he speculation, the two-time MVP said Thursday night that he's decided to join the Heat and leave the Cavaliers after an unsuccessful seven-year quest for the ring he covets.

"I can't say it was always in my plans, because I never thought it was possible,'' James said on a made-for-Lebron live show on ESPN. "But the things that the Miami Heat franchise have done, to free up cap space and be able to put themselves in a position this summer to have all three of us, it was hard to turn down. Those are two great players, two of the greatest players that we have in this game today.''

Olympic teammates in Beijing, James, Bosh and Wade all helped deliver gold medals.

This time, it'll be about a gold trophy, the NBA championship one - the one Wade got in 2006, the one that James and Bosh have yet to touch.

"Winning is a huge thing for me,'' James said from a studio in Greenwich, Conn., where an audience of kids from the Boys and Girls club was present for the announcement.

It's a huge victory for the Heat, which got commitments from Wade and Bosh on Wednesday. That duo, along with James, formed the upper echelon of the most-celebrated free-agent period in league history.

Heat president Pat Riley landed them all, a three-pack of stars to help shape his quest for a dynasty in Miami.

"There's magic in the number three,'' Wade said, a nod to his jersey number.

And for Cleveland, a city scorned for generations by some of sports' biggest letdowns, James' long-awaited words represented a defeat perhaps unlike any other.

James is gone. Home sweet home no more.

He said he made the decision Thursday morning and knows it won't go over well in Ohio.

"They can have mixed emotions, of course,'' James said, adding that Akron will "always be home for me.''

His new home - part-time or otherwise - wasted no time in beginning the celebration. Horns honked outside the arena and on Miami Beach, where Wade was watching the announcement with members of his inner circle.

"It's going to be crazy,'' Wade said.

In Cleveland, the immediate reaction was predictably filled with outrage. Television images showed at least one fan burning James' No. 23 wine-and-gold jersey.

"I can't get involved in that,'' he said. "I wanted to do what was best for LeBron James ... At the end of the day, I feel awful. I feel even worse that I wasn't able to bring an NBA championship to that city.

"To my real fans out there, I hope that you'll continue to support me all the way to Miami.''

James met with six teams on the free-agent recruiting circuit, and said the process was "everything I thought, and more.''

"We are disappointed that LeBron James did not pick the New York Knicks, but we respect his decision,'' Knicks president Donnie Walsh said.

Added Mikhail Prokhorov, the new owner of the New Jersey Nets, another club that swung and missed on landing James: "We have a vision of a championship team and need to invest wisely and for the long term. Fortunately, we have more than one plan to reach success, and, as I have found in all areas of my business, that is key to achieving it.''

And Bulls general manager Gar Forman said he was convinced his organization "made the strongest of bids to acquire LeBron James during this free agency period.''

James, Bosh and Wade entered the pros in the same year, the respective Nos. 1, 4 and 5 picks in the 2003 draft. They went their separate ways: James to Cleveland, Bosh to Toronto and Wade to Miami, where he won a championship partnered with center Shaquille O'Neal in 2006. That year, James, Bosh and Wade all signed matching contracts to make sure they were all unrestricted free agents at the same time.

Season-ticket sales for the Heat's coming 41-game season were suspended Thursday afternoon after the entire supply of available seats were sold out. Not every seat has been released for sale yet and some will be held back for single-game purchases at the 19,600-capacity arena.

"I'll believe it when I see it,'' Louisville coach Rick Pitino said while attending a tournament of high school stars at Cleveland State University, co-sponsored by James and Nike, one of the 25-year-old's corporate partners.

Believe it.

The Cavaliers, a franchise that was in ruins before winning a lottery drawing and bringing James up Interstate 77 from his Akron home, have had the upper hand - until now. They were able to offer him more money - $30 million more - than any other team.

This wasn't about money, though.

Wade and Bosh both said they would take fewer dollars to make this happen. And that, combined with what Riley and Heat coach Erik Spoelstra said to James on the recruiting tour, was enough to pull off the stunner.

Because they have overspent while trying to please James and win the first title by any of Cleveland's three pro sports teams since 1964, the Cavs are strapped with a few big contracts that have eaten up salary-cap space and prevented them from making roster moves to improve the team.

They've come close to winning it all with James, who at 6-foot-8 and 260 pounds has the quickness of a point guard and brute force of an NFL defensive lineman.

With the possible exception of Los Angeles Lakers superstar Kobe Bryant, James is the NBA's premier player, but his legacy cannot be fulfilled until he wins a championship.

If it's going to happen soon, it'll happen in Miami.

Wade has shared the spotlight in the Heat locker room before, doing so when O'Neal was there for the 2006 title run. And James said that if Wade wasn't willing to make this megadeal happen, the trio wouldn't be together.

"At this point, D-Wade, he's the unselfish guy here,'' James said. "To be able to have Chris Bosh and LeBron James, to welcome us to his team, it's not about an individual here. Because if that was the case, D-Wade wouldn't have asked us to join him or we wouldn't have asked him if it was OK to come down here. It's not about individuals. It's about a team.''

Webb prepares for highs of South Africa

Englishman Howard Webb has been chosen to referee the World Cup final between Netherlands and Spain in Johannesburg on Sunday, Fifa has confirmed.

The 38-year-old Yorkshireman has had a good tournament so far, as have his assistants Michael Mullarkey and Darren Cann, who will join him in the final.

Webb is the first Englishman to referee the final since Jack Taylor in 1974.

He has refereed three World Cup matches in South Africa and has neither shown a red card nor awarded a penalty.

However, Webb has handed out an average of 5.67 bookings per games in South Africa - the second highest tally in tournament.

Webb made his World Cup finals debut in Spain's shock 1-0 defeat by Switzerland.

He was also in charge for Slovakia's 3-2 victory against Italy - which saw the defending champions knocked out of the tournament - and was praised for his handling of a dramatic finale to the match.

In the last-16 stage Webb refereed Brazil's 3-0 win over Chile, but he missed out on the quarter-finals and semi-finals.

For Webb to be chosen to officiate the biggest game in football in his first World Cup finals is a superb achievement.

It comes off the back of a highly successful season for Webb and his assistants Cann and Mullarkey, after they officiated the Champions League final in May when Inter Milan beat Bayern Munich 2-0 in Madrid.

Their performances have boosted English officials' standing around the world after the debacle in the 2006 World Cup when referee Graham Poll handed out three yellow cards to one player during the match between Australia and Croatia.

Webb, a former police officer from Rotherham, started officiating in the Northern Counties League in the mid-1990s.

He has been a Premier League referee since 2003 and took charge of the 2007 Carling Cup final between Arsenal and Chelsea - won by the Blues 2-1 - and the 2009 FA Cup final, also won by 2-1 Chelsea, this time against Everton.

One of Webb's assistants, Mullarkey, recently revealed how Fifa training sessions had included preparation for the noise of the vuvuzelas in South Africa.

Mullarkey said: "When we're doing our training exercises Fifa is actually playing recorded sounds of vuvuzelas through the speakers.

"For three hours a day we're exposed to that sound which helps preparation."

In a day and age when artists can barely go gold, Eminem latest album has already been certified platinum in two weeks.

Recovery, the rappers seventh studio LP, tops the Billboard 200 albums chart for a second straight week selling 313,000 copies, according to Nielsen SoundScan. The albums sales total 1.1 million copies in the U.S. since its release two weeks ago.

Drake claims the runner-up position as his debut album Thank Me Later comfortably sits at No. 2 in its third week with 105,000 units sold, down 33% from the previous week.

The-Dreams Love King opens at No. 4 with 58,000. Despite being the final album in his Love trilogy, it sold less in its first week than its predecessors, 2009s Love vs. Money (No. 2, 151,000) and 2007s Lovehate (No. 30, 59,000).

On the Digital Songs chart, Eminem and Rihannas Love the Way You Lie holds strong at No. 1 for a second week with 280,000 downloads, while Kanye Wests new single Power debuts at No. 14 with 80,000.

 

 

 

Eminem's Recovery only took 10 days to reach platinum status after topping the Billboard 200 chart for the second consecutive week. Due in part to a huge promotional campaign for the album, Recovery sold over a million copies in the United States in less than two weeks. Recovery became the only album besides Susan Boyle's debut to sell upwards of 300,000 copies in consecutive weeks. British pop sensation Susan Boyle released I Dreamed A Dream in December of 2009. Drake's Thank Me LAter holds on to the number 2 spot with the Eclipse soundtrack and The Dream's Love King taking 3rd and 4th places respectively.

Usain Bolt won the 100 meters at the Athletissima meet in 9.82 seconds Thursday, returning from an Achilles' tendon injury to matching the year's fastest time.

The Jamaican beat countryman Yohan Blake (9.96) and Churandy Martina (10.16) of the Netherlands Antilles in a race created for Bolt after he pulled out of the 200 meters in the Diamond League event.

On a sweltering, airless night, Bolt equaled Asafa Powell's time of 9.82 in Rome on June 10. The two Jamaicans will meet in Paris next week.

"It's going to be something big," Bolt said.

Bolt, the Olympic and world champion in the 100 and 200, said his Achilles' tendon was still "slightly" painful during the race. Still, he exceeded his expectations of a 9.88 finish and said he hopes to return to the 200 before the end of the season, provided his doctor gives the OK.

Cuba's Dayron Robles won the 110-meter hurdles in 13.01 seconds. He was followed by Ryan Wilson of the United States in 13.21 and countryman David Payne in 13.22.

Some athletes, including Russian high jumper Ivan Ukhov, complained about noise in the stands from vuvuzelas, the ear-buzzing World Cup horns adopted by a handful of track fans.

Lovers of gospel music will be in for a treat this Saturday (July 10), as one of the most anticipated events within the fraternity, Highest Praise 2010, unfolds at the Karram Speid Auditorium, Merl Grove High School, St Andrew.

Now in its third year, this annual concert series presented by Faircloth Music Ministry which started in Montego Bay, moved to Kingston last year and returns with an even bigger line up of performers and the promise of a greater outpouring of praise and worship for the thousands who are expected to attend.

Patrons can expect some real soul stirring presentations from the likes of Sandra Brooks, The Faircloth Music Ministry Singers, Jermaine Edwards, Carey Sayles, One Voice, Odayne Rhoden from Psalms Ministries, Signs of the Time from Montego Bay, Men of Valor and believe it or not Apache Chief and Sarge who are back by popular demand.

RJR Sports has confirmed that Shelly Ann Fraser, reigning Olympic and world 100 metre champion, has returned a positive test for a non-performance enhancing drug.

Fraser ingested the drug for a toothache prior to competing at the Shanghai leg of the IAAF Diamond League meet in May.

Bruce James, President of the MVP Track Club, says he awaiting a hearing with the Jamaica Amateur Athletics Association having been notified of the positive test by the IAAF in June.

(The IAAF) asked for a report which was sent to them. They have received the report and have accepted the report and therefore were now going through the procedure of having a hearing to determine whether theres a sanction or whether shes exonerated.

Though this could have been handled as a private matter, we do not believe we need to hide this because she did not take a performance enhancement substance as confirmed by the IAAF, James said.

He added that Fraser has withdrawn from all competitions until she is cleared.

She was down to compete at the 7th IAAF Diamond League meet in Lausanne, Switzerland on Tuesday where she was set to renew her rivalry with American Carmelita Jeter.

The cadaver dogs brought in from the United States have discovered numerous the skeletal remains of suspected murder victims in West Kingston.

Some of the remains were found buried in shallow graves while others were found scattered in the pauper section of the May Pen Cemetery on Spanish Town Road.

The remains, which were discovered between last week and this week, have not yet been removed from the scene as the police probe continues.

This was confirmed Wednesday night by a senior police official who said the total number of bodies found is still being tallied and a top level investigation has been launched.

He disclosed that the amount of remains found is significant.

In the meantime, the Police High Command is to write to the Kingston and St. Andrew Corporation, the Superintendent in charge of the May Pen Cemetery and the Ministry of Health seeking an urgent meeting to discuss the find.

Letters will be sent to all the parties on Thursday.

Since last month, search teams from the US along with cadaver dogs have been combing sections of West Kingston.

The search was launched after a body believed to be that of a missing cop was found in a shallow grave in Tivoli Gardens.

Investigators are awaiting DNA test results to confirm the identity.

The search teams along with the dogs will leave the country on Thursday.

Disgraced former sprinter Ben Johnson insists athletics is still "corrupt" more than two decades after he was stripped of Olympic gold for doping.

In a tetchy interview with BBC 5 live's Mike Costello - a conversation that Johnson cuts short - the former athlete maintains he has been treated unfairly.

"I don't watch track and field that much because it's all corrupted. I was the scapegoat," said the 48-year-old.

Johnson was disqualified for taking steroids at the 1988 Olympics in Seoul.

The first athlete to be stripped of an Olympic gold medal for using banned drugs, Johnson was speaking about his autobiography Seoul to Soul, which is due out in September.

He claimed if he had not been doping he would have had no chance of winning when he was competing.

"I was not protected and did not get the same treatment as everyone else," claimed Johnson, who tested positive for the steroid Stanozolol after winning the 100m at the Olympics in Seoul.

"I look back and I made some mistakes. I was using steroids, but everyone was in the same level playing field. The person who is clean in this business is the person who doesn't make it.

"I was the victim of sabotage. Sure I took steroids but just to train, not to run fast. It doesn't enable me to run faster."

Johnson tried to make a comeback after being banned for four years following his positive test, but trailed home last in his semi-final at the 1992 Games.

He then tested positive again in March 1993 and was banned from athletics for life. He briefly coached Diego Maradona and was once hired by Colonel Gaddafi to train his son Al-Saadi.

"I enjoy my life whichever way it comes, it doesn't matter. My name will be cleared once this book comes out," said Johnson, who was born in Jamaica, but represented Canada.

"If you say I'm the biggest cheat, who do you think you are? You can't judge me. You are not the person to judge me.

"This book will set my soul free. There is no bad news in this book. It's a good book."

Since Johnson was disqualified, a number of other athletes - Briton Dwain Chambers as well as Americans Marion Jones and Tim Montgomery to name but a few - have been exposed as drug cheats.

A man found with a forged Jamaican passport appeared in the Corporate Area Resident Magistrate's Court yesterday charged with forgery and uttering forged documents.

Ricardo McIntosh told the court he received the passport from a friend but didn't travel on it. He said he got the passport because he wanted to visit his two teenage sons who reside in the US.

McIntosh asked for leniency and beseeched Resident Magistrate Judith Pusey for a chance as he was a first-time offender.

After much consideration, Pusey fined McIntosh $40,000 or six months for forgery and $30,000 or six months for uttering forged documents.

A man accused of slapping a woman across the face because she reportedly hit his six-year-old son was fined $10,000 when he appeared in the Corporate Area Resident Magistrate's Court yesterday.

Steven White, charged with assault occasioning bodily harm, told the court that he was guilty with explanation.

The court heard that on the day in question, White's child reportedly told the complainant some expletives. It is alleged that the complainant hit the child, who complained to the accused when he got home.

The accused said when he confronted the complainant, she was rude to him, so he slapped her. He said he had also heard that the complainant had pulled a knife on his child.

His explanation, however, was not good enough for Resident Magistrate Judith Pusey who fined him $10,000 or six months' imprisonment.

Popcaan answers to ganja charge

Popular deejay Popcaan, perhaps best known for his Clarkes collaboration with Vybz Kartel, returned to the Corporate Area Resident Magistrate's Court yesterday charged with smoking ganja.

The deejay, born Andre Suthearland, pleaded not guilty.

Allegations are that on May 9, about 8 p.m., police conducting checks along Mannings Hills Road stopped a car with four men aboard.

Sutherland, who was driving, was reportedly seen with a ganja spliff in his mouth. He was arrested and charged.

Yesterday, Resident Magistrate Judith Pusey asked Sutherland what he did for a living. "Mi a entertainer," he stated dryly. She then enquired what kind of 'entertaining' he did, to which he replied that he was a deejay.

The RM asked his stage name and how many songs he had currently in rotation. To the latter question, he said, "About seven."

His bail was extended until August 17.

Relatives of teenage girl detained for stabbing

Two relatives of a 14-year-old girl were detained by police following the fatal stabbing of the girl's 17-year-old boyfriend in Mansfield Heights, Ocho Rios, St Ann, yesterday.

Dead is Brian 'Half a Dog' Johnson, while in custody are a 36-and 17-year-old.

Police said the girl went to visit Johnson with whom she had a relationship. A dispute developed between them, during which Johnson hit her.

After the dispute, the teen left and informed her relatives, two of whom armed themselves with sharp instruments and went to Johnson's home. On seeing them, Johnson ran but was chased and stabbed several times. He died on the spot.

Up to late yesterday, the relatives were not charged. Their names are being withheld pending further investigations.

A prosecution witness testified yesterday that May Pen businesswoman Althea Morgan-Carr, 37, asked her to get someone to kill Inspector Loraine Elleston.

This at the first day of the trial of Morgan-Carr and two men charged jointly with conspiracy to murder the policewoman.

Morgan-Carr will have to remain on a stretcher throughout her trial. She cannot sit or walk and it is reported that she is suffering from a serious back ailment which requires surgery.

She is charged with Stephen Smith and Calgette Gilbert. Prosecutors Jeremy Taylor and Annette Hanson are leading evidence at the trial, which began yesterday in the Home Circuit Court, that in January 2005 the three conspired to murder Elleston.

The policewoman said in her testimony before Supreme Court Judge Carol Lawrence-Beswick and the seven-member jury that on September 14, 2004, she arrested Morgan-Carr at the Norman Manley International Airport and charged her with possession of and taking steps to export cocaine. Morgan-Carr was imprisoned for the offences.

A witness testified that she met Morgan-Carr while they were both in custody at the Central Village Police Station. After they were given bail, they kept in touch. She said Morgan- Carr asked her if she knew anybody who could kill the policewoman. She said she told Morgan-Carr she would get back to her but she did not. Questioned why, she said "because I was not in support of killing". She said Morgan-Carr told her that she wanted the cop killed as if she was dead there would be no case against her.

Deejay Rodney 'Bounty Killer' Price, who was recently freed of assault charges, will still have to see more of the court, as he is to return there on September 27 when he will be tried on drug charges.

The deejay's matter was mentioned in court yesterday, however, it could not be tried at that time and a new date was set.

Price was arrested and charged in October after he was allegedly caught smoking ganja and was reportedly found with a small quantity of the substance. He was charged with smoking ganja and possession of ganja.

The allegations are that about 4:30 a.m. on October 4, the deejay was spotted along Grenada Way in New Kingston smoking a 'spliff'. He was accosted and searched and a small quantity of the drug was reportedly found in a plastic bag.

The deejay has pleaded not guilty to the charges.

The St Catherine South police seized a cellphone from a prisoner on Tuesday albeit in 'dark' circumstances.

Information reaching The Star is that about 4:30 p.m. police were conducting a search of the lock-ups at the Portmore Police Station and upon approaching one of the 13 cells, a prisoner was said to have placed a phone in his rectum.

Vigilant police personnel extracted the Samsung phone from its hiding place. It is now in the possession of the police, who were shocked about the discovery. Other items seized during the search were cigarettes, matches and lighters.

In recent times, contraband in the lock-up has resulted in the injury of one inmate who was burnt with melted plastic while in his cell. Six other inmates have since been charged with assault occasioning grievous bodily harm.

The Star was informed that no cellphones, lighter, cigarettes or anything that can cause harm, should be in the possession of inmates.

Meanwhile, investigations have started to determine how the contraband got into the possession of the prisoner.

A teen girl who police said gave birth to a male baby in her room and hid the child in a plastic bag under her bed, was yesterday granted $100,000 bail with a surety in the Corporate Area Resident Magistrates Court.

The 18-year-old accused, a student of Patrick City in St Andrew, is charged with infanticide and concealment of birth, as the child is believed to have died from being placed in the bag.

According to police reports, on June 23 at about 8:45 pm, the teen had the baby in her bedroom and hid the baby in a black plastic bag under her bed. About two hours later she was taken to the University Hospital of the West Indies, where she denied giving birth.

The police said she later confessed to a doctor that she had the baby. The police then contacted family members, who said they were not aware that the teen was pregnant.

The dead baby was reportedly found by the girls stepmother.

The girls father, in his statement, said he took her to the doctor after she cried out for help in her room. He said she told him at that time that she was having a very heavy period.

The father also said in his statement that he had suspected that his daughter was pregnant, but when he confronted her she had denied it and he had not seen any physical evidence.

The teen, who is yet to plead, was offered bail by Resident Magistrate Judith Pusey. She is to return to court on July 28.

TIVOLI Gardens residents, led by attorney Hannah Harris-Barrington, are seeking an international enquiry into May's security incursion into the West Kingston community.

The operation to apprehend former don and accused drug lord Christopher Dudus Coke left 73 people dead.

Some 58 civilians and security personnel were injured in the three-day clash that started on May 29.

Immediately after the fighting settled, reports started to surface of wide-scale police abuses and extrajudicial killings.

There were also reports of significant damage and theft of property, allegedly by members of the security forces. Outposts of the Office of the Public Defender set up in the community have recorded more than 700 complaints from residents.

Harris-Barrington told the Observer yesterday that more than 200 signatures have been secured from residents as they push to have the international community scrutinise the operation.

"A lot of people have suffered down there and we want an international enquiry into the matter," Harris-Barrington told the Observer. "Atrocities have been committed."

She said that the drive would be continued to collect more signatures and that representatives are now in England rallying Jamaicans living there to join the cause.

There have been numerous calls for the Golding-led administration to hold an enquiry into the matter.

This is now Harris-Barrington's second tussle with the State in relation to the West Kingston saga.

Just last month, the lawyer filed an action for Judicial Review of the Government's decision on May 23 to call a State of Public Emergency, limited to Kingston and St Andrew, in response to chaos caused by marauding gunmen loyal to Coke, who set fire to the Hannah Town and Darling Street police stations during the upheaval that crippled the business district of downtown Kingston and resulted in millions of dollars in damage and loss of sales.

The suit was filed on behalf of the Portland-based group Jamaican Forum for Human Rights, of which Harris-Barrington is president, and names Prime Minister Bruce Golding, Attorney General Dorothy Lightbourne, Director of Public Prosecutions Paula Llewellyn, Governor General Sir Patrick Allen and former Police Commissioner Rear Admiral Hardly Lewin as defendants.

The claimants are Dr Clarice Ledwidge, Bishop of the Ministries of Jessica Clarice Evangelist in Hector Rivers Portland; Tivoli Gardens resident Annett Marshall; and other concerned citizens.

The application for Judicial Review will not be heard before September.

THREE men a Morant Bay businessman and a father and son are expected to be charged later today for breaching the Firearms Act.

The St Thomas Police early this morning carried out a series of operations and seized four illegal firearms that have been linked to the men. The series of events began shortly after 1:00 am when the cops searched the home of 25-year-old Mark Tomlinson in Wilmington and found a 9mm Tech Nine submachine gun and a .38 revolver, the police said.

Investigations led the police to the home of his 50-year-old father, Frank, where they found a 12-guage shotgun. While interrogating the older Tomlinson, investigators found out that the firearm belonged to businessman Ludlow McQuinnie.

That discovery led the police to carry out an operation at McQuinniess home in Higbury, near Morant Bay. His personal 9mm Beretta pistol, 19 9mm rounds and a quantity of 12-gauge cartridges were seized.

Preliminary checks on that firearm showed that McQuinnie had not renewed the license on it, the police said.

Senior detectives attached to the Morant Bay Police say Tomlinson and his son will be charged for illegal possession of firearm and ammunition. The businessman also faces similar charges, plus the additional charge of aiding and abetting the offence of illegal possession of firearm. This charge is as a result of his personal shotgun being found in Tomlinsons possession.

 

POLICE from the Elletson Road station are investigating the death of 31-year-old Kyvette Dobson of Rollington Town, Kingston 2, whose throat was cut during a dispute with a man in the community last night.

Reports are that about 11:00 pm, Dobson and a man had a fight in the community. During the fight, the man pulled a knife and slashed her throat, the police said.

She was taken to the Kingston Public Hospital where she was pronounced dead.

Shortly after the incident, the man, whose identity hasnt been released, handed himself in to the police.

Okay so the book in the Old Testament "Genesis" talks about the creation of the Universe. Genesis was written by Moses when he went to talk to God on Mt. Sinai.

Now you have to look at Genesis in a different way for it make sense of what I am trying to say. You have to look at it as if it was a journal. Thoughout Genesis it says "And God said". It also says "And
the evening and the morning were the first day" and then the second day, and so on.

So look at it as if Genesis is Moses' journal when he was up there. Each day God told Moses a different part of the creation story which took up 7 days. So let me show you.

light. {1:4} And God saw the light, that [it was] good: and
God divided the light from the darkness. {1:5} And God
called the light Day, and the darkness he called Night. And
the evening and the morning were the first day.

The above is all that God told Moses on the first day he was there. The events didn't actually happen in one day, instead it was told to Moses on the first day that he was on Mt. Sinai to write Genesis.

Above here is just what god told Moses on the second day. All of this didn't actually happen in a day but instead on the second day that Moses was on Mt. Sinai God told this to Moses.

So you see the events here could of happpened over billions of year. It does not tell us how long they happened. What it does tell us that one the third day that Moses was on Mt. Sinai, that was when God told Moses this part of the creation story.

So let me draw a diagram of what I am trying to say because it tricky to understand.

Timeline of Moses on Mt. Sinai

First Day Moses was there
God told me that he made a light, he used that light to divide the darkness from the light. Then I (Moses) was went to sleep and woke up on the second day.

Second Day Moses was there
God said to me that he divded the sky and created land and heaven. I (Moses) then went to sleep and woke up on third day.

Thrid Day Moses was there
God told me that he divided the waters on Earth to create land and sea. I (Moses) then went to sleep and woke up on the fourth day.

So you see what I am trying to say? The events of creation did not actually all happen in the 6 days, instead it happened over an unkown period of time, but the 6 days in the Bible are talking about what happened while Moses was on Mt. Sinai writing his journal which is called Genesis.

Genesis is just a journal of the time Moses was on Mt. Sinai. To if you compare the big bang theory to this they actually go together nicely.

Big Bang Theory
For example the light that God first made was the atoms colliding for the first time.

The second day has to do with quantum physics and I can't expain it.

The third day is when it all started to cool down.

The fourth day is about the the creation of the stars and the sun.

And then the fifth day is about the animals being created.

And then on the sixth day humans are formed.

Human Evolution

From the fifth day to the sixth day is when the process of human evolution happened.

Dancehall artiste Mavado has again collaborated with another top hip-hop artiste.

This time, he collaborated with Ne-Yo for a remix of the R&B artiste's song Champagne Life.

According to Mavado's manager, Julian Jones-Griffiths, the remix to the song was done recently after Ne-Yo's management contacted him.

"They did a dancehall version of the song. He (Mavado) was a natural choice for the remix. Dem love it," he said, noting that the song will be released in the coming weeks.

Mavado has done many remixes in the past with other big names in hip hop like Jay-Z, Alicia Keys, Bobby Valentino and Wyclef Jean. However, Jones-Griffiths said his artiste does not jump on every remix offer that he gets.

"I get calls all the time but you can't do these things just for doing it sake, it has to make sense for you," he told THE STAR.

Meanwhile, he says Mavado is gearing up to give a strong performance at Reggae Sumfest after doing well at two shows in Ocho Rios on the weekend: Bakers Fiesta and Ochi Invasion.

"Those performances signalled his intent to do well at Sumfest. He is going to come with a lot of energy. He has been doing a lot of rehearsals. He has been putting in a lot of work. The fans can expect a huge performance with some surprises," Jones-Griffiths told THE STAR.

He said Mavado might also do something special for Alliance leader Bounty Killer, who will be honoured on the Reggae Sumfest stage on dancehall night in Montego Bay on July 22.

Leading up to the event, Mavado will also perform at Bling Dawg's Summer Jam in Portland and Ping in St Andrew.

This is the second in a four-part series looking at the future of the U.S. Men's National Soccer Team. Read Part I here.

Before the 2010 FIFA World Cup, Michael Bradley was coasting on the outskirts of international footballing prestige.

Funny how things change.

Bradley's performance in South Africa has rocketed him to the top of just about any list of top, young midfielders in the world. Just four years ago, he wasn't even in the conversation of top American midfielders, yet now he is one of the most coveted box-to-box players on the planet.

Of the changes certain to be made from this year's squad to the future 2014 squad, the midfield should see the easiest transition, built around the 22-year-old Bradley as well as a mixture of both young guns and experienced veterans.

The difficulty with discussing midfielders comes when you consider just how many formations there are and just how many roles a midfielder can be asked to play.

To simplify, I've divided the players into two categories. First are your traditional "box-to-box" guysclassic central midfielders like Bastian Schweinsteiger and Mark Van Bommel who are comfortable both holding and getting forward, but would never feature as true trequartistas.

The second division is for "attacking" mids, offensive-minded, advanced players who could play just behind the forwardsthink Mesut Ozil and Wesley Sneijderor on the wings, ala Arjen Robben and Thomas Muller.

Let's start with the central midfielders.

 

"Box-To-Box" Central Midfielders

Just 22 years old, Bradley turned in a magnificent quarter of performances for the U.S., grading out among the top players in the Cup in terms of Castrol Indexa measure of player performance analyzed by FIFA, which Bradley earned an 8.94 out of a possible 10.

More impressive, perhaps, is the distance Bradley covered in just four games: 51.69 km, which by itself is 11th-best in the Cup (mind you, the only players he trails have played at least one game more than him), while his 12.99 km per game bests any other player in the tournament.

That motor will be crucial in driving the U.S. midfield for the future, and Bradley is sure to be a fixture there.

What will be interesting to see, however, is where Bradley slots in for the U.S. in the future. Will his 26-year-old legs produce as much mileage as his 22-year-old legs? If so, he could maintain that box-to-box presence in the mold of a Schweinsteiger, but he is capable of playing a holding midfield role, as well.

I imagine he'll continue in the role which he so thrived in this summer, and Bradley is most effective in this role when he has a complementary holding midfielder. Ricardo Clark has been the main player in this role for the last two years, but his struggles in South Africa may have sealed his fate behind other players, and he will be 31 by the time the next Cup rolls around.

Maurice Edu, however, stepped in admirably for the struggling Clark. Edu has a calmness and strength on the ball that Clark lacks, and his play week in and out for Rangers indicates that he's the perfect companion for the roaming Bradley.

Edu is comfortable as the deep-lying midfielder sitting just in front of the defense, a position which allows Bradley to venture forward without having to worry about overrunning the play.

Clark's struggles, namely ball control and spatial awareness, are in fact Edu's strengths, and he's just as adept at breaking up play and winning aerial battles.

Perhaps the best thing about Eduhis age. Just 24 years old, he has a good five or six seasons left in his prime, so he and Bradley have plenty of time to acquaint in the coming years and gel into a real tandem.

Another name that has floated around the U.S. Soccer rumor mill is Jermaine Jones. Jones is one of the best defensive mids in the Bundesliga for Schalke, but he has yet to feature for the U.S. due to injuries. A dual German-American citizen, he has featured for the German national team in non-FIFA friendlies, but retains his eligibility for the U.S. thanks to FIFA regulations.

But, like Clark, age will be a problem, and at 28, his window to feature is shrinking daily. I wouldn't mind seeing Jones start at the Gold Cup in 2011, however, and he could be an answer at center back, as well.

Now, before we move on to the attacking midfielders, let's remember something crucial we learned from this Cup. From a tactical perspective, the U.S. showed something special against Slovenia, Algeria, and Ghanathe ability to play effective possession football with three central midfielders.

The most successful formation in international football today, 4-2-3-1 (implemented by Spain, the Netherlands, and Germany), utilizes three center mids, and going forward, the U.S. should look to this formation, or other variations like 4-3-3 or 4-1-3-2, as a possibility.

With that said, there could be a third slot for a starting central midfielder. This time around, it was Benny Feilhaber who came on and played a very narrow left wingessentially a third CM. Feilhaber was good, but while he was an upgrade from the empty bucket 4-4-2, he wasn't great.

Feilhaber is only 25, so he's still in that frame of age to be a possible starter in Brazil at the 2014 World Cup.  He can play any position in the midfield which the 4-2-3-1 calls for, but for a player who is supposed to excel at passing, he's not exceptional, completing only 63 percent of his attempted passes at the Cup.

If Bradley, a runner/roamer, and Edu, a holder/defender, are going to be tripled up with a third central midfielder, it needs to be a sharp passer, a breaker-down of defenses, a threader with patience and possessing skill.

In that case, Jose Francisco Torres is the man. While many felt he struggled in his start against Slovenia, Torres actually completed 83 percent of his passeson a bad night. At his best, Torres is a passer of pinpoint accuracy, and he understands where to put the ball as well. He doesn't offer a whole lot in front of net, but if Edu is covering and Bradley is charging, he won't be asked to do anything but slide in through-balls.

Torres showed just how green he is against Slovenia, though. He'll need a few more seasons to fully develop, but I think he's a real bright spot for the future.

But, as always, the starters will probably change from game to game. Very few countries, if any, have the same eleven starters throughout qualification or even throughout a single tournament. It's about depth, and fortunately, the U.S. have that in all midfield positions, the central midfield not excluded.

For the sake of this article, then, I'll select three central midfielders (and three attacking mids later) so as to take into account different formations or strategic selections.

Attacking Midfielders

For the last four years, the two attacking midfield positions (the outside midfielders of the U.S. 4-4-2) have been virtually set in stone. Unless called up top, Clint Dempsey lined up on the left wing with Landon Donovan his opposite.

No one can argue with the selections. The two are the most prominent players on the national team, with Donovan as its all-time leading scorer and Dempsey as its best performer at the club level. Both have excelled at the international level as well, with Dempsey netting the Bronze Ball Award in the 2009 Confederations Cup and Donovan scoring three times and displaying one of the best World Cup performances of any American player ever.

But there's one problem: Donovan is 28 years old, and Dempsey is 27.  They will certainly feature in the Gold Cup next summer, and while they very well could find their way into the 2014 World Cup squad, they will have four more years of tread on their tires.

Just look at this year's squad for a reference point. The oldest outfield players on the squad, Steve Cherundolo and Carlos Bocanegra, were each 31, and the only players older than them, Tim Howard (32) and Marcus Hahnemann (38 on June 15), are keepers.

Thus, age will be an issue for both. If they can stay relatively healthy, perhaps they will still have enough gas in the tank to feature prominently. Dempsey is more likely than Donovan thanks to a) his age and b) his style of play.

Donovan is a speed player, notching a top speed of 30.31 kmh (one of the best rates at the Cup), but that number is likely to drop as he ages. Dempsey, on the other hand, relies more on strength and dribbling ability, skills that, if anything, improve with age.

But Donovan, as we know, has a motor and a heart that can overcome even Father Time. I expect he'll remain the right-sided midfielder for the U.S. through Brazil 2014, and the only ways he doesn't stay there are injury or position change. I could see him moving to a more central role or even up top if the U.S. changes their tactics.

Same goes for Dempsey. It depends on the strategy and manager of the future, but he'll be starting somewhere in this cycle.

As potent of a duo as they are, Donovan and Dempsey won't start every game on the wings. For one, both could thrive in central roles or as forwards.

Donovan is probably the better option centrally and does play like a true No. 10, but I can't see the U.S. deploying a lone forward yet, so his skill is better off on the outside. As for Dempsey, he often plays his best ball as a forward, and he may age better up top than out wide.

If either moves positions in the 4-4-2, or if the U.S. jump aboard the 4-2-3-1 bandwagon, there are a variety of names that could feature in advanced attacking roles with Dempsey and Donovan.

Of names mentioned already, Feilhaber's versatility could allow him to play in an advanced role, more likely in a central place. However, as I alluded to earlier, Feilhaber's versatility is as much vice as virtue. While he does a lot of things well, he doesn't do any one thing excellently, as I'm not sure how much he'll feature in this cycle.

Torres could also play an advanced attacking role, but he doesn't have much experience there. For club side Pachuca, he played a deep-lying playmaking role. Advancing him too far might take away his strengths with little gain. DaMarcus Beasley already seems too old, so that's all the mention I'll give him.

The brightest talent ready to step into a more prominent role for the U.S.M.N.T. might be Stuart Holden. Like Feilhaber, Holden is versatile enough to play on either wing or in the center of midfield. He's young enough (24) to be a factor in the next World Cup, and he offers better service and speed than Feilhaber does.

Holden's play in the last year since a great 2009 Gold Cup has been good enough for Premiership side Bolton Wanderers to sign him for the 2010-11 EPL campaign, and if he can find a place in the first team consistently, he might find a way into the starting 11 for the national team as well.

To keep this article from reaching David Foster Wallace levels of prolixity, I'll just list the last few names by location of play.

There are MLS guys: Sam Cronin, Eddie Gaven, Robbie Rogers, and Luis Gil (pay close attention to this 16-year-old at Real Salt Lake).

There are players who could play for multiple countries: Andy Najar, Michael Hoyos, and Mikkel Diskerud.

There is the next generation of young stars currently training for non-domestic clubs: Lester Dewee, Charles Renken, Jared Jeffrey, Joseph Gyua, Will Packwood, Erik Benjaminsen, and Sebastian Lletget. Of these, Lletget is my nod as a future star for the national side.

Finally, there are players on the brink of this year's squad who are plying their trade outside of the country: Alejandro Bedoya, Sacha Kleijstan, and the ever-controversial Freddy Adu.

One of the most interesting stories in this next international cycle will be Freddy Adu. Will he ever get it together? Can he still be an asset for the U.S.M.N.T.? Maybe there's a place for him in the midfield or as a second striker, but Freddy has as long a road to the top as any of these other namesmaybe even longer.

Long Beach could join several other California cities in seeking to boost city coffers by taxingmarijuana.

The City Council on Tuesday will consider a proposal to place a measure on the November ballot that would levy a 5% tax on medical marijuana collectives.

Another tax of up to 10% on other marijuana businesses would go into effect only if California voters also pass Proposition 19, which would legalize, regulate and tax marijuana for recreational use.

Long Beach's proposal, drafted by the citys Department of Financial Management, also calls for taxing medical marijuana cultivation sites at .0075 cents per square foot.

The growth of pot dispensaries -- and the drugs potential legalization statewide -- has presented a rare opportunity for cities desperately searching for new revenues. Berkeley and Sacramento are considering similar measures.

Long Beach is facing an $18.5-million budget deficit, and for some on the city council, which voted in May to regulate medical marijuana collectives, taxation is the next logical step.

"We tax alcohol. We tax cigarettes. Why wouldn't we look at taxing marijuana?" Long Beach Councilman Patrick ODonnell said. "We're turning over every rock to find new revenues, and under one of those rocks may be marijuana."

Critics, however, say such a tax could unfairly target medical marijuana patients.

 

Americans for Safe Access, the nation's leading medical marijuana advocacy group, opposes taxing medical marijuana because it believes the drug should be treated the same as any other doctor-prescribed medications, which are untaxed.

But if a tax must be enacted, spokesman Kris Hermes said, "the tax burden should be removed from the patient to the extent possible."

"It's difficult to tell cities that are cash-strapped in tough economic times that you can't tax this substance, he said. "But there are other methods that local governments could use to raise the money; one of those methods is to tax the production side."

Long Beach Councilwoman Gerrie Schipske voiced similar frustrations, calling it "hypocritical" to tax marijuana because under current laws, it's sold either as an illegal drug or as a pharmaceutical.

"If marijuana distributed at a collective is considered 'medicine,' how could we tax it?," she wrote Friday in a blog post. "California does not tax pharmaceuticals -- so how then is it okay to tax this medicine?"

As Long Beach debates whether to pursue taxation, it has at least one other city to look to as an example.

Oakland began collecting taxes from medical marijuana collectives in 2008 and expects to reap $1 million this year from a 1.8% tax on just four licensed dispensaries.

Several Los Angeles City Council members last year floated a proposal to tax medical marijuana, but the plan probably will not appear on a ballot until 2011, according to Councilwoman Janice Hahn's office.

Los Angeles' medical marijuana ordinance -- one of the state's most restrictive -- went into effect last month, requiring the shutdown of more than 400 dispensaries.

In March, Long Beach passed its own sweeping ordinance regulating the dozens of pot dispensaries that have cropped up in recent years, establishing buffer zones of 1,000 to 1,500 feet around schools and barring the dispensaries from operating within 1,000 feet of one another.

Approving a marijuana tax in Long Beach would require a public hearing in August, an OK from the City Council and voter approval this fall. Since no local offices are up for election in November, the city would have to declare a fiscal emergency to get the measure on the ballot.

Marred by a late start and mediocre turntable selecting
by disc jockeys, the celebration of Tony Matterhorn's birthday at Pier
One in Montego Bay failed to maintain the musical momentum to feed an
eager crowd.

DJ Jigga tried
to inject life into the audience in the early segment of the event with a
mixture of old and new dancehall songs that had the crowd rocking for a
short time, but such support dwindled as he concluded his near
30-minute musical stint.

Montego Bay's own 'Crazy Chris' and DJ Jigsy were, however, able
to revive the crowd a bit through the heavy thud of hip-hop beats as DJ
Jigsy paused regularly to talk to the patrons and solicit an active
response to the music.

Razz and Biggy had their high and low points during their
juggling, but were still able to elicit a few dance moves from the
ladies who were more eager to hear what Tony Matterhorn had to offer.

Matterhorn, whose name is Dufton Taylor, showed partygoers why he
has managed to remain relevant not only as a music selector but also as
a dancehall artiste.

It's what many believe -- that African Americans and others with darker skin aren't at risk for skin cancermag-glass_10x10.gif. But is it true?

"It's totally a myth," said dermatologist Dr. Debra Jailman. "People think that because they have darker skin that they can't get skin cancer and in fact, we still see it."

Blacks are ten times less likely to develop skin cancer than their white counterparts, but the danger still exists.

Darice Caudle learned that first hand. Her dermatologist found an abnormal mole on her arm -- an early sign of skin cancer.

"For me to have this, I was completely shocked," Caudle said.

Even though she applied sunscreen regularly, Caudle realized she was missing a spot. She was lucky to be diagnosed early.

"There have been studies that African American patients and Hispanic patients are diagnosed at a much later stage," said Jailman.

With melanoma being the most deadly form of skin cancers, doctors say the best way to protect yourself, regardless of your skin tone, is to wear an SPF of at least 30. The American Cancer Society estimates that more than 68, 000 new melanoma cases were diagnosed in the US just last year.

"Skin is skin at the end of the day," Caudle said. "It's still important to protect ourselves."

That's why as temperatures increase, doctors say so should your use of your best defense from the sun.

A cop involved in the fatal shooting of Sean Bell on his wedding day is now suing the dead man's estate -- claiming Bell drunkenly assaulted and badly injured him with a car right before the hail of police gunfire that brought the unarmed man down.

Police Officer Michael Carey's lawsuit says Bell was boozed-up when he got behind the wheel of the car after his bachelor party on Nov. 25, 2006, and also claims the doomed groom failed to wear glasses or contact lenses despite having poor eyesight.

Carey's allegations are contained in a Brooklyn federal counter-claim filed last week in response to a wrongful-death lawsuit being pursued by Bell's fiancée, Nicole Paultre Bell, against him and the other four cops involved.

"[Officer Carey] suffered serious leg injury when [Bell] crashed into the vehicle he was riding in before Officer Carey ever drew his gun and fired a shot," said Carey's lawyer, Richard Signorelli.

THE finance ministry was hit by further embar****ment yesterday, following news that the Auditor General's Department has uncovered fraud totalling $21 million.

The disclosure at yesterday's sitting of the Public Accounts Committee of Parliament came on the heels of revelation that a director in charge of taxation policy at the ministry was slapped with several charges under the Corruption Prevention Act; the Customs Act; forgery; conspiracy to deceive and conspiracy to defraud.

Committee members lashed the Ministry of Finance (MoF) for its weak internal audit system, and chastised new financial secretary Dr Wesley Hughes.

Acting chief financial officer, Granville Green outlined the circumstances under which a powerful position was abused over a four-year period, leaving taxpayers $21 million in the red. Green did not name the person or persons responsible for the theft, but referred to the culprit as "she", adding that she had fled the island.

"It was a situation wherein this unit was headed by what we call a SEG4 (senior executive group) and one would have thought that, ok, this person is in charge of this unit of about three persons and was authorised. She was the co-ordinator of the MOU secretariat and was liaison between the secretariat, the union, the various training institutions and all that. So she basically could authorise and approve documentations, expenditure, on a basically daily basis," Green told the committee.

Exposing the weak internal controls, Green said that the fraud was exposed by the ministry's accounting staff, noting that documents submitted to the accounts department were taken to be legitimate. "But unknown to us, this person was generating documents, invoices, for catering services, training, and various other things. She created even her own catering service."

Committee chairman, Dr Omar Davies asked Green if the companies were fictitious or were in collaboration with others.

He replied that some were fictitious and in other cases they were in collaboration with legitimate companies.

Among the other entities caught in the fraudulent web are banks, and Green said that the police have zoomed in on a bank supervisor, who is likely to be arrested.

The affected division of the ministry, while it still functions, now requires authorised specimen signatures of signing officers, and only two officers are so designated.

"If their names are not on it, then it is returned," said Green under pressure from a skeptical Davies.

The meeting was informed that the unnamed woman had also signed and collected cheques representing overseas travel allowances for senior officers, and which were only discovered after one individual who was entitled to the allowances made repeated inquiries about his allowances over a period of almost a year.

Investigations revealed that the monies had already been paid out, but not to the legitimate officer.

The meeting was also told that the millions were paid out to a company for the supply of desktop computers and laptops, the full order of which was yet to be received.

Later in the meeting, it was disclosed that the ministry wanted a messenger to return $38,000 in funds overpaid for messenger services provided to the ministry through no fault of his own Dr Davies suggested he be left alone.

Other members agreed with Dr Davies, given the disclosure that the $21 million was stolen and that the accused had fled the island.

To date none of that money has been recovered and no arrest has been made.

PAC members expressed frustrations over the deliberations on the MoF and member Tarn Peralto said that the repeated occurrences were wasting his time.

"I am more convinced that us sitting here is futile. I believe this example has made me realise that, because if it is that we are here to try to manage through the agencies, the expenditures and the methods of accounting through which the taxpayers' money is protected, then I dare say we are wasting our time, because it is not," Peralto charged.

Another member, Dr Morais Guy, also vented his frustration.

"I understand that this is a huge ministry. But we have one section of that ministry which is responsible for issuing procurement guidelines and it is the very same ministry that we have people who are, as the AG's report is indicating, guilty for breaching the same guidelines," he said.

Ministry officials will return to the PAC next week.


A popular US newspaper has linked the names of deejays with former Tivoli strongman Christopher 'Dudus' Coke but offered no evidence for its claim, which International Reggae Day founder Andrea Davis called unfortunate for the industry.

The lengthy article, entitled 'The Great Dancehall Freeze-Out of 2010', published June 29 in the liberal, New York-based Village Voice claimed that "some cite perceived ties to Coke, whose entertainment company stages Kingston's annual Champions in Action concert" as the reason for "those artists now remain(ing) sidelined from US travel".

The deejays referred to in the article are Aidonia, Beenie Man, Bounty Killer, and Mavado whose US visas were revoked in April. The Observer was unable, up to press time, to contact the artistes or their management for comment. The US Embassy has not revealed why it revoked the visas of these artistes citing issues of confidentiality. The writer, Jesse Serwer, did not substantiate the claim or quote sources despite the article's intent to explain why "many of Jamaica's biggest acts [are] now barred from entering the US?"

Davis, not commenting on the assertion posited in the article, said that it would further sully Jamaica's image. She, however, added that Jamaica's high murder rate and aggression make such articles easy to be believed.

"Forget about the (Village Voice) for a second, yes it is bad public relations, but we are a society that is brutalised by violence. So, long before we talk about record sales, Billboard or this Village Voice article, we have to clean up for the sustainability of our society because Jamaica is falling apart," she stated.

Business and entertainment activities in the capital city came to a halt in May after heavily armed thugs attempted to prevent members of the security forces from accessing a barricaded Tivoli Gardens in West Kingston to serve an arrest warrant on alleged drug baron Christopher 'Dudus' Coke. More than 70 persons, including two policemen and a soldier, were killed during the unrest, which lasted for three days. The unrest gained attention from the international media, making headlines across the globe.

On June 24 Coke was eventually extradited to the US.

"The last few weeks have definitely created a negative light on not only the music brand but the country's brand and this article will not help. But I don't think that we are out of the game yet and it is time for us to step up more than ever. We spend so much time celebrating the negative and disposable music when there is a whole stream of new music, in the tradition of Marley, and they [are] not getting the airplay. The media has a role to play in this," stated Davis. "There is a new generation of positive music.

Ever since the infamous taped phone call between Buck & 50 leaked to the masses, things for Buck have been looking rather bleak. This past Thursday, at Fur Nightclub in Washington D.C., Buck's first performance since the debacle, only 20 people showed. (Talk about a full house)

The promoters weren't hospitable, making Buck pay for his own hotel room. Talk about tough. Prior to the show, he was paid half of the money, and was to get the remainder at show time, did he get it? Of course not. Buck didn't even perform that night. He was supposed to do another show tonight, but the promoter left him with all the bills.

His entourage wasn't allowed in Fur. The club said that they weren't dressed properly. Buck was the only one that could have on athletic wear. Unless his hype man or DJ paid to get in, Buck would've been a one man band. I'm sure this wouldn't have gone down like this if he were still affiliated with G-Unit, who coincidentally was also in town promoting their new album

Laurent Koscielny Completes Move To Arsenal

Arsenal Football Club is delighted to announce the signing of defender Laurent Koscielny from French Ligue 1 side Lorient on a long-term contract for an undisclosed fee.

Twenty-four year-old Koscielny, who is predominantly a central defender, made 40 appearances in all competitions during his season with Lorient in the 2009/2010 campaign.

Before joining the north-west French club Lorient in 2009, Koscielny also played for En Avant Guingamp and Tours in France, where in 2009 he was voted Best Player in Ligue 2 for the 2008/2009 season by his fellow professionals - the UNFP (National Union of Professional Footballers in France).

Although born in France, uncapped Koscielny, who helped Lorient to seventh place in the French league championship last season, would also qualify to represent the Poland national team as a result of his family roots.

Manager Arsène Wenger said: "Koscielny is a central defender with great ability who performed extremely well last season for Lorient. We identified him as a very strong centre half, who has made big progress very quickly. He has shown he is mentally strong, he's a fighter and a very strong competitor. Koscielny is a great addition to our squad."

New Arsenal player Koscielny said: "I'm very excited to be joining Arsenal. They are one of the biggest teams in Europe with many great players. I'm really looking forward to playing in the English Premier League and the Champions League with my new club.
